
Specifically: The entire natural area of 4,853.25 km² and population of 365,318 people of Bac Kan province and the entire natural area of 3,521.96 km² and population of 1,434,171 people of Thai Nguyen province were merged into a single administrative unit named Thai Nguyen province. After the merger, Thai Nguyen province has a natural area of 8,375.21 km² (reaching 104.69% of the standard) and a population of 1,799,489 people (reaching 199.94% of the standard), with its political and administrative center located in the current Thai Nguyen province.

The session also reviewed, discussed, and provided feedback on the draft Resolution on the policy of rearranging commune-level administrative units in Bac Kan province in 2025. Accordingly, Bac Kan province will rearrange 108 commune-level administrative units into 37 commune-level administrative units (including 35 communes and 2 wards), reducing the number of commune-level administrative units by 71 (a reduction of 65.74%) compared to the current number.

Based on legal regulations, from April 17th to April 19th, 2025, the Provincial People's Committee organized a public consultation. The results showed high public consensus on the plan to merge the two provinces and reorganize commune-level administrative units. Specifically, regarding the plan to reorganize commune-level administrative units in Bac Kan province, the percentage of voters agreeing reached 97.49%. For the plan to merge Bac Kan and Thai Nguyen provinces, the percentage agreeing was 99.07%. The People's Councils at the commune and district levels also held meetings and voted on the plan to merge Bac Kan and Thai Nguyen provinces and the plan to reorganize commune-level administrative units in 2025, with 100% of delegates agreeing.

The session also considered, discussed, decided, and provided feedback on the draft Resolution stipulating the principles, scope, support levels, and use of funds for protecting rice-growing land in the province.

Through discussions and consensus at the session, delegates voted to approve three resolutions, including: a resolution on the policy of rearranging and merging Bac Kan and Thai Nguyen provinces; a resolution on the policy of rearranging commune-level administrative units in Bac Kan province in 2025; and a resolution stipulating the principles, scope, support levels, and use of funds for protecting rice-growing land in the province.

In her closing remarks at the session, Comrade Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, emphasized:

The 27th session (special session) of the Provincial People's Council, 10th term, 2021-2026, has completed its agenda. Three resolutions passed at the session contain extremely important and historically significant content for the province's development.
The policy of merging the two provinces and reorganizing the commune-level administrative units of Bac Kan province is a very significant issue, of particular importance in implementing the Party's policy on streamlining the organizational structure and improving efficiency and effectiveness. The reorganization of provincial and commune-level administrative units is not simply a matter of adjusting administrative boundaries, but also involves adjusting the economic space; adjusting the division of responsibilities and decentralization; and adjusting the allocation and combination of economic resources. The people expect and believe that after the merger, the province will develop faster and more sustainably in all aspects.
To ensure the effective implementation of the resolutions passed by the Provincial People's Council, the Provincial People's Council requests the Provincial People's Committee, all levels, sectors, localities, agencies, and units to focus on the following tasks immediately after the session: Completing and coordinating the completion of dossiers related to the reorganization of provincial and commune-level administrative units, submitting them to competent authorities in accordance with regulations. Proactively implementing the plan and methods for reorganizing the organizational structure and personnel; managing and disposing of assets in accordance with regulations.
Continue to effectively implement tasks and solutions to achieve the economic growth target of over 8%. Review and adjust expenditure tasks to ensure they are consistent with the organizational structure of the political system. Proactively review projects in the area, resolutely halting those that are not truly necessary to prioritize funding for social welfare policies and projects that directly benefit the people and create momentum for economic growth.
The Chairman of the Provincial People's Council stated: In early May 2025, the Provincial People's Council will hold its next session to consider matters within its jurisdiction. The Provincial People's Council requests the leaders of the Provincial People's Committee to direct specialized departments and agencies, and localities to proactively and urgently prepare the contents to be presented at the session, ensuring quality and timely submission to the People's Council Committees for review as prescribed.
The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and the Provincial People's Council delegates are requested to closely monitor the resolutions passed; promptly report and make recommendations to the Provincial People's Council, the Provincial People's Committee, and relevant agencies on related issues in order to effectively implement the resolutions of the session, contributing to bringing the contents of the resolutions into practice.
We propose that the Vietnam Fatherland Front Committees at all levels, political and social organizations, and press agencies continue to publicize the administrative unit restructuring work, creating unity among cadres, Party members, and all strata of local people regarding the streamlining of organizational structures, the restructuring of administrative units, and the organization of local governments at two levels.
On the occasion of the 50th anniversary of the Liberation of Southern Vietnam and the reunification of the country, on behalf of the Standing Committee of the Provincial People's Council, Ms. Phuong Thi Thanh, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, extended her gratitude, greetings, and best wishes for good health and family happiness to the veteran revolutionaries, pre-revolution cadres, families of martyrs, Vietnamese Heroic Mothers, wounded and sick soldiers, and families with meritorious contributions to the revolution throughout the province.
