Taxpayers are gradually adapting.

According to the new regulations, the entire tax declaration and payment process is carried out on electronic platforms such as eTax Mobile and the Electronic Tax Service Portal, based on the principle that taxpayers self-declare, self-pay, and are solely responsible. This necessitates a fundamental change for business households that are accustomed to manual record-keeping and declaration methods.

Ms. Nguyen Thi Tam, owner of a beef noodle shop in Dien Ban ward, said that in the early days of using smartphones to declare taxes, she encountered many difficulties. “I wasn't tech-savvy, so I was very hesitant at first. But with the dedicated guidance of tax officials, I can now declare and pay taxes myself. Once I got used to it, I found it more convenient and faster than before,” Ms. Tam shared.

From another perspective, Mr. Nguyen Van Hung, owner of a building materials store in Hai Van ward, clearly sees the benefits of digital transformation. According to him, using sales software connected to the tax authorities not only helps comply with regulations on electronic invoices but also supports more efficient business management. “Previously, manual record-keeping led to errors, and sometimes inventory was forgotten. Now, all data is clearly updated, making tax declarations more convenient and helping to conduct business more systematically,” Mr. Hung said.

Meanwhile, Ms. Le Thi Ngoc Lan, who runs a restaurant in Ngu Hanh Son ward, said that she was initially quite hesitant to use the tax declaration application. However, after attending training sessions, she found the process not too complicated. "It only takes a few tries to get used to it, and it saves more time than before," Ms. Lan said.

Mr. Pham Van Tu, who runs a small grocery store in Ha Nha commune, shared that due to his age, his use of the application is limited, and he has to rely on his children and grandchildren for assistance each time he needs to file his tax return. Mr. Tu hopes that the tax authorities will organize more in-person training sessions so that elderly people can easily keep up.

Creating a transparent and fair business environment .

Ms. Tran Thi Thanh Tam, Director of the Department of Finance, believes that implementing new tax policies for business households is a necessary step to improve the efficiency of state management and create a transparent and fair business environment.

"Previously, controlling revenue from household businesses was difficult and posed a risk of budget revenue losses. The application of electronic invoices and tax declarations through digital platforms will help to manage more effectively and enhance professionalism in business operations," Ms. Tam stated.

Representatives from the Da Nang City Tax Department stated that the modernization of tax administration aims not only to increase budget revenue but also to achieve the long-term goal of building a transparent and equitable business environment.

“The tax department’s perspective is to both manage and support taxpayers. In the initial phase of implementation, we focused on providing maximum support to help business households familiarize themselves with the new method. However, after the stipulated deadline, the tax authorities will also strengthen inspections and strictly handle violations to ensure legal discipline,” said Ngo Dinh Hung, Deputy Head of the City Tax Department.

The Da Nang tax department is focusing on supporting business households in filing their Q1/2026 tax returns, striving to complete 100% before April 20, 2026. From May 2026, the tax authorities will tighten management, review taxpayers, combat tax evasion, and expand the application of electronic invoices from cash registers. The tax department will also continue to coordinate with banks and solution providers to support business households in standardizing their accounting records and improving their management capacity.

The implementation of the new policy not only strengthens tax discipline but also aims for a transparent and modern business environment, creating momentum for the sustainable development of household economies .
