According to the roadmap outlined in Circular No. 50/2025/TT-BCT of the Ministry of Industry and Trade , from June 1, 2026, unleaded gasoline nationwide will be mandatory to be blended into E10 bioethanol for use in gasoline-powered vehicles.

E10 gasoline is a mixture of unleaded gasoline and fuel ethanol, with ethanol content ranging from 8% to 10% by volume.

Before widespread implementation, the Ministry of Industry and Trade and the Ministry of Science and Technology collaborated with specialized units, including Hanoi University of Science and Technology and the University of Transport, to research and evaluate the safety and compatibility of E10 with existing engine types in Vietnam.

In addition, the Ministry of Science and Technology has issued Circular No. 19/2026/TT-BKHCN, which specifies technical indicators such as ethanol content, oxygen content, etc., according to the national standard TCVN and the international standard ASTM, in order to ensure the quality of fuel when it is released to the market.

Notably, from August 1st, 2025, major fuel distributors such as Petrolimex and PVOIL have been piloting E10 gasoline in the market. After nearly a year of implementation, the regulatory authorities have not received any feedback or complaints regarding the quality of this fuel. Market surveys and assessments are still regularly conducted by the Department of Standards, Metrology and Quality, under the Ho Chi Minh City Department of Science and Technology.

In Ho Chi Minh City, the management of E10 gasoline is clearly divided among different units. The Department of Industry and Trade is responsible for commercial activities, supply, and pricing; the Department of Science and Technology, specifically the Sub-Department of Standards, Metrology, and Quality, is responsible for controlling standards, measurements, and product quality.

According to the Ho Chi Minh City Department of Science and Technology, switching to E10 gasoline is an inevitable trend that has been adopted by many countries. Vietnam also has a favorable foundation for implementation thanks to its experience using E5 gasoline for many years.
