The Law on Drug Prevention and Control (amended) consists of 8 chapters and 56 articles, and will come into effect on July 1, 2026.

The law stipulates that specialized agencies for drug crime prevention and control include: specialized agencies for drug crime prevention and control under the People's Police; specialized agencies for drug crime prevention and control under the Border Guard, Vietnam Coast Guard and Customs.

Drug testing is performed on individuals in the following situations: those found to be using illegal drugs; those whom authorities believe have grounds to suspect of illegal drug use; individuals under supervision for illegal drug use; those undergoing drug rehabilitation; those receiving drug replacement therapy; and those under post-rehabilitation management.

Managing drug users is a preventive measure aimed at helping drug users stop using drugs illegally and preventing them from committing further illegal acts. Managing drug users is not an administrative penalty.

The period for managing individuals who illegally use narcotics is one year from the date the management decision is issued. The People's Committee at the commune level is responsible for managing and educating individuals who illegally use narcotics in their locality.
Drug rehabilitation centers are established to provide rehabilitation for drug addicts, including: Public drug rehabilitation centers that provide rehabilitation for individuals aged 18 and above; Juvenile detention centers and public drug rehabilitation centers that meet the requirements for drug rehabilitation for individuals aged 12 to under 18; and Private drug rehabilitation centers that provide drug rehabilitation for individuals aged 12 and above.
The duration of drug rehabilitation for those undergoing treatment for the first time is 24 months, and for those undergoing treatment for the second time or more, it is 36 months.
During periods when drug addicts voluntarily undergo drug rehabilitation at home, in the community, or receive treatment with substitute medications, if they fail to comply with electronic monitoring measures, they will be subject to compulsory rehabilitation.

Drug addicts undergoing rehabilitation are guaranteed or supported with funding for their rehabilitation as prescribed by law; they are entitled to the results of their therapeutic work as prescribed by the Government ; they must fully and correctly comply with regulations on drug rehabilitation and adhere to the guidance of specialized agencies; and they must pay the costs related to drug rehabilitation as prescribed by this Law. At the same time, they must fulfill other rights and obligations as prescribed by law.
Individuals who have completed voluntary drug rehabilitation, individuals who have completed addiction treatment with substitute medications, and individuals aged 12 to under 18 who have completed compulsory drug rehabilitation are subject to post-rehabilitation management for a period of one year from the date of completion of rehabilitation or completion of the decision.
Individuals who have completed the administrative measure of compulsory drug rehabilitation are subject to post-rehabilitation management for a period of 2 years from the date of completion of the decision.
