
Completing the crucial link
The project to build an interchange connecting Provincial Road 390 with the Hanoi- Hai Phong Expressway in Ha Dong commune has just been put into operation. The project fulfills the aspirations of the people and opens up new development opportunities for the western part of the city.
The opening of the interchange between Provincial Road 390 and the Hanoi-Hai Phong Expressway in Ha Dong commune on February 10th marks the third interchange in the western part of the city to become operational, following the interchange with National Highway 38B (Gia Phuc commune) and Provincial Road 392 (Nguyen Luong Bang commune). Thus, within Hai Phong's territory, the Hanoi-Hai Phong Expressway now has a total of six interchanges, gradually completing a synchronized network connecting the expressway with the national and provincial road systems.
The project to build an interchange connecting Provincial Road 390 with the Hanoi - Hai Phong Expressway is financed by Kinh Bac Urban Development Corporation - JSC under Financing Agreement No. 03/TTTT dated January 4, 2022. The project has a total investment of VND 350 billion and was approved by the People's Committee of Hai Duong Province (formerly) in Decision No. 490/QD-UBND dated February 15, 2022.
The project is classified as a Class II transportation project, with the main components including: 1 highway overpass (A6-02 bridge) 224.2 m long; 1 pedestrian underpass measuring 6.5x4.5 m; a system of access roads, service roads, and bypass roads approximately 3.37 km long; an intersection with Provincial Road 390; and a drainage, lighting, and traffic management system to ensure safe operation. The overpass is designed with a composite steel box girder structure, reinforced concrete deck, and a deck width of 15.5 m; the abutments are made of reinforced concrete on bored pile foundations. The one-way ramps have a cross-section of 8.5 m; the two-way ramps are 22.5 m wide, with a high-grade A1 road surface.

The project received approval in principle in February 2022, commenced construction in April 2022, and was expected to be completed in December 2024. During construction, the project encountered many difficulties due to weak geological conditions and complex soil foundations, forcing the contractor to strengthen foundation treatment, control settlement, and reinforce the roadbed, causing delays compared to the original plan. Despite the delay, all parties involved always prioritized the quality and safety of the project. The completion of the project demonstrates the efforts of the donor and the construction unit.
By the end of January 2026, the main components were completed and accepted. On February 10th, the relevant units finalized the legal procedures and acceptance, ensuring that the project was ready for traffic. The Hanoi - Hai Phong expressway interchange in Ha Dong commune was officially put into operation before the Lunar New Year 2026.
Creating momentum for development
Previously, Ha Dong commune was likened to an island due to its surrounding rivers and waterways, making transportation difficult. In 2010, when the Hop Thanh bridge across the Gua River was inaugurated, the people there rejoiced. Following that, in 2021, the Quang Thanh bridge across the Van Uc River was inaugurated, connecting the former Thanh Ha district with the former An Lao district. By 2024, Provincial Road 390, the section from Hop Thanh bridge to Thanh Quang bridge, was completed, including the construction of a new 7-meter-wide bridge parallel to the old Hop Thanh bridge, meeting the increasing demand for transportation and attracting investment, thus boosting economic development in the early-ripening lychee-growing region.

The completion and commissioning of this expressway interchange marks a significant step in improving the connectivity infrastructure in the area, giving the locality a new look and fulfilling the aspirations for breakthroughs in this once-difficult rural area. Ms. Le Thi Lan, a resident of Ha Dong commune, shared: “Previously, every time my family went to Hanoi, we had to travel through the interchange on National Highway 38B or the interchange with National Highway 10, a long detour that was time-consuming and costly. Now, with the interchange right in our area, travel time has been significantly shortened, making it very convenient.”
Not only does it facilitate travel for residents of the former Thanh Ha district, the interchange also helps residents of the former Ninh Giang and Tu Ky districts connect to the expressway more easily. The efficient operation of the Hanoi-Hai Phong expressway through strategically placed interchanges will contribute to reducing congestion on National Highway 5, a route that has been under heavy traffic pressure for many years. Furthermore, the interchange connecting Provincial Road 390 and the Hanoi-Hai Phong expressway, once operational, will become one of the important connecting routes between the western part of the city and the urban center, industrial zones, and seaports in the east. Mr. Hoang Van Dai, Chairman of the People's Committee of Ha Dong commune, affirmed: “The interchange project connecting Provincial Road 390, along with many other transportation projects being implemented in the locality, is of particular importance in connecting trade, attracting investment, and creating conditions for socio-economic development. This is a driving force for the locality to transform itself more strongly in the new phase.”
In the overall infrastructure development strategy of Hai Phong after the merger, each interchange and each bridge is not just a simple transportation project but also an opening for the development of economic space. The interchange between Provincial Road 390 and the Hanoi-Hai Phong Expressway therefore not only solves the transportation problem but also creates more room for the development of industry, logistics, services, and commercial agriculture.
