General Phan Van Giang delivered a speech.

The 34th Corps was established on the basis of the 3rd Corps - Central Highlands Army Corps and the 4th Corps - Mekong Delta Army Corps, units with a long history and glorious traditions.

During the resistance war against the US, for national liberation and defense, and in carrying out international duties, the 3rd and 4th Corps achieved many outstanding victories, and were awarded the title of Hero of the People's Armed Forces by the Party and the State.

The 3rd Army Corps has 81 collectives and 47 individuals; the 4th Army Corps has 83 collectives and 51 individuals who have been awarded the title of Hero of the People's Armed Forces, including many collectives that have received this prestigious title for the second and third time.

In recent years, officers and soldiers of the 3rd and 4th Corps have upheld the glorious traditions of the nation and the Army, demonstrating unity and creativity in successfully implementing military and national defense tasks. They have continuously innovated training and education, improving combat readiness, building outstanding Party organizations, and achieving exemplary and comprehensively strong units.

At the ceremony, General Phan Van Giang, member of the Politburo , Deputy Secretary of the Central Military Commission, and Minister of National Defense, presented the Victory Banner to the 34th Army Corps and delivered a directive speech.

General Phan Van Giang emphasized: The dissolution of the 3rd and 4th Corps and the establishment of the 34th Corps is a major policy, a very important event, marking the maturity and development of our Army, and is a concrete step in implementing the Resolution of the 13th Party Congress on building a revolutionary, regular, elite, and progressively modern army, with some branches and forces advancing directly to modernity, aiming to basically build a lean, strong, and efficient army by 2025, creating a solid foundation, and striving to build a revolutionary, regular, elite, and modern People's Army by 2030.

The 34th Corps is organized to be lean, efficient, strong, and modern. The Corps' size and organizational structure will be larger; its functions and tasks will be more demanding; it will be equipped with a wider variety of modern weapons and equipment; and it will be deployed in a new strategic position. The Corps must be able to undertake medium-scale operations and defeat all new forms of enemy warfare in the future.

The 34th Corps has been entrusted by the Party, the State, the people, the Central Military Commission, and the Ministry of National Defense with the "Victory" military flag, a symbol of the heroic "Determined to Fight, Determined to Win" tradition of the Vietnam People's Army. Therefore, the Corps, first and foremost the Party committees and commanders at all levels, must fully and correctly understand the position and significance of the Corps' establishment, its functions, and the immediate and long-term requirements of its tasks. They must clearly define their determination, overcome difficulties, and successfully complete their political tasks, building a strong, comprehensive, "exemplary and outstanding" unit from the very first day, week, and month.

Rapidly stabilize organizational structure and personnel; effectively carry out ideological and policy work; develop and promulgate regulations and rules in each area of work; supplement and refine operational plans; strictly maintain regular discipline, law enforcement, regulations, and a high level of combat readiness.

Effectively carry out logistical, technical, and financial work; build a truly clean and strong Party Committee within the Corps; focus on building a team of officers and personnel; foster high levels of unity and cohesion within the Party committee and command structure; promote military-civilian solidarity; effectively resolve working-related issues; and create a combined strength to successfully complete all assigned tasks.
