At the launch ceremony of the "Nationwide Emulation Campaign for Innovation and Digital Transformation" on the morning of April 24th in Hanoi, Prime Minister Pham Minh Chinh affirmed that science, technology, innovation, and digital transformation are not only inevitable trends but also driving forces for building an independent and self-reliant economy .
" We cannot stand idly by, we cannot remain outside this trend ," the Prime Minister emphasized.

The Prime Minister also emphasized the importance of substance, so that people can benefit from the achievements of digital transformation, thereby affirming the effectiveness of policies from the Party and the State.
Referring to the previously launched Mass Education Program, the Prime Minister stated that although the two movements differ in nature, they share the common goal of implementing Resolution 57 of the Politburo – a document considered a rallying cry for a new era of national development.
In the context of a turbulent world and the powerful Fourth Industrial Revolution, the Prime Minister called for the spirit of "The more difficult the situation, the more we must compete," as taught by President Ho Chi Minh.
Alongside the achievements, the Prime Minister also pointed out existing shortcomings, requiring decisive action to overcome them. " We must objectively, specifically, and clearly identify what has not been achieved, " the Prime Minister emphasized.

Referring to the rapid development of artificial intelligence (AI), the Prime Minister expressed his determination that "we cannot lose to artificial intelligence." He also emphasized the "unlimited, borderless, genderless, ageless, and religionless" nature of science and technology, innovation, and digital transformation.
In this context, the "Nationwide Emulation Movement for Innovation and Digital Transformation" along with the "Digital Literacy Movement" are considered to be of significant importance.
The Prime Minister has set a target that by 2030, Vietnam must become a nation with advanced technological potential and innovation capabilities, ranking among the leading upper-middle-income countries.
To achieve the above objectives, the Prime Minister requested that ministries, sectors, and localities compete in implementing "three resolutions":
The Prime Minister called for political determination, a shift in mindset, decisive leadership and direction, and the creation of new momentum and enthusiasm throughout society for the development of science, technology, innovation, and national digital transformation. It is essential to genuinely engage, considering this a central political task; assigning responsibilities clearly, with specific roles, timelines, procedures, expected outcomes, and tangible results.
Secondly, we are determined to build a breakthrough technological infrastructure. In the short term, by 2025, we aim to ensure that 100% of administrative procedures related to businesses are conducted online, smoothly, and efficiently; and that 100% of administrative procedures are not limited by provincial administrative boundaries.
At the same time, the Prime Minister proposed building a high-quality workforce, especially in science and technology. He called for the implementation of breakthrough solutions to attract leading technology corporations and Vietnamese and foreign technology talents to work in Vietnam. As General Secretary To Lam said, "Innovation is the 'magic wand' to achieving sustainable prosperity, with scientists at its center."

Thirdly, we are determined to accelerate digital transformation, apply science and technology, and promote innovation in the operations of agencies within the political system; enhance the effectiveness of national governance and state management in all fields; ensure safety, security, confidentiality, and know-how; protect intellectual property rights; safeguard national sovereignty; and develop independent networks. We will also develop and implement a program for the development of digital citizens.
At the same time, the Prime Minister requested that each enterprise decisively implement "three actions," including: Firstly, building a clear and long-term vision and strategy; a flexible business structure; and a strong culture of innovation. Secondly, promoting international cooperation, research, development, and innovation in the digital environment.
Secondly, we need to shift from applying and mastering technology to building breakthrough innovation capabilities, leveraging opportunities from the Fourth Industrial Revolution to "leapfrog" and take control of the future.
Investing in research into new, intelligent solutions and management technologies; applying digital technology and automation; integrating technologies such as AI, IoT, and big data into products and services; and developing high-quality human resources will enhance the competitiveness of businesses and the entire economy.
Thirdly, reform the management model while expanding the capacity to apply new technologies and develop groundbreaking products and services to create differentiation and competitiveness in the market.

Mr. Hoang Minh Cuong, Vice Chairman of the People's Committee of Hai Phong City, affirmed that the city deeply understands the important role of innovation and digital transformation in the context of the Fourth Industrial Revolution.
In response to the emulation movement, Hai Phong will thoroughly implement the policies and resolutions of the Party and the State, and promote propaganda to raise awareness about digital transformation throughout the entire political system and among the people.
“ Hai Phong will also focus on building a synchronous digital infrastructure, developing high-quality digital human resources, promoting the application of digital technology in socio-economic fields, and building a digital government. In particular, the city will focus on developing an innovation ecosystem, creating a favorable environment for research, entrepreneurship, and innovation,” said Mr. Hoang Minh Cuong.
The leaders of Hai Phong city also emphasized that digital transformation is a long-term process, requiring perseverance and continuous effort, and expressed confidence in the success of the emulation movement, contributing to building a prosperous and happy country.
Meanwhile, Mr. Chu Duc Ha, a lecturer at Hanoi National University, representing young scientists, shared about the process of scientific research and innovation in the field of agricultural biotechnology.
Mr. Ha has made many significant contributions, including co-authoring four rice varieties capable of adapting to climate change. One of his outstanding studies is the application of biotechnology combined with artificial intelligence to support agricultural practices, helping crops resist pests and diseases.
Mr. Chu Duc Ha suggested that Party and State leaders should trust and assign major tasks to young scientists who possess specialized knowledge, the ability to adapt to technology, and a spirit of daring to think and act.
