According to the Ho Chi Minh City Department of Education and Training , the city currently has 1,327 primary school administrators and over 25,372 public primary school teachers. The majority of administrators and teachers meet or exceed the required qualifications, are enthusiastic and eager to learn, and diligently seek experience from colleagues through classroom observations, group meetings, and professional development activities.

Nevertheless, the shortage of teachers at this level remains a challenge for primary schools.

Regarding the reasons for the teacher shortage, the head of the Primary Education Department of the Ho Chi Minh City Department of Education and Training stated that it is due to the inability to recruit teachers, especially for specialized subjects (talent-based, English, and computer science), as the number of teachers trained is insufficient to meet demand, and students are not enthusiastic about applying to study education.

In addition, policies to attract and support teachers have not helped teachers, especially those from other provinces, to stabilize their lives.

To address this situation in the new school year, the Ho Chi Minh City Department of Education and Training stated that schools will continue to contract teachers while awaiting recruitment to ensure the smooth operation of their units. In addition, schools will report their staffing needs to the district/county education departments and advise the district/county People's Committees to continue recruiting civil servants to ensure sufficient teachers according to the approved job position plan. Units will proactively contact universities to find sources of teachers to fill the vacancies and create a recruitment pool for their units. They will also continue to propose and develop policies to attract primary school teachers, overcome financial difficulties, and ensure long-term commitment to the sector and their units.

100% of students in Ho Chi Minh City start learning English from grade 3.

According to Ms. Lam Hong Lam Thuy, Head of the Primary Education Department of the Ho Chi Minh City Department of Education and Training, in the 2023-2024 school year, the city has 561 primary and multi-level schools, including 522 public primary schools with over 637,000 students. The percentage of students attending two sessions per day is 78.8% (an increase of 4%). The average class size is 36.6 students/class (a decrease of 1.8 students/class). Districts 1, 3, 4, 5, 6, 7, 10, Phu Nhuan, and the two districts of Can Gio and Nha Be have achieved a 100% rate of students attending two sessions per day.

"In reality, despite many efforts, the percentage of students attending two sessions per day has not yet reached 100%. We understand that teachers are under pressure due to the increase in the migrant population as well as the complexities of maintaining population stability in each area. Therefore, ensuring the student-to-class ratio and the percentage of students attending two sessions per day cannot yet be fully achieved," Ms. Thuy said.

Ms. Thuy also requested that the education departments of districts, counties, and Thu Duc City support the enrollment and recruitment process, and provide facilities and equipment to ensure a high percentage of students attend school for two sessions per day.

Mr. Nguyen Bao Quoc, Deputy Director of the Ho Chi Minh City Department of Education and Training, informed that during the past school year, Ho Chi Minh City organized textbook training for 100% of teachers in each grade level, focusing on purchasing additional teaching equipment to help implement the program effectively, use equipment efficiently, and effectively deploy the 2018 General Education Program in grades 1, 2, 3, and 4. 100% of students learned English from grade 3, contributing to the comprehensive education of students in schools.
