At the 5th session of the Quang Tri Provincial People's Council (2021-2026 term) held on December 10th, the Head of the Culture and Social Affairs Committee of the Provincial People's Council, Nguyen Thi Mai, stated that the entire Education and Training sector of the province currently has over 28,500 people, but still lacks approximately 3,300 positions compared to the quota set by the Ministry of Education and Training .

While the assigned target was 13.7% lower than stipulated, Quang Tri province still had to continue streamlining according to plan, with a requirement to reduce an additional 999 staff positions by 2026. This situation made it difficult for many schools to maintain two-session-per-day teaching and learning, and directly affected the quality of education .
Many educational institutions lack teachers for foreign languages, computer science, music, art, experiential learning and career guidance, and local education; as well as student counselors and support staff for students with disabilities. In some subjects, the localized surplus and shortage of teachers have not yet been completely resolved.
Despite annual staffing increases, the education sector is unable to recruit enough teachers to implement downsizing, leading to a persistent teacher shortage.

The Head of the Culture and Social Affairs Committee of the Provincial People's Council requested the province to promptly recruit the remaining staff positions that have been allocated but not yet used in order to reduce pressure on schools. He also proposed that the central government supplement the teaching staff according to established quotas, minimizing the signing of contracts under Decree 111 to ensure the quality of the workforce and reduce the burden on the budget.
