Prime Minister Directive on enhancing electricity saving in the period of 2023-2025 and the following years

On June 8, 6, Deputy Prime Minister Tran Hong Ha signed Directive No. 2023/CT-TTg of the Prime Minister on enhancing electricity saving in the period of 20 - 2023 and the following years.

For many years, the electricity supply for the economy has always been ensured, serving as a solid foundation for economic development, attracting investment, maintaining national security and social stability, the directive stated. However, considering the context of electricity supply in the period of 2023 - 2025 and the following years, there will be many challenges due to: The hydrological situation that ensures the power generation level of hydropower plants on the river system changes in an unfavorable direction due to climate change; the growing dependence on imported primary energy; wind power, solar power and other renewable energy sources are still limited; thermal power plants face many difficulties in investment expansion, while electricity demand continues to increase at a high rate, averaging about 8,5% per year, higher than the economic growth rate, economical and efficient use of electricity must be considered an important and urgent solution to continue to maintain stable energy security, sustainable development and economic growth of the country in the coming time.

Strive to save at least 2% of total power consumption annually

In that context, the Prime Minister requested that in the period of 2023 - 2025 and the following years, the whole country must strive to save at least 2% of total electricity consumption annually; reduce power loss across the entire power system to less than 6% by 2025; reduce the peak load capacity of the national power system through the implementation of power demand management (DSM) and load adjustment (DR) programs, at least 1.500 MW by 2025.

Striving to 2030, 50% of office buildings and 50% of residential houses will use self-produced and self-dissipating rooftop solar power (for on-site consumption, not selling electricity into the national electricity system). By the end of 2025, strive for 100% of street lighting using LED lights.

To achieve this goal, all organizations and individuals are required to seriously and drastically implement the implementation of energy saving. Specifically, ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of provinces and centrally-run cities, businesses and mass organizations - social organizations implement the following solutions:

Implement energy saving in offices and offices

Coordinate with local power companies to develop and organize the implementation of electricity saving plans for their units, ensuring an annual saving of at least 5,0% of total electricity consumed in the year.

Formulate, promulgate and organize the effective implementation of regulations on electricity saving, regulations on use, maintenance and repair of electricity consuming equipment at agencies and units.

Disseminate and thoroughly understand the implementation of electricity saving to all employees, include the content of electricity saving in the criteria for assessing the level of task completion, complying with internal discipline and emulation and commendation every year. Heads at agencies and offices are responsible for cases of violations of regulations on energy saving in their units.

Utilize and mobilize resources to install and use rooftop solar power systems, solar water heating systems to reduce electricity consumption from the national electricity system.

Strengthen the implementation of the Prime Minister's Decision No. 68/2011/QD-TTg dated 12/12/2011 promulgating the list of energy-saving devices and equipment to be equipped and procured for agencies and units using the state budget.

Urging, reviewing and regularly inspecting the implementation of internal rules and current regulations on electricity saving.

Realize electricity saving in public lighting, lighting for advertising purposes, outdoor decoration

Organizations and individuals that manage and operate public lighting systems and lighting systems for outdoor advertising and decoration purposes shall assume the prime responsibility for, and coordinate with power supply establishments in, building and implementing electricity saving plans, whereby, at least 30% of total electricity consumed in the period 2023-2025 must be saved for the above lighting activities.

Apply management solutions, regulations and technical standards for public lighting; replacing decorative lights, lighting and advertising lights with energy-saving lamps; applying automatic control technology in public lighting, lighting for advertising purposes, outdoor decoration. Promote the application of solar energy solutions for equipment serving the purposes of advertising, decoration and public lighting.

Deploying power-saving technology solutions in public lighting, using high-efficiency and power-saving lighting equipment for 100% of public lighting projects in preparation for construction, renovation and upgrading investment.

Accelerate the implementation of lighting automation according to time frame and weather conditions of public lighting facilities.

Restaurants, hotels, commercial service establishments, office complexes and apartment buildings turn off or reduce at least 50% of the outdoor decorative advertising lighting capacity at the evening peak of the power system at the request of the local power company; comply with regulations on economical and efficient lighting, be ready to cut and reduce electricity demand upon notification of the local power company in case of electricity shortage; coordinate with local power companies to carry out appropriate propaganda programs and forms of communication on saving electricity in the summer peak, programs, contests, and launching campaigns on saving electricity in urban areas, apartment buildings, and commercial centers.

Realize electricity saving in households

Using electrical equipment labeled with energy according to Decision No. 04/2017/QD-TTg dated March 9, 3 of the Prime Minister stipulating the list of vehicles and equipment subject to energy labeling, application of minimum energy efficiency level and implementation roadmap.

Regularly practice the behavior of economical and efficient use of electricity at home, such as: turning off electrical appliances when leaving the room, completely cutting off the power supply if electrical appliances are not used; only use the air conditioner when absolutely necessary and use it at the right temperature and mode (cooling mode from 26 degrees Celsius or more); give priority to the purchase of high-efficiency electric vehicles and equipment or electrical equipment labeled with high-efficiency energy; Minimize the use of incandescent light bulbs.

Encourage the installation and use of self-contained rooftop solar power systems for on-site use, hot water heating systems from solar energy.

Realizing electricity saving at commercial and service establishments

Develop and organize the implementation of internal regulations on electricity use, rules on economical, safe and efficient use of electricity at business and service establishments (supermarkets, commercial centers, restaurants, accommodation establishments, shops, shops, hotels, commercial service establishments, office complexes, apartment buildings).

Develop and disseminate the implementation of electricity saving regulations of the establishment to customers.

Develop plans and scenarios to coordinate with power companies in reducing load.

Implement a program to encourage the use of local energy sources by renewable energy sources and electrical equipment using renewable energy.

Implement energy saving in manufacturing enterprises

Encourage the implementation of the program of enterprises participating in voluntary agreements to implement solutions on energy saving, saving electricity, installing rooftop solar power and consulting on the implementation of solutions for economical and efficient use of energy.

Speeding up the implementation of Decision No. 279/QD-TTg dated March 8, 3 of the Prime Minister on the National Program on electricity demand management in the period of 2018 - 2018, with a vision to 2020.

Develop a program to mobilize the backup power generation system in case of power shortage.

Develop and implement solutions for economical and efficient use of electricity such as: ensuring the correct use of capacity and load chart; implement a reasonable production plan; minimize the mobilization of equipment and machinery with large electricity consumption capacity at peak hours; Minimize electrical equipment operating at no load.

Install and integrate renewable energy sources such as solar energy, wind energy into the internal energy system; Prioritize the use of equipment labeled with high efficiency energy.

Energy-using establishments with electricity consumption of 1 million kWh/year or more must save at least 2% of electricity consumed per product unit per year or must save at least 2% of total electricity consumed in the year, review and ensure the observance and compliance with the provisions of the Law on Economical and Efficient Use of Energy and relevant legal documents on economical and efficient use of energy.

Industrial production enterprises that are regulated by legal documents stipulating the norm of energy consumption per unit of product must comply with the prescribed energy consumption norm.

Encourage the development and application of energy management systems according to ISO 50001:2018 in production and business establishments. Conduct periodic energy audits, develop and implement annual goals and solutions on economical and efficient use of energy.

Strengthen the promotion of advanced energy-saving techniques, promote technological innovation in energy-intensive industries, optimize production materials, eliminate outdated production capacity, continue to improve energy efficiency through investment in energy-saving projects.

Implement and apply technical guidelines on saving electricity, economical and efficient use of energy, exploiting and using technology manuals on energy saving for industries consuming a lot of energy across the country.

Implement solar power promotion program

The Prime Minister requested the Ministry of Industry and Trade to develop and implement programs to encourage rooftop solar power in businesses and households, propaganda programs to popularize electricity-saving equipment in households such as air conditioners, refrigerators, LED lights, washing machines, etc. Expand the scope of energy labeling, promote market transformation for products with high energy efficiency; directing the Electricity of Vietnam to optimize the operation of power plants and transmission and distribution grids in order to efficiently use primary energy sources and reduce power loss throughout the system.

Formulate and organize the implementation of plans to inspect, supervise and apply sanctions to individuals, enterprises and organizations that fail to comply with regulations on economical and efficient use of energy.

The People's Committees of the provinces and centrally-run cities are responsible for formulating, promulgating and implementing electricity saving plans in their localities; organize propaganda on electricity saving to all classes of people in the locality through various forms such as printing panels, posters, propaganda on online public service portals of provinces and cities, on digital citizen applications of provinces and cities, radio and television systems, electronic newspaper systems, newspapers, organizing contests on saving electricity.

Electricity of Vietnam is responsible for optimal operation of power plants and transmission and distribution grids in order to efficiently use primary energy sources and reduce power loss of the system. To rationally mobilize the capacity and electricity of hydroelectric power plants, power sources purchased from independent power plants, renewable energy plants and backup power sources of customers; implementing technical management solutions, investing, renovating and upgrading the power grid, strengthening technical management, limiting incidents, ensuring the safe, stable and reliable operation of the power grid, reducing power loss...
