On the morning of May 17, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science , Technology, Innovation, Digital Transformation and Project 06 (Steering Committee) chaired the second meeting of the Steering Committee to assess the implementation in the first months of 2025 and discuss directions and key tasks in the coming time.
The meeting took place in person at the Government Headquarters, online to ministries, branches, central agencies and 63 provinces and cities across the country.
Attending the meeting were Deputy Heads of the Steering Committee: Permanent Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Ministers Ho Duc Phoc and Nguyen Chi Dung; Minister of National Defense , General Phan Van Giang; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of ministries and agencies; leaders of provinces and centrally run cities; universities, research institutes, and enterprises in the fields of science and technology.
After the Organizing Committee of the meeting announced the Prime Minister's decision on the consolidation of the Steering Committee and 3 Working Groups assisting the Steering Committee, in his opening speech, Prime Minister Pham Minh Chinh, Head of the Steering Committee, said that on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and digital transformation.
This is a document of strategic and important significance, realizing the goal of making science, technology, innovation and digital transformation an important driving force to promote rapid and sustainable socio-economic development; helping Vietnam become a developed, high-income country with global competitiveness.
Immediately afterwards, the Government and the Prime Minister urgently directed the development and promulgation of an Action Program and the revision and update of the Government's Action Program to implement Resolution 57-NQ/TW; this is a comprehensive, inclusive action program built with a long-term vision, clear goals, and highly feasible solutions, aiming to concretize the Party's major orientations and policies.
Along with that, the Prime Minister established the Government Steering Committee on science, technology, innovation, digital transformation and Project 06 on the basis of merging the Steering Committee for administrative reform, the National Committee on digital transformation and the Working Group for implementing Project 06 and perfecting the Steering Committee.
The Government also established 3 Working Groups to assist the Steering Committee, including: Working Group on implementing Project 06, administrative procedure reform, digital transformation associated with Project 06, headed by the Minister of Public Security; Working Group on science, technology development, innovation and digital transformation, headed by the Minister of Science and Technology; Working Group on administrative reform, headed by the Minister of Home Affairs.
In recent times, the Government and the Prime Minister have resolutely directed and synchronously implemented solutions to increasingly effectively and practically implement national digital transformation and administrative reform; promoting administrative reform associated with digital transformation has been implemented in most areas. At the same time, Project 06 has been vigorously implemented from the central to grassroots levels, receiving the consensus, support and high appreciation of people and businesses.

However, according to the Prime Minister, in addition to positive results, there are still tasks that are behind schedule, slow to be implemented, and have not been effective. The reason is that leaders have not paid due attention, especially in building databases of ministries, branches, and localities.
Emphasizing that science, technology, innovation, and digital transformation are the foundation for the country to develop rapidly and sustainably, the Prime Minister noted that Resolution 57-NQ/TW has been issued for nearly 6 months and that 2025 has passed more than 1/3 of the way. Therefore, it is necessary to have high concentration, great determination, and drastic actions to successfully implement the goals set for 2025, with economic growth of 8% or more, double digits in the coming years to achieve the 2 100-year goals.
The implementation of science, technology, innovation, digital transformation and Project 06 is one of the important tasks to implement the "Strategic Quad" including: breakthrough in science and technology development, innovation, national digital transformation (Resolution 57-NQ/TW), international integration in the new situation (Resolution 59-NQ/TW), law making and enforcement (Resolution 66-NQ/TW), private economic development (Resolution 68-NQ/TW).

The Prime Minister requested that at the meeting, delegates focus on discussing, analyzing, and frankly and objectively assessing the implementation of science, technology, innovation, digital transformation, administrative reform and Project 06 activities in the past time; identify existing problems, limitations, weaknesses, obstacles, barriers, and bottlenecks, especially in terms of institutions, mechanisms, policies, and resource mobilization; clearly point out the contents that are still behind schedule, determine objective and subjective causes, and draw lessons.
The Prime Minister requested delegates to share good experiences, valuable lessons, and creative ways of leadership, direction, implementation, coordination, and resource mobilization; propose key tasks and solutions to accelerate and make breakthroughs in the coming time; and clear up bottlenecks in the organization and implementation of Resolution 57-NQ/TW.../.
