Prime Minister: Need to increase decentralization for the Capital

VnExpressVnExpress25/08/2023

The Government leader requested that the draft revised Law on the Capital City should promote decentralization and delegation of power in state management for Hanoi city.

Chairing a specialized meeting on law-making on the afternoon of August 24, Prime Minister Pham Minh Chinh noted that the areas that need to be further decentralized for Hanoi are apparatus, staff, payroll, resources, finance, education , training, health, science and technology, planning, and environment. In the financial field, the focus of decentralization is tax, land resources, public-private partnership, and urban development oriented towards public transport (TOD).

The health and education sectors need unified professional guidance from the central to the grassroots level, "but in terms of people and organization, decentralization must be increased." Decentralization also aims to further develop science, technology, and innovation.

The head of the Government believes that it is necessary to stipulate a specific mechanism to meet the requirements of the capital's development. The regulations in the draft must be flexible, not rigid, and easy to implement. "Minimize procedures and intermediaries, increase digital transformation, and avoid inconvenience for people and businesses," said the Prime Minister.

In February, discussing the revised Capital Law project, the Prime Minister requested to select mechanisms that have been allowed to be piloted in other localities. If practice proves correct and suitable for Hanoi's conditions, they will be included in the draft. Hanoi needs to have policies to create new development momentum in investment and finance, including mobilizing public-private partnerships and attracting resources. The capital also needs to have mechanisms to attract high-quality human resources and use talents. Priority areas include innovation, green economy, digital economy, and circulation.

Working with the Standing Committee of the Hanoi Party Committee in May, the Prime Minister emphasized that Hanoi must take the lead in encouraging and protecting the mindset of daring to think, daring to do, daring to take responsibility, and overcoming the tendency to wait, rely, and fear responsibility.

Currently, many localities have been allowed by the National Assembly to apply special mechanisms such as Ho Chi Minh City, Da Nang, Hai Phong, Thanh Hoa, Nghe An, Thua Thien Hue, Can Tho...

In mid-2020, the National Assembly passed a Resolution to pilot a number of special financial and budgetary mechanisms and policies for Hanoi city, lasting 5 years.
