In implementing Resolution No. 74/2022/QH15 dated November 15, 2022, of the National Assembly on promoting the implementation of policies and laws on practicing thrift and combating waste, our province has implemented comprehensive solutions and completed the review, arrangement, and handling of public houses and land, contributing to creating resources to promote local socio-economic development.

According to the Department of Finance, during the 2021-2025 period, the entire province has 613 units managing 6,844 properties (houses and land). Of these, 5,987 properties will be retained, 745 will be transferred, 98 properties will be auctioned off or have their land use rights transferred; 8 properties will be reclaimed, and 1 property will be transferred. Mr. Do The Huong, Deputy Director of the Department of Finance, stated that the Department has developed and issued guidelines and urged agencies, organizations, units, and businesses under its management to implement tasks related to the reorganization and handling of houses and land according to Resolution No. 74/2022/QH15. Specifically, the Department has advised the province to direct a review of each commune and ward, assigning responsibility to the head of each unit in managing public houses and land, ensuring that surplus assets are effectively utilized to serve infrastructure development and the lives of the people.

To provide a basis for approving handling plans, the province is strengthening inspections and audits of public asset management. Over two years (2024 and 2025), the Provincial Inspectorate reviewed 168 agencies and units and conducted specialized inspections on combating waste of land and buildings in 5 departments and 57 commune and ward People's Committees. In early 2026, the Department of Finance established inspection teams to assess the current state of public assets in many areas after mergers, such as To Hieu ward, Moc Chau ward, and the communes of Mai Son, Muong La, Song Ma, Quynh Nhai, and Van Ho. By April 1, 2026, the entire province will not record any cases of encroachment, disputes, or misuse of land and buildings.

The practical experience in the newly merged administrative units shows the clear effectiveness of implementing Resolution No. 74/2022/QH15. In Chieng An ward, established on the basis of merging the former Chieng An ward, Chieng Xom commune, and Chieng Den commune, the review of public assets has been implemented synchronously. Mr. Nghiem Van Tuan, Chairman of the People's Committee of the ward, said: Through the post-merger inventory, the ward is currently managing 62 public buildings and land; one has been completely resolved, and four public assets, including old school buildings and administrative buildings, have been liquidated and cleared to serve new investment projects. Currently, there are still 34 surplus buildings and land for which plans are being developed for disposal.

In Song Ma commune, the management and use of land and buildings after the administrative reorganization have been strictly implemented. Through review, most of the land and buildings continue to be used for the operation of administrative agencies, public service units, schools, health stations, and cultural institutions, basically meeting the operational requirements after the reorganization. Mr. Hoang Van Thuyen, Chairman of the Commune People's Committee, said: After the organization of the two-tiered local government, the commune received the headquarters, land, and buildings of the former Song Ma District Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee, and other agencies of the former Song Ma district and the former Na Nghiu communes and Song Ma town. The commune has arranged working offices for its agencies and units at the former Song Ma district headquarters. The headquarters of the former Na Nghiu commune and Song Ma town have been transferred to educational institutions, including Anh Duong Kindergarten and Song Ma Town Kindergarten.

Despite the achievements, the restructuring of public assets still faces some difficulties. In many merged areas, assets were formed many years ago, technical documentation is incomplete, and some land plots have not been granted land use rights certificates or lack land use extracts. Meanwhile, assets are scattered across many remote areas, making inspection, measurement, and verification of their current status time-consuming.

To resolve these issues, the province has requested the Ministry of Finance to integrate the subsystem for arranging and handling public assets into the common public asset management software, ensuring compatibility with the two-tiered local government model; and to strengthen in-depth training courses for civil servants directly managing public assets in the newly established communes and wards to enhance their capacity to perform their duties.

The results of the restructuring and handling of public houses and land according to Resolution No. 74/2022/QH15 of the National Assembly show that our province has been decisive and flexible in managing and exploiting public resources in accordance with regulations, contributing to combating waste and creating a foundation for the locality to promote auctioning and converting the functions of surplus assets, creating resources for socio -economic development.
