2025 Automotive Market: Registration Fee Reductions Unlikely to Be Repeated

Stable sales growth and major promotional programs from car manufacturers are the main reasons why the policy of reducing registration fees by 50% is unlikely to be implemented this year.

The market is growing, no policy stimulus is needed.

The policy of reducing registration fees by 50% for domestically assembled vehicles has become a familiar stimulus measure in recent years. However, 2025 will likely be the first time in five years that the market will not receive a similar incentive from the government , as business indicators are currently at a positive level.

According to a report from the Vietnam Automobile Manufacturers Association (VAMA), total market sales in September reached 30,688 vehicles, an 18% increase compared to the previous month. In the first nine months of the year, 251,421 vehicles of all types were sold, an 11.5% increase compared to the same period last year. Of these, 119,918 were domestically assembled vehicles (a 6% increase compared to Q3/2024) and 131,503 were imported vehicles (a 17% increase).

This situation is in stark contrast to previous years, when fee reductions were typically implemented during market slowdowns or downturns. For example, the promotional period from September to November last year boosted sales, peaking in November 2024 with 44,200 vehicles sold. Given the current growth trajectory, a similar stimulus measure is considered unnecessary.

The car manufacturer proactively launched major promotions.

Even without government support, consumers still have the opportunity to buy cars at good prices thanks to competitive promotional programs directly from manufacturers. Many brands even offer generous support, covering 100% of the registration fee for their flagship products.

For the first time, Toyota Camry is receiving a 50% discount on registration fees from the manufacturer, worth up to 77 million VND.

Here are some notable promotions for October:

  • Toyota: 100% registration fee support for Vios, Veloz Cross, and Avanza Premio. Yaris Cross, Corolla Cross, and Hilux models receive 50% support. Notably, the Camry model receives a 50% registration fee discount for the first time, equivalent to a reduction of 61-77 million VND.
  • Mitsubishi: 100% registration fee discount for the Xpander and Xpander Cross models. The Xforce model receives 50-100% fee support, while the Attrage and Triton also receive up to 100% support.
  • Suzuki: Offering 100% registration fee support for XL7 Hybrid and Jimny, with a total promotional value of up to 95 million VND.
  • Subaru: A program offering 100% support for registration fees and 100% coverage for the two top-of-the-line Forester models, totaling up to 308 million VND. The Crosstrek model also receives a maximum discount of 258 million VND.
  • Hyundai: The Palisade model receives the highest discount of up to 200 million VND. The Accent, Stargazer, and Creta models also have discounts of up to 50 million VND.

Outlook for year-end car buyers

Given the current market conditions, consumers planning to buy a car should probably not wait for a reduction in registration fees from the government. Instead, taking advantage of extensive promotional programs launched by car manufacturers themselves is the best opportunity to own a car at a reasonable cost in the final months of 2025.
