Recently, around Lam Son Square area (in Dien Bien ward, Thanh Hoa city, Thanh Hoa province) there have been many "Forbidden Road" traffic signs.
Accordingly, along the routes Phan Chu Trinh, Hac Thanh, Nguyen Don Tiet, Duong Dinh Nghe... "suddenly" appeared sign number P.101 (According to national technical regulations QCVN 41:2019/BGTVT: Road prohibited; road signs prohibit all types of vehicles from traveling in both directions, except vehicles with priority according to regulations).
Actual observation shows that in addition to posting sign P.101, below, the construction unit added an additional sign "Walking street, night market from 18:30 p.m. to 24 p.m. every Friday and Saturday".
It is worth mentioning that this walking street has not officially come into operation yet. Therefore, the installation of the sign caused a stir in public opinion. There are some roads where the construction unit uses tape to obscure the secondary sign, revealing the P.101 sign.
Prohibition signs are installed at the entrances to Lam Son Square area.
The fact that many "prohibited road" signs were posted on the roads passing through Lam Son Square has made many traffic participants quite surprised and confused when traveling on the above mentioned roads.
Mr. Nguyen Van Nam, living in Thanh Hoa city, said: "I don't know how they installed the pedestrian crossing because I haven't heard the announcement yet. Some signs are covered with blue tape, others are not. We go at night and don't dare go through this area."
Representative of the Center for Culture, Information, Sports and Tourism of Thanh Hoa City People's Committee said that the construction unit is completing the infrastructure and the route has not officially come into operation.
Mr. Hoang Cao Thang, Director of the Center for Culture, Information, Sports and Tourism of Thanh Hoa City People's Committee said: "The walking street is currently in the stage of completing plans and investing in infrastructure. If it goes into operation, it must wait for the decision of the competent authority.
It is true that the sign system is only posted after the infrastructure items are completed, but the construction unit has them posted at street corners so people have the feeling that the walking street is about to open. We are proposing to remove the sign," Mr. Thang said.
Regarding this, Lieutenant Colonel Hoang Van Son - Captain of the Traffic Police - Order Team of Thanh Hoa City Police said: The sign installation was carried out by the City People's Committee to serve the walking street project.
“We have also received information about this system of prohibited signs and will consult with the city to remove the signs, to avoid people's misunderstandings, and to avoid congestion on roads where the signs have been posted. Traffic police will not impose fines on vehicles entering the above prohibited roads," Lieutenant Colonel Son affirmed.
