Lacking a 'chief architect', Vietnam's digital transformation faces security gaps

Experts warn that digital transformation in Vietnam still has major 'gaps': lack of overall designers, incomplete laws, dependence on foreign technology, increasing cybersecurity risks.

In the context of Vietnam strongly promoting digital transformation in all fields, from state management, education , healthcare to banking, trade... experts say there are still many limitations that need to be overcome. One of the major challenges is the lack of a "chief architect" to design the overall digital transformation process.

Lieutenant General Nguyen Minh Chinh, Permanent Vice President of the National Cyber ​​Security Association, pointed out the above at the seminar "Data security and cyber security in the era of national growth" on September 25 in Hanoi .

The seminar was organized by Nhan Dan newspaper in coordination with the National Cyber ​​Security Association (NCA), the Central Policy and Strategy Committee, and the Vietnam Academy of Science and Technology.

According to Lieutenant General Nguyen Minh Chinh, science and technology are currently developing strongly with many new technologies such as artificial intelligence, nuclear energy, big data... and many cyber attacks have also appeared.

Attackers steal data and state secrets, then encrypt, disable, and destroy information systems, causing serious consequences for national security and social life. In addition, attackers also attack to encrypt data and demand ransom.

Not stopping there, we have to face fake news, false information and toxic information that attacks the Party's ideological foundation, defames the leadership, and destroys people's solidarity. Currently, fake news can spread quickly, making it difficult to control.

In addition, some individuals with economic interests, influencers (KOLs) create fake news for commercial purposes or due to lack of understanding, also spread false information, disturbing public opinion.

High-tech criminal activities are becoming more complex, including theft of personal data, fraud, sale of weapons, explosives, and drug trafficking. Criminals create secret groups in cyberspace.

Sharing about institutions and laws, Lieutenant General Nguyen Minh Chinh said that although there is a legal framework, there are still many incomplete points.

For example, with artificial intelligence (AI) being widely used, we do not have specific regulations on the scope, method of use, or measures to prevent the risk of this technology being exploited to steal data, especially in the political system, state agencies and businesses.

In addition, the coordination between agencies, departments, businesses and users is still not tight, fragmented and isolated. For example, when a cyber attack occurs, agencies and businesses often invite a cybersecurity company to immediately fix the problem.

However, without coordination with the police force - which has an investigation process to determine the cause, the subject and carry out legal proceedings - the handling will lack comprehensiveness. In many cases, traces are completely erased, making the investigation difficult.

Another equally important challenge is the heavy dependence on foreign technology. Most of the current technical systems are not owned by Vietnam, leading to the risk of losing network security and safety.
