(HMC) – On the morning of June 30, the Ho Chi Minh City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee held a ceremony to announce the Resolutions and Decisions on the establishment of the City, the Party Committee and the leadership of Ho Chi Minh City. General Secretary To Lam attended and presented the Resolutions and Decisions of the Central Government on the establishment of the new Ho Chi Minh City, which will officially come into operation from July 1, 2025.

At the ceremony, Party Central Committee member, Deputy Head of the Central Organization Committee Nguyen Quang Duong announced the resolutions and decisions of the Central Committee on merging provincial-level administrative units, establishing Party organizations; appointing the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Ho Chi Minh City. Specifically:

Announcement of Resolution No. 202/2025/QH15 of the National Assembly on the arrangement of provincial-level administrative units: arranging the entire natural area and population size of Ho Chi Minh City, Ba Ria - Vung Tau province and Binh Duong province into a new city called Ho Chi Minh City. The new Ho Chi Minh City has a natural area of ​​6,772.59 km 2 and a population of more than 14 million people. Geographically, it borders the provinces of Dong Nai , Dong Thap, Lam Dong, Tay Ninh and the East Sea.

Announcement of Resolution No. 1685/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Ho Chi Minh City in 2025. Ho Chi Minh City has only 168 wards, communes, and special zones.

Along with the announcement of the establishment of Ho Chi Minh City, the Central Organizing Committee announced the personnel decisions of the new Ho Chi Minh City. Specifically:

Announcing the Politburo's decision to appoint Politburo member, Secretary of the Ho Chi Minh City Party Committee (old) Nguyen Van Nen, to hold the position of Secretary of the Ho Chi Minh City Party Committee (new), term 2020-2025.

Announcing the Politburo's decision to appoint 5 comrades to hold the position of Deputy Secretary of the Ho Chi Minh City Party Committee (new), term 2020-2025, including:

- Member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee (old) Nguyen Thanh Nghi holds the position of Standing Deputy Secretary of the Ho Chi Minh City Party Committee (new), term 2020-2025.

- Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Ho Chi Minh City (old) Nguyen Van Duoc holds the position of Deputy Secretary of the City Party Committee of Ho Chi Minh City (new), term 2020-2025 (to be appointed to hold the position of Chairman of the new People's Committee of Ho Chi Minh City, term 2021-2026)

- Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Binh Duong province Vo Van Minh holds the position of Deputy Secretary of the Ho Chi Minh City Party Committee (new), term 2020-2025 (to appoint the new Chairman of the Ho Chi Minh City People's Council, term 2021-2026)

- Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Secretary of the Party Committee of the People's Committee of Ba Ria - Vung Tau province Dang Minh Thong holds the position of Deputy Secretary of the Ho Chi Minh City Party Committee (new), term 2020-2025

The new Ho Chi Minh City Party Executive Committee for the 2020-2025 term consists of 107 comrades; the new Ho Chi Minh City Party Standing Committee consists of 27 comrades.

The Central Organizing Committee announced the Prime Minister's decisions on appointing personnel to hold the positions of Chairman and Vice Chairman of the Ho Chi Minh City People's Committee for the 2021-2026 term. Specifically:

The Prime Minister appointed Nguyen Van Duoc, member of the Party Central Committee and Deputy Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term, to hold the position of Chairman of the Ho Chi Minh City People's Committee for the 2021-2026 term.

The Prime Minister also appointed 6 Vice Chairmen of the Ho Chi Minh City People's Committee. new term 2021-2026:

- Mr. Nguyen Loc Ha, Member of the Standing Committee of the Ho Chi Minh City Party Committee for the 2020-2025 term

- Mr. Nguyen Van Tho, Member of the Standing Committee of the Ho Chi Minh City Party Committee for the new term 2020-2025

- Mr. Nguyen Van Dung, Member of the Executive Committee of the Ho Chi Minh City Party Committee for the 2020-2025 term, Vice Chairman of the Ho Chi Minh City People's Committee for the 2021-2026 term

- Mr. Bui Minh Thanh, Member of the Executive Committee of Binh Duong Provincial Party Committee for the 2020-2025 term, Vice Chairman of Binh Duong Provincial People's Committee for the 2021-2026 term

Accordingly, Vo Van Minh, Deputy Secretary of the Ho Chi Minh City Party Committee (new) for the 2020-2025 term, was appointed to hold the position of Chairman of the Ho Chi Minh City People's Council (new) for the 2021-2026 term.

4 Vice Chairmen of Ho Chi Minh City People's Council include:

- Mr. Pham Thanh Kien, Permanent Vice Chairman of Ho Chi Minh City People's Council (former)

- Mr. Huynh Thanh Nhan, Vice Chairman of Ho Chi Minh City People's Council (former)

- Mr. Tran Van Tuan, Vice Chairman of Ba Ria - Vung Tau Provincial People's Council

- Ms. Nguyen Truong Nhat Phuong, Vice Chairman of Binh Duong Provincial People's Council

Immediately after announcing the Central Committee's decisions, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi announced the resolutions and decisions of the province and city on the arrangement of commune-level administrative units, establishment of Party organizations, and appointment of Party committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees at the commune level.

Accordingly, Ho Chi Minh City has only 168 ward, commune, and special zone secretaries.

Speaking at the ceremony, General Secretary To Lam emphasized that this is a historic event, not only in terms of administration, but also a strategic turning point, an objective necessity of the people and the country in the journey of building dynamic development zones of the country and region, to be worthy of the aspiration of "a strong Vietnam by 2045".

The General Secretary said that, through many historical periods, Ho Chi Minh City, Binh Duong and Ba Ria – Vung Tau have affirmed themselves as three strong development poles of the South – where outstanding achievements in industry, trade, services, seaports and international integration are gathered. The unification of the three localities is not a simple accumulation, but the crystallization of common intelligence and will to develop, to form a megacity – a financial, production, logistics and innovation center of regional and world stature.

This new development space is built on a long-term vision, aiming at synchronous, sustainable and scientific development. This is the most vivid expression of strategic thinking, innovation in the model of government organization, to serve the people better, closer to the people and more effectively. This is a pioneering and breakthrough step in reforming the organization of the urban government apparatus, creating favorable conditions for the rapid, strong and effective development of the most urbanized region in the country.

This model will help increase autonomy and flexibility in management, while creating a clear institutional framework for satellite cities, industrial parks - logistics - seaport services to fully exploit their potential. Most importantly, the state and the serving government will no longer be a slogan but will become a concrete, substantive action, reaching the people and businesses.

"At this sacred and important moment, on behalf of the Party and State leaders, I respectfully call on all cadres, party members, civil servants, public employees, workers, soldiers of the armed forces, the business community and the people of Ho Chi Minh City to unite, act resolutely, creatively and with discipline, to bring this unified city to new heights," the General Secretary launched.

The General Secretary also shared that the decision to "rearrange the country" is a historic step of strategic significance, marking a new development stage in the cause of perfecting the state administrative apparatus, perfecting the institutions and organization of the political system to be synchronous, streamlined, effective and efficient, towards perfecting a modern, close-to-the-people, people-oriented, people-serving administration, so that all benefits belong to the people.

From this point on, the whole country officially operates the two-level local government apparatus in 34 provinces and cities - a new administrative entity of the Socialist Republic of Vietnam. On behalf of the Party, National Assembly, Government and Vietnam Fatherland Front, the General Secretary calls on all compatriots nationwide, from the highland border areas to remote islands, from urban to rural areas, to continue to promote the tradition of great national unity, maintain and continue to foster patriotism, community spirit, and mutual love to create a strong unity - the invincible strength of our people.
