Accordingly, Heads of agencies and units under the Ministry shall organize a comprehensive review of legal documents in the fields assigned to them for state management advice, especially regulations on decentralization, delegation of authority, and division of authority, and send them to the Legal Department for synthesis before September 19, 2025 (for agencies and units that have not yet submitted the review results as required in Official Dispatch No. 4395/BVHTTDL-PC dated August 27, 2025)1; urgently advise on completing the system of documents regulating and guiding the implementation of the 2-level local government model, creating a complete political and legal basis, ensuring convenience for localities to implement.
At the same time, directly lead, direct, advise, and propose to remove difficulties, obstacles, and legal bottlenecks that have been reviewed according to the conclusion of the Central Steering Committee on improving institutions and laws (specific review results in the field of state management of the Ministry are stated in Official Dispatch No. 4376/BVHTTDL-PC dated August 26, 2025 of the Ministry of Culture, Sports and Tourism); urgently guide the handling and removal of difficulties and obstacles directly related to the activities of local governments at 2 levels, especially for projects and programs for socio -economic development, and effectively implement local growth targets and targets in 2025.
Along with that, focus on prioritizing the settlement of administrative procedures for people and businesses, avoiding backlogs and delays. This must be identified as the top priority: Removing difficulties, obstacles, and bottlenecks in the implementation of administrative procedures is the resource and driving force for development. Continue to maintain training and guidance for the grassroots, especially at the commune level; check and supervise the implementation of settlement in accordance with regulations, avoiding congestion.

The Director of the Center for Digital Transformation of Culture, Sports and Tourism presides over and coordinates with relevant agencies and units to research and propose solutions to build centralized, modern, connected information and digital infrastructure that meets the goals and requirements of the Government in Resolution No. 214/NQ-CP dated July 23, 2025; monitor and urge the implementation of Plan No. 4084/KH-BVHTTDL dated August 13, 2025 of the Ministry of Culture, Sports and Tourism on implementing Resolution No. 214/NQ-CP dated July 23, 2025 of the Government promulgating the Government's Action Plan on promoting data creation for comprehensive digital transformation and Plan No. 434/KH-TCT dated July 18, 2025 of the Working Group implementing Project 06; administrative procedure reform and digital transformation associated with Project 06 on implementing the construction of national databases and specialized databases at the Ministry of Culture, Sports and Tourism.
The Director of the Press Department, the Director of the Radio, Television and Electronic Information Department; the Director of the Grassroots Information and External Information Department directed press agencies and media agencies to continue to strengthen information and propaganda on the activities of the two-level local government; proactively provide official information, orient public opinion, create consensus, arouse patriotism, the desire to contribute, the determination of cadres, civil servants and public employees, and strengthen people's trust. Actively propagate good, creative and effective practices of agencies, organizations and units when implementing the two-level local government model for other places to learn and replicate.
The Party Committee's Inspection Commission proactively takes part in and strengthens inspection work; periodically reports to the Standing Committee of the Party Committee of the Ministry and the Ministry of Culture, Sports and Tourism to promptly commend and reward units, collectives and individuals who do well, as well as handle organizations and individuals who intentionally hinder and block the development process./.
