Prime Minister: Need to control power in law making

The session discussed three draft laws: the Law amending and supplementing a number of articles of the Law on Security Guarding, the Law on Prevention and Combat of Human Trafficking (amended), and the Law on Notarization (amended); and two proposed laws: the Law on Civil Judgment Enforcement (amended) and the Law on Corporate Income Tax (amended).

At the meeting, opinions were discussed on the contents of the draft laws. Specifically, the draft amendment to the Law on Security Guarding clarified the necessity of applying security measures to individuals who are not subject to security guard duties; the Law on Prevention and Combat of Human Trafficking (amended) focused on the need to further improve relevant regulations on the prevention and combat of human trafficking...

With the draft Law on Notarization (amended), issues discussed include the authority and scope of detailed regulations for the implementation of the law; decentralization and delegation of power, administrative procedure reform; standards for notaries, training, appointment, and dismissal of notaries...

The amended Law on Civil Judgment Enforcement includes provisions on decentralization and delegation of authority in civil judgment enforcement; control of power; encouragement of expanded civil agreements, provided they are legally recognized; and sanctions for violations...

Regarding the amended Corporate Income Tax Law, the discussions focused on solutions for implementing policies to ensure consistency and uniformity within the legal system. The goal is to create a favorable and fair environment for citizens and businesses participating in investment and business activities.

Identifying the appropriate tax policies for each type of business, public agency, and unit performing political tasks; preferential policies; sanctions against tax evasion; ensuring transparency and preventing policy abuse during implementation. Restructuring the state budget safely and sustainably...

Based on the feedback received, the Prime Minister requested that the opinions of Government members be seriously and fully incorporated, and that the draft laws, proposals for the legislative program, and proposals for the legislative and ordinance drafting program be finalized and submitted according to regulations.

Emphasizing that "resources originate from thinking, motivation from innovation, and strength from the people," the Prime Minister affirmed that institutions, mechanisms, and policies are the resources for development.

Therefore, it is necessary to innovate thinking in lawmaking; to have mechanisms and policies to mobilize combined strength for development; and to innovate methods to create new resources and impetus, inspiring the entire society to develop.

This requires emphasizing the role of leaders in formulating policies and laws, investing appropriate resources, and enhancing policy response capabilities. It also involves listening to the opinions of experts and scientists, incorporating feedback from the business community and the public, and drawing on international experience.

The head of government also proposed promoting decentralization and delegation of power, coupled with resource allocation. He also called for strengthening inspection, supervision, and control of power, and minimizing unnecessary administrative procedures and reducing compliance costs.

Remove all bottlenecks and unlock all resources for development; create a healthy development environment, regulate according to market mechanisms, avoid "give and take," prevent and combat vested interests and policy corruption in the process of drafting and promulgating legal documents, and strictly handle violations.

With the amended Land Law and other laws related to real estate and housing, the Prime Minister requested relevant ministries, agencies, and organizations to finalize the drafting of guiding decrees and circulars to quickly implement the laws, remove bottlenecks, and promote development.
