Citizens participate in resolving administrative procedures at the Provincial Public Administrative Service Center.

Specifically, in 2023, Thua Thien Hue 's PAPI index score reached 46.0414. Of these, 8 provincial-level component indicators ranked in the top 10 nationwide, including the Public Service Delivery index (ranked first nationwide), Transparency and Openness index (ranked third), Public Sector Corruption Control index (ranked third), and Environmental Governance index (ranked fourth); in addition, 3 other indicators were in the high group nationwide.

To achieve these results, the province has focused on numerous solutions to improve the PAPI index year after year, aiming to enhance the effectiveness of local government services to the people, improve the spirit of serving the people, strengthen transparency and accountability of public organizations; create opportunities for people to participate in evaluating the effectiveness of government operations, encourage the government to improve its service to the people, and promote self-assessment for innovation, creating a healthy competitive environment and a culture of learning from experience among local governments.

The province is also focusing on implementing a comprehensive set of solutions to improve scores across all eight PAPI assessment areas, raising the scores of the indicators; enhancing the responsibility of heads of state agencies, the responsibility of each official, civil servant, and citizen in the effort to improve the province's PAPI Index score.

The 2023 PAPI Index report marks the 15th year of the Provincial Public Administration and Governance Performance Index in Vietnam and its development journey to be recognized as the largest annual index tracking and contributing to people-centered policy processes in Vietnam today.

The PAPI index has played and continues to play a special role as a mirror reflecting people's assessment of the effectiveness of the fulfillment of responsibilities and obligations by all levels of government as enshrined in the Constitution, laws, and policies regarding issues related to the daily lives, needs, and expectations of the Vietnamese people.

The abundant quantitative data from PAPI provides crucial evidence for policy planning and implementation, where the participation of all stakeholders, from citizens to government at all levels, is key.

The PAPI index has also created a forum for policymakers, practitioners, and citizens to participate in discussions and seek solutions so that central and local governments can better serve the Vietnamese people, ensuring that no one is left behind in the country's sustainable development process.
