Government leaders have requested that the draft revised Law on the Capital City should promote decentralization and delegation of power in state management for Hanoi city.
Presiding over the thematic session on lawmaking on the afternoon of August 24th, Prime Minister Pham Minh Chinh noted that the areas requiring increased decentralization to Hanoi include administrative apparatus, personnel, staffing, resources, finance, education , training, healthcare, science and technology, planning, and environment. In the financial sector, the focus of decentralization should be on taxation, land resources, public-private partnerships, and transport-oriented development (TOD).
The healthcare and education sectors need unified professional guidance from the central to the local level, "but in terms of personnel and organization, decentralization should be strengthened." Decentralization also aims to further develop science and technology and promote innovation.
The Prime Minister stated that a special mechanism is needed to meet the development requirements of the capital city. The regulations in the draft must be flexible, not rigid, and easy to implement. "Minimize procedures and intermediaries, increase digital transformation, and avoid inconvenience for citizens and businesses," the Prime Minister said.

In February, during discussions on the revised Capital City Law project, the Prime Minister requested the selection of mechanisms that had been piloted in other localities. If proven effective and suitable for Hanoi's conditions, these mechanisms should be included in the draft. Hanoi needs policies to create new impetus for development in investment and finance, including mobilizing public-private partnerships and attracting resources. The capital also needs mechanisms to attract high-quality human resources and utilize talent. Priority areas include innovation, green economy, digital economy, and circular economy.
Working with the Standing Committee of the Hanoi City Party Committee in May, the Prime Minister emphasized that Hanoi must take the lead in encouraging and protecting the mindset of daring to think, daring to act, and daring to take responsibility, overcoming the tendency to wait and rely on others and fear responsibility.
Currently, many localities have been allowed by the National Assembly to apply special mechanisms, such as Ho Chi Minh City, Da Nang, Hai Phong, Thanh Hoa, Nghe An, Thua Thien Hue, Can Tho, etc.
In mid-2020, the National Assembly passed a Resolution piloting a number of specific financial and budgetary mechanisms and policies for Hanoi city, lasting for 5 years.
