On April 17, the Ho Chi Minh City Institute for Development Studies held a workshop on "Suggesting some policies to promote digital transformation in urban management in Ho Chi Minh City". This is a scientific workshop within the framework of the scientific research topic "Improving digital transformation capacity in urban management after the Covid-19 pandemic".

At the workshop, the research team representative assessed the level of digital transformation in urban management in Ho Chi Minh City in 2023 and 2024. The assessment was based on the Ho Chi Minh City Digital Transformation Assessment Index (HCM DTI), which is used to monitor, evaluate in substance, objectivity and fairness the annual digital transformation results of departments, branches and localities.
Specifically, the scope of the study focuses on Thu Duc City, District 1, Binh Tan District, Cu Chi District; Department of Construction, Department of Transport (now the Department of Public Works and Transport), Department of Planning and Architecture (now the Department of Construction) and Department of Natural Resources and Environment.
Representatives of the Department of Economics , Infrastructure and Urban Areas of District 1 shared solutions in digital transformation.
At the workshop, representatives of urban management agencies, units, and research agencies presented the results achieved in digital transformation in the urban sector. At the same time, they frankly acknowledged the shortcomings and bottlenecks in digital transformation; proposed mechanisms and policies to facilitate investment in infrastructure and human resources for digital transformation.
One of the issues that delegates are interested in is the challenges and solutions for the "super" city of Ho Chi Minh City in the coming time. According to the project to arrange and merge 3 provincial-level administrative units: Ho Chi Minh City, Binh Duong , Ba Ria - Vung Tau, the new Ho Chi Minh City has a population of more than 13.7 million people, 168 affiliated administrative units, forming a new "super" city.

Nguyen Truc Van, Director of the Center for Socio-Economic Simulation and Forecasting (under the Ho Chi Minh City Institute for Development Studies) said that Ho Chi Minh City needs to clearly identify the key trends in digital transformation, thereby developing specific strategies and solutions.
One of the important trends is the application of artificial intelligence (AI) and Big Data technology in urban management. It is necessary to focus on digitalization and complete digital transformation of public services; digitalization in the construction sector; adjusting regulations that are not suitable for the digitalization process as well as strictly handling and sanctioning violations; and need BigData data centers to serve digital transformation.
In addition, focus on developing spatial data to serve urban management of Ho Chi Minh City in the coming time, especially in the context of arranging and merging Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City.
The spatial data model serving urban management will include data layers such as construction (management, construction licensing, flood prevention); urban planning (publication of urban planning); transportation (infrastructure, smart transportation); construction (infrastructure management); land (land prices, land use planning, land registration)...
