Vietnam has established a modern digital infrastructure with 5G coverage reaching over 90% of the population; built large national databases and national shared digital platforms such as the National Population Database and VNeID. The application of artificial intelligence in government agencies and social life is being strongly promoted; many programs to train human resources, support businesses in digital transformation, and popularize digital skills among the people are being implemented.
However, Deputy Minister of Science and Technology Bui Hoang Phuong stated that it is necessary to frankly acknowledge the difficulties and limitations, namely the gap between institutions and implementation, between invested infrastructure and the value created, and between the expectations and digital trust of the people and businesses. "A constant question for the leaders of the Ministry of Science and Technology and its functional units is how to ensure that digital transformation truly comes to life, creating truly significant and groundbreaking values," Deputy Minister Bui Hoang Phuong said.
Digital transformation is not just about investing in more machinery, software, digital platforms, or databases. The core principle is to address the practical difficulties and obstacles faced by citizens, businesses, and government agencies to find new ways of doing things based on digital technology . The goal of digital transformation is not to perform old tasks in a digital environment, but to do what needs to be done better, faster, simpler, more transparent, and more efficiently. When citizens, businesses, and government officials directly experience these benefits, they will proactively participate and become a powerful driving force for the national digital transformation process. More importantly, it represents a fundamental shift in the nation's operating methods: from manual to digital, from fragmented to interconnected, and from administrative management to development management based on data and artificial intelligence.
To achieve these goals, it is first necessary to create a substantive policy dialogue space where the State, businesses, scientists, and international partners can jointly shape the vision and remove bottlenecks for national digital transformation. Simultaneously, it is crucial to promote the development of digital platforms and services based on data and artificial intelligence, considering these as core infrastructure for building a digital government, developing a digital economy , and creating a digital society.
