Striving to become a "City of 5 Highs"

Dr. Bui Quang Binh, a lecturer at the University of Economics (Da Nang University), analyzed that Da Nang, after its merger, is entering a new era with high determination. The city will become a regional development hub, playing a pivotal role, a growth pole, and having a ripple effect on localities in the region and the whole country. In that overall and long-term goal, building "Da Nang 5 highs" (high knowledge; high culture; high income; high governance; high quality of life) is the new development model the city is aiming for in the 2025-2030 term, an essential stepping stone for Da Nang to reach a longer-term goal and achieve even greater development in the following decades. The focus is on making Da Nang a modern city, rich in identity, with humane people, a high quality of life, and a strong growth pole for the nation, through breakthrough solutions in institutions, science and technology, digital transformation, infrastructure development, and improving the lives of its people.

To achieve this common goal, the people of Da Nang need an open heart, one that can embrace all differences in personality, origin, cultural background, etc. This is because the people of Da Nang are known for their openness, dynamism, adaptability, and especially their compassion, readily extending a helping hand to others and those in difficult circumstances.

All of the above factors have been "concretized" by the city based on existing foundations that the people of Da Nang are familiar with, notably the "city of 5 no's and 3 yes's" program.

Going back to 1997, when the former Da Nang had just separated from Quang Nam - Da Nang province, we see that at that time, the "5 No's, 3 Yes's City Program" was considered a breakthrough in the thinking and vision of the city's leadership at the time, with very high goals set. The "5 No's City" aimed for "no hunger; no illiteracy; no homeless beggars; no drug addicts in the community; and no robbery or murder." Next came the "3 Yes's City," with positive values ​​for the lives of each citizen: "having urban culture and civilization; having housing; and having employment."

People and socio-economic development policy researchers nationwide affirm that Da Nang has a great aspiration. And it is this aspiration that has driven its people to constantly seek new values ​​in life. “After the merger, the people of Da Nang need a new mindset, a new way of thinking with greater depth, in order to have the ability and capacity to go further, to reach regional and international levels,” said Dr. Bui Quang Binh.

Culture - the core of survival

Cultural researcher Bui Van Tieng, Chairman of the Da Nang City Historical Science Association, said that in the "five highs city," the elements can be compared in terms of level, such as high knowledge - lower knowledge, high management - lower management, high living standards - lower living standards, high income - lower income. The cultural element, however, primarily requires striving to create differentiation, because only differentiation creates value. This differentiation is called identity.

Here, emphasis is placed on two aspects: knowledge and culture. To acquire high levels of knowledge, there is only one path: continuous learning. An Indian proverb says, "Learning is like a boat against the current; if you don't move forward, you'll fall behind." Therefore, we must "Learn, learn more, and learn forever" (Lenin). That's why, in order for Da Nang to achieve high levels of knowledge, it's crucial to have enough schools, enough teachers, and a strong reading culture. On the other hand, to create a distinctive Da Nang culture, we must prioritize a reading culture.

Books are very important, including cookbooks, but in the culture of reading, books are even more important. Books are literary works that serve "heart-to-heart communication technology" - from heart to heart. Therefore, to have high knowledge and a distinctive culture, Da Nang urgently needs to cultivate and develop the intellectual capacity of its team in both science and technology and literature and art. "Cultivating and developing the intellectual capacity of the scientific and technical intellectual team is to develop information technology, while cultivating and developing the intellectual capacity of the literary and artistic intellectual team is to develop 'heart-to-heart communication technology'," Mr. Bui Van Tieng explained.

Building a "city of five highs," a new set of values ​​has been established with a very clear goal: to build "Da Nang - a city of five highs." This serves as both a guiding principle and a long-term goal, a "locomotive" in thinking to continue taking Da Nang to new heights and turning aspirations into reality. The most important thing now is to concretize and successfully realize these orientations and targets with three core objectives: stability, development, and continuously improving the lives of the people.
