Mr. Tran Quang Lam, 52 years old, member of the City Party Committee, was awarded the decision to become Director of the Ho Chi Minh City Department of Construction by the Chairman of the Ho Chi Minh City People's Committee on the afternoon of September 30.

On the afternoon of September 30, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc presented the decision to appoint Mr. Tran Quang Lam - Member of the City Party Committee, Deputy Director of the Ho Chi Minh City Department of Construction - as Director of the Ho Chi Minh City Department of Construction.

The decision was presented at the headquarters of the Ho Chi Minh City People's Committee, one day after the Ho Chi Minh City People's Council meeting approved the separation of the Department of Planning and Architecture from the Department of Construction.

Mr. Tran Quang Lam is currently a member of the Executive Committee of the Ho Chi Minh City Party Committee. Before being appointed as Director of the Department of Construction, he was Deputy Director of the Department of Construction.

Mr. Tran Quang Lam was born on November 13, 1973, his hometown is Bac Gianh ward, Quang Tri province (Quang Thuan ward, Ba Don town, old Quang Binh province). His professional qualifications are: Master of Engineering, Construction Engineer, Bachelor of Economic Law, Bachelor of Politics, Senior in Political Theory.

The new Director of the Ho Chi Minh City Department of Construction has nearly 30 years of experience in the transportation and construction industry. Of which, more than 20 years worked at the Department of Transport (then the Department of Public Works and Transport) of Ho Chi Minh City.

Here, Mr. Tran Quang Lam held many positions in the Urban Traffic Management Area, Deputy Head of Construction Management Department, Director of Saigon River Tunnel Management Center... In 2014, he was Deputy Director of the Department of Transport; from April 2019 to March 2025, he was Director of the Ho Chi Minh City Department of Transport.

On March 1, 2025, when Ho Chi Minh City established the Department of Transport and Public Works, Mr. Tran Quang Lam was given a decision by the Ho Chi Minh City People's Committee to become the Director of the Department.

In May 2025, when the Department of Construction and the Department of Transport and Public Works merged, he was assigned as Director of the Department of Construction. In July 2025, he was Deputy Director of the Ho Chi Minh City Department of Construction after the merger.

Mr. Tran Quang Lam holds the role of Director of the Department of Construction in the context of Ho Chi Minh City preparing to enter the 2025 - 2030 term with many goals and breakthroughs in infrastructure, especially transport infrastructure, such as: developing the urban railway system according to Resolution 188 of the National Assembly, the belt network, regional connecting highways, national highways according to Resolution 98, railway lines of the Southeast region (such as Thu Thiem - Long Thanh, Bau Bang - Di An - Cai Mep, ...), seaport system (Can Gio, Cai Mep), developing green transport; relocating houses along the coast, and on rivers and canals combined with urban renovation, ... To develop the city's infrastructure in a modern, synchronous manner, reaching the regional and world level.
