A total of 11/21 projects to build and invest in rest stops on the Eastern North-South Expressway have found investors, of which the consortium led by Petrolimex alone has won 5 projects.

The Director of the Vietnam Expressway Administration has just signed a decision approving the results of investor selection for three investment projects to operate rest stops on the Eastern North-South Expressway.

Specifically, the Km36+500 rest stop construction investment project under the Cam Lo - La Son section project on the North - South Eastern Expressway has the winning investor being the consortium of T&T Tourism Investment Joint Stock Company - 19-5 Thanh Hoa Joint Stock Company - Trung Phuong Private Enterprise - Dong Bac Trading and Construction Corporation Joint Stock Company with a value in money paid to the state budget of 15.36 billion VND; the preliminary implementation cost is 289.709 billion VND; the value of compensation, support and resettlement is 7.432 billion VND.

The overall project schedule is 14 months, of which the time to complete public service works is 9 months; the project exploitation period after completing the investment work is 25 years.

The investment project to operate the rest stop station Km366+850 (right route) and Km366+920 (left route) under the National Highway 45 - Nghi Son component project on the North - South Eastern Expressway has the winning investor being the Joint Venture of Phuong Trang Futabuslines Passenger Transport Joint Stock Company - Thanh Hiep Phat Company Limited with the value in money paid to the state budget of 126 billion VND; the preliminary implementation cost is 328.172 billion VND; the value of compensation, support and resettlement is 10.23 billion VND.

This project has an overall progress of 12 months, of which the time to complete public service works is 9 months; the project exploitation time after completing the investment work is 25 years.

The investment project to operate the rest stop station Km725+500 under the Van Ninh - Cam Lo section project on the North - South Eastern Expressway has the winning investor being the Joint Venture of Vietnam National Petroleum Group (Petrolimex) - Thua Thien Hue Petroleum Company with the value in money paid to the state budget of 360 million VND; the preliminary implementation cost is 354.352 billion VND; the value of compensation, support and resettlement is 6.471 billion VND.

The overall progress of this project is 14 months, of which the time to complete public service works is 9 months; the project exploitation time after completing the investment work is 25 years.

Project management boards: 2, Ho Chi Minh road as the inviting party, based on the approved investor selection results, organize the implementation of the next steps in compliance with the provisions of the Bidding Law, Decree No. 115/2024/ND-CP detailing a number of articles and measures to implement the Bidding Law on selecting investors to implement investment projects using land.

During the implementation process, the Ho Chi Minh Road Project Management Board and Project Management Board 2 noted to negotiate with the winning investor to shorten the progress of public works to the maximum to serve the essential needs of people and vehicles participating in traffic on the route.

Previously, in August 2024, the Vietnam Expressway Administration organized a bidding process to select investors and signed contracts for 8 rest stop projects on the North-South Eastern Expressway. The Vietnam Expressway Administration is urgently completing the selection of investors for 10 rest stop projects on the North-South Eastern Expressway in the second quarter of 2025.
