Delegates highly appreciated the draft law, saying that it has been supplemented and perfected to strictly control drug-related activities, contributing to effective prevention. During the discussion session, regulations on voluntary drug addiction treatment at home and in the community, as well as the application of electronic monitoring during implementation were the contents that many delegates were interested in.

Ms. Nguyen Hoang Uyen - National Assembly Delegate of Tay Ninh province proposed: "I propose that the Drafting Ministry consider adjusting in the direction of clearly distinguishing between voluntary and compulsory. For drug addiction treatment at home and in the community, it is necessary to stipulate a shorter period and a simplified process, suitable to the actual conditions of the addict, family and local authorities. At the same time, it is necessary to provide specific instructions on implementation procedures, ensuring simplicity, ease of application and not putting pressure on the commune level".
Ms. Nguyen Thi Thu Nguyet - National Assembly Delegate of Dak Lak province stated: "It is recommended that the drafting agency redesign the law in the direction of clarifying which cases fall under 'special difficult circumstances', stipulating the authority and requiring verification of circumstances, and administrative procedures for addicts to continue implementing the decision to detoxify at compulsory detoxification facilities and reform schools when the conditions for postponement no longer exist. The above adjustment will overcome the situation of arbitrary application, ensuring consistency among localities in organizing implementation".
Mr. Tran Van Tien - National Assembly Delegate of Phu Tho province commented: "When a family does a good job of voluntary drug addiction treatment for family members according to the provisions in points a, b and c, Clause 2, Article 28 of this law, they should be supported with funding. This will encourage and motivate families with drug addicts to carry out voluntary drug addiction treatment."
Ms. Nguyen Thi Viet Nga - National Assembly Delegate of Hai Phong City emphasized: "It is necessary to develop unified technical standards for electronic monitoring devices, to avoid each locality buying a different type, causing waste and difficulty in management. It is necessary to clearly stipulate issues of personal data security, information encryption roadmap, who has access rights, to avoid misuse of data or disclosure of information of drug addicts, causing discrimination".
During the discussion session, some delegates continued to suggest that the draft should have strict regulations, ensuring harmony between strict and timely handling of illegal drug use and the right to education, creating opportunities for illegal drug users and drug addicts who are children, pupils and students to reintegrate into the community. Delegates also emphasized improving the effectiveness of drug addiction treatment and post-treatment management.
