Article 1. Name

Article 2. Purpose and meaning

The "Hai Duong Aspiration and Development" Press Award (hereinafter referred to as the Press Award) aims to honor authors whose journalistic works are of high quality in terms of ideology, politics, culture, and content. , attractive form, high social efficiency, positive contribution to the construction and development of the province.

Through the Press Awards to select and award outstanding journalistic works of high quality in ideology, politics, and culture; has attractive content and expression, achieving high social effectiveness; Honest and rich reflection of all aspects of social life, actively contributing to the cause of building and protecting the Fatherland.

The journalism award must contribute to encouraging and promoting the movement of journalistic creative labor emulation of the team of journalists throughout the province; discover and foster journalistic talents in society; Recognize and honor authors and groups of authors with typical excellent journalistic works and collectives and individuals who have made many contributions to propaganda and promotion of Hai Duong's image.

Article 3. Participants in the Press Award

1. Participants in the Journalism Award are Vietnamese citizens and foreigners living and working in Vietnam whose journalistic works are published and broadcast on various types of newspapers inside and outside the province by agencies. The state has licensing authority and is in accordance with the Tournament Rules.

2. The author whose work is entered for the Award does not violate the regulations on professional ethics of Vietnamese journalists, does not violate the Press Law and other provisions of law.

Article 4. Criteria for scoring and awarding awards

1. General criteria

a) Journalism works participating in the Prize are works in Vietnamese (or ethnic languages, foreign languages ​​translated into Vietnamese), published and broadcast on various types of press by state agencies. Competent countries issue licenses during the period from December 01, 12 to January 2021, 15. Each work must be one (or a series) of news or articles about an event, phenomenon, issue, object...; may be published in one or more installments but not more than 01 installments. For works published or broadcast in multiple installments, if the first installments are posted or broadcast before December 2024, 05, they will be included in the following installments (posted from December 01, 12 to January 2021, 01). ) to create a complete work for the Award.

Works that have been awarded in other journalism competitions are still entitled to participate in the Journalism Awards but must clearly state the award level and which agency organized the award.

b) The works participating in the Award have content that ensures constructiveness, truthfulness, accuracy, objectivity, and has the correct political ideological orientation. The work must adhere closely to the theme "Hai Duong's aspirations and development", deeply reflecting the following contents:

– Propagate and introduce the geographical location, potential, strengths, development strategy of Hai Duong province and the province's mechanisms and policies to attract investment; multi-faceted information in all fields, contributing to promoting the image of Hai Duong so that the province can increasingly develop, gradually realizing the aspirations of the Party Committee, government and people of Hai Duong province.

– Resolution of the 05th National Congress of the Party; Resolution of the National Assembly and 2021-year socio-economic development plan 2025-06; Resolution of the Provincial People's Council on socio-economic development, defense and security; Resolution No. 26-NQ/TU dated March 3, 2021 of the Provincial Party Executive Committee on Digital Transformation for the period 2021-2025, orientation to 2030 to create consensus of people and businesses in implementing policy and law enforcement; Carry out the function of supervision and social criticism for activities at all levels, branches and localities in the city; vividly reflects all aspects of socio-economic life and activities of the provincial political system, encouraging people from all walks of life to compete in production, work and study to ensure successful completion. socio-economic programs of the province.

d) Works not considered:

– A series of articles compiled from independent articles by individual authors at different times of publication, without a series name.

– Works awaiting evaluation and conclusions from competent authorities.

2. Separate criteria for each type of journalism

a) Printing newspaper

Each work is an article or a series of articles (no more than 05 issues) by the same author or group of authors under the same name, about the same event, the same topic.

b) Electronic newspaper

Works participating in the Award must be creative works for the first time, made specifically for electronic newspapers; does not consider works taken from print media; Demonstrates the characteristics of electronic newspapers, including multimedia products. Each work is an article or a series of articles (no more than 05 issues) in the form of text, audio, image or multimedia information by the same author or group of authors under the same name, about the same event. , same topic.

c) Radio newspaper

– Each work must be one or a series of reports or memoirs (no more than 05 episodes), one or a series of radio programs (no more than 05 episodes) on a topic or event broadcast in one or more episodes.

– The work must have clear sound, character voices, noises, and music to ensure quality.

d) Television

– Each work must be one or a series of reports (no more than 05 episodes), one or a series of television programs (no more than 05 programs) on a topic or event.

– The work must demonstrate the characteristics of visual journalism as moving images. Image and sound techniques must meet quality and attractive requirements.

Article 6. Structure, prize value and form of reward

1. Prize structure

The award is given to excellent journalistic works in one of the media types (print, radio, television, electronic newspaper) with the award structure including: 01 Special Prize, 02 A prizes , 03 B prizes, 05 C prizes and 10 consolation prizes. The consideration for awarding the above mentioned prizes depends on the actual quality of the participating works, it is not necessary to award all types of prizes.

2. Prize value

– Special prize: 30.000.000 VND/prize;

– Prize B: 15.000.000 VND/prize;

– Prize C: 7.000.000 VND/prize;

– Consolation Prize: 3.000.000 VND/prize.

Article 7. Tournament Organizing Committee

1. Coordinate with relevant units to organize, disseminate, and guide the implementation of the Tournament Rules to relevant units and individuals.

2. Responsible for the facilities serving the work process of the Award Committee.

3. Coordinate with relevant units to legally mobilize funding from organizations and individuals to support and support the process of reviewing award-winning works, launching and awarding conferences. Organize and manage funding sources according to current financial management regulations.

4. Coordinate with relevant agencies and units to organize the launch and summary, announcement and awarding.

Article 8. Jury

1. The Jury is selected and decided by the Organizing Committee to establish, including journalists, managers in the field of propaganda and related fields of the Central and local levels; A number of officials and experts from departments, branches, branches and unions of the province have work experience, professional qualifications and skills that meet job requirements.

2. Assisting the judges is a Secretariat established by the decision of the Head of the Organizing Committee.

3. The Jury is based on the Award Regulations issued by the Organizing Committee in accordance with the requirements of the award and the Press Law.

Thing 9. Judging, announcing and awarding process

1. Judging process

– Journalism works published and sent to participate in the Award according to regulations will be reviewed and evaluated by the Award Board to select journalistic works that meet the award criteria.

– The Judging Committee and the Organizing Committee conduct meetings, evaluate, appraise, and select the best works to propose to the Organizing Committee for awarding awards.

Article 10. Procedures for participating in the Tournament

1. About the author

2. About the work

a) Works participating in the prize must clearly state: Name of the work, type of journalism, genre of journalism; Author's real name and pseudonym, address and contact phone number; Which press agency has the work been published or broadcast; duration of the work; the time the work was posted.

– For print and electronic newspaper works: Must be originals or photocopies or copies from print or electronic newspapers but must be clean, beautiful and clear; If the work has small or odd connections, the connections must be cut and pasted on A4 or A3 white paper and the pages must be clearly numbered. Works converted in soft copy and electronically must have a posting link.

– For audio and video journalism works: Send a USB or hard drive with audio or video recording or a link to the work and attach a draft of the script, lyrics, and comments on A4 paper. Audio and video newspaper files can clearly display information about the author, name of the press agency and broadcast date; The work must have high resolution, ensuring image and sound quality.

b) Works that do not meet the above regulations are considered to violate the rules (disqualified). The Organizing Committee of the Prize will not refund works or storage devices that violate these rules.

* note: Newspaper works are formatted as MP3 files; Image format in MP4 or MXF file; If the work uses foreign languages ​​or languages ​​of Vietnamese ethnic minorities, the author must send additional translations or explanations into Vietnamese.

3. Time and address to receive works

Article 11. Use of contest entries

1. Winning works and contest entries will not be returned to the author. For works submitted to the competition, the Organizing Committee of the Prize and the Department of Information and Communications have full rights to use the entries for the prize in publishing and distributing publications and documents to serve propaganda work.

2. The author must take full responsibility for copyright and the authenticity of information related to himself and the work; time and place of posting and using the work.

Article 12. Resolve complaints, denunciations and handle violations

1. During the award consideration period and no more than 30 days after the awarding period, organizations and individuals have the right to complain about the results of consideration and awarding of awards and violations of regulations, order and procedures for reviewing and awarding awards. . The complaint must clearly state full name, address and reason for the complaint and be sent to the Standing Agency of the Tournament.

The standing agency of the Tournament is responsible for reviewing and responding to complaints and reporting complaint resolution to the Tournament Organizing Committee. Applications without names, unclear addresses, impersonations or anonymous addresses will not be considered.

2. The Tournament Organizing Committee is not responsible for disputes over copyright and related rights. If the winning work is later found to violate the Intellectual Property Law, the Press Law, relevant State regulations and these Rules, the Prize Organizing Committee will revoke the prize money and Certificate.
