On the afternoon of July 3, concluding the regular Government meeting in June 2025 and the national online conference between the Government and localities, Prime Minister Pham Minh Chinh requested the operation of the 2-level local government model to ensure smooth administrative procedures for people and businesses; not to let any people go hungry or lack clothing; to ensure health care for people; and not to let projects being implemented in localities be disrupted.
Highlights of global economic growth
At the conference, the Government assessed that in June, the second quarter and the first 6 months of 2025, the world situation continued to have many new, rapid, complex and unpredictable developments. Domestically, the whole country focused on handling the increasingly large number of routine tasks with increasingly high requirements, while also focusing on solving outstanding and long-standing issues and flexibly and effectively responding and adapting to urgent and sudden issues that arose.
The Government and Prime Minister alone have issued 203 legal documents, 3,440 directive and administrative documents; organized 1,167 conferences, meetings, working sessions and business trips to localities and establishments; many policies and solutions have been effective.
The socio-economic situation in June and the first 6 months of 2025 achieved many important results in all fields, continuing the positive trend, with each month being better than the previous month, each quarter being higher than the previous quarter, and the first 6 months of this year being higher than the same period last year, which is a bright spot in global economic growth. The macro economy is basically stable, inflation is controlled, growth is promoted, and major balances of the economy are ensured.
Gross domestic product (GDP) in the first 6 months reached 7.31%, the highest forecast in ASEAN and among the leading economies in the world. The average consumer price index (CPI) in the first 6 months increased by 3.27% over the same period. State budget revenue in the first 6 months was over 1.33 million billion VND, reaching 67.7% of the estimate, up 28.3% over the same period. Budget deficit, public debt, government debt, and national foreign debt were well controlled.
Total import and export turnover in the first 6 months reached over 432 billion USD, up 16.1%; trade surplus of 7.63 billion USD. Disbursement of public investment capital accelerated, estimated at 268.1 trillion VND; 4.26% higher than the same period in percentage, about 80 trillion VND in absolute terms. The implementation of key national projects and works continued to be accelerated, putting into operation 6 more component projects of the North-South expressway in the East, increasing the total length of expressways nationwide to 2,268km.
Major sectors and fields of the economy grew positively. Industry maintained a stable growth momentum; the industrial production index (IIP) in June increased by 4.1% over the same period, and the total for the first 6 months increased by 9.2%. Tourism continued to be a bright spot; international visitors to Vietnam in the first 6 months reached nearly 10.7 million, up 20.7% over the same period. Total social investment capital in the first 6 months increased by 9.8%; total registered foreign direct investment (FDI) reached over 21.5 billion USD, up 32.6%; realized FDI capital reached over 11.7 billion USD, up 8.1% over the same period.
Along with focusing on economic development, social security work has been carried out fully, promptly, openly and transparently. All levels, sectors and localities have supported the elimination of temporary and dilapidated houses with a number of nearly 263 thousand houses, reaching 94.7% of the plan. People's lives continue to be improved. Cultural and social fields continue to be focused on.
All levels, sectors and localities have organized many unique and meaningful cultural and artistic activities to celebrate the 100th anniversary of Vietnam Revolutionary Press Day, the 110th birthday of General Secretary Nguyen Van Linh...; actively prepared the exhibition "80 years of the Journey of Independence - Freedom - Happiness," to celebrate the 80th anniversary of National Day.
In particular, the work of rearranging and reorganizing administrative units at all levels and building a 2-level local government model has been vigorously implemented. The Government has issued 28 Decrees on decentralization, delegation of power, and assignment of authority; from July 1, all 34/34 provinces and cities, with more than 3,300 commune-level administrative units, have officially operated.
The response to the adjustment of economic and trade policies with the United States was implemented urgently and effectively and achieved important progress. The implementation of the Peak Month to combat, prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights achieved positive results.
Political stability, independence and national sovereignty were maintained; national defense and security potential was strengthened. Foreign affairs and economic diplomacy were effectively implemented; high-level foreign affairs activities of Party and State leaders were carefully and successfully organized, contributing to consolidating and enhancing Vietnam's position and prestige in the international arena.
Government members, leaders of ministries, branches and localities also said that, in addition to the basic achievements, our country's economy still has limitations, shortcomings and continues to face many difficulties and challenges such as: Macroeconomic stability still has potential risks; domestic consumption has not made a breakthrough; private investment has recovered but is not yet stable; investment in science and technology development is still slow; new industries and fields such as digital economy, green economy, artificial intelligence (AI), semiconductor chips... have not had clear changes.
Along with that, the work of perfecting institutions and laws has not kept up with development requirements; administrative procedures in some areas are still complicated; the lives of a part of the people are still difficult; natural disasters, storms, floods, and extreme weather are complicated, greatly affecting production, business activities and people's lives...
At the conference, local leaders said that since July 1, 2025, the two-level local government has been operating smoothly, work has been continued without interruption, the government is closer to the people and serves the people better, especially in handling administrative procedures, and no significant problems have arisen.
However, some local leaders have requested early guidance on the implementation of large projects in the area. Commune and ward authorities are now assigned more tasks and have larger areas, so officials need to be trained more thoroughly in skills and software to perform online public services...
Delegates proposed that in the coming time, it is necessary to take advantage of opportunities and advantages, especially the effectiveness of newly issued policies and solutions and the officially operating two-level local government model, as a basis to exploit new development space, promote growth in the third quarter and 2025; make the highest efforts, strive to successfully complete the socio-economic development targets in 2025.
Concluding the conference, reviewing the direction and administration work and 10 outstanding results of socio-economic development in the first 6 months of 2025, Prime Minister Pham Minh Chinh emphasized 8 key tasks that the Government and the Prime Minister have focused on directing and implementing drastically in June and the first 6 months of 2025.
In particular, promoting institutional improvement, concretizing the Party and State's guidelines and policies; drastically implementing many important, revolutionary and historical tasks on reorganizing the apparatus, organizing two-level local governments, the "four pillars"; promoting growth of 8% or more; promptly and effectively responding to the US's reciprocal tariff policy; organizing many important events of the country well; handling many backlogged and prolonged works and projects; leading and directing the development of social housing mechanisms and policies, promoting the elimination of temporary and dilapidated houses; studying and proposing tuition exemption for students under the direction of the Politburo and General Secretary To Lam; strengthening and consolidating national defense and security, successfully implementing many high-level foreign affairs activities.
Implement 3 Accelerations to Drive Growth
Emphasizing 10 highlights in the socio-economic development results in the first 6 months of the year as stated at the conference, the Prime Minister acknowledged and commended all levels, sectors and localities for focusing on thoroughly grasping and implementing drastically, synchronously and effectively the resolutions and directions of the Central Committee, the Politburo, the Secretariat, General Secretary To Lam, the National Assembly, the Government and the Prime Minister, and achieving important and comprehensive results in all areas under their authority, functions and tasks, creating momentum and confidence to successfully complete the goals of the whole year 2025.
Regarding the shortcomings, limitations, difficulties, challenges as well as the causes of both the results and the shortcomings, limitations and lessons learned, the Prime Minister pointed out that in the coming time, the world situation will continue to be complicated, unpredictable, with more difficulties and challenges than opportunities and advantages, while the tasks are still very heavy, including regular and unexpected tasks and handling of arising problems.
The Prime Minister requested to closely follow the Resolution of the 13th National Party Congress, the conclusions and resolutions of the Central Committee, the Politburo, the Secretariat, key leaders, General Secretary To Lam, the resolutions of the National Assembly, the Government, the direction of the Prime Minister, firmly achieve the growth target of 8% or more, associated with maintaining macroeconomic stability, ensuring social security and people's lives; protecting a bright, green, clean and beautiful environment; maintaining socio-political stability; firmly protecting independence and sovereignty; strengthening foreign affairs and international integration.
Along with that, it is necessary to grasp the developments in the domestic and international situation; improve the capacity for analysis and forecasting; respond proactively, promptly, flexibly and effectively to policies; focus on removing difficulties and obstacles, promoting production and business development, creating livelihoods, and facilitating people and businesses; rectify discipline and order; promote decentralization and delegation of power associated with resource allocation and inspection and supervision; ministries and branches focus on state management.
To achieve the set target, the Prime Minister requested all levels, sectors and localities to implement 3 accelerations: Accelerate and focus on mobilizing total social investment to increase by 11-12% compared to 2024 to serve growth of 8% or more; accelerate and make a breakthrough in disbursing public investment capital, completing 100% of the target before December 31; accelerate and focus on eliminating temporary and dilapidated houses, including completing the elimination of temporary and dilapidated houses for people with meritorious services before July 27 and completing nationwide before August 30, as well as exceeding the construction of 100,000 social housing units in 2025.
The Prime Minister pointed out that it is necessary to strictly implement the resolutions and conclusions of the Politburo, the directions of the Government and the Prime Minister on the implementation of the arrangement of administrative units and the 2-level local government model. “It is necessary to ensure that administrative procedures for people and businesses are handled smoothly; no one is left without food or clothing; health care, medical examination and treatment for people must be ensured; and projects being implemented in localities must not be broken or interrupted,” the Prime Minister noted.
Ministries, sectors and localities focus on proactively and flexibly implementing solutions to adapt to the US's reciprocal tax policy; consider this an opportunity to seek and expand markets, diversify products, diversify supply chains, and diversify markets; build an independent and self-reliant economy associated with proactive and active international integration, deeply, substantially and effectively.
Pointing out the need to maintain macroeconomic stability, control inflation, and ensure major balances of the economy, the Prime Minister requested to operate monetary policy proactively, flexibly, promptly, effectively, and harmoniously and synchronously with a reasonable, focused, and key expansionary fiscal policy; reasonable credit growth; cost reduction, and reduction of lending interest rates; maintaining stability in the monetary and foreign exchange markets; strengthening gold market management; resolutely implementing preferential credit programs; strengthening management of state budget revenues and expenditures; continuing to expand revenue bases, especially revenue from e-commerce and food services; implementing electronic invoices generated from cash registers; striving to increase revenue by over 15%; thoroughly saving regular expenditures for social security...
The Prime Minister emphasized that it is necessary to continue to prioritize promoting growth, focusing on renewing traditional growth drivers, while strongly promoting new growth drivers; continue to focus on effectively handling outstanding and long-standing issues, focusing on handling 2,365 stuck and long-standing projects to free up resources and combat waste; promote institutional improvement, decentralization, administrative procedure reform, digital transformation; resolutely and effectively implement the Government's Action Program to deploy the "four pillars" of the Politburo.
Along with that, ministries, branches and localities must focus on the fields of culture, society, environmental protection, strengthening natural disaster prevention and control, and responding to climate change; well prepare for the 80th anniversary of the August Revolution and National Day September 2, 80 years of the tradition of the People's Public Security, including the groundbreaking and inauguration ceremonies of 80 projects nationwide on the occasion of this particularly important anniversary; consolidate and strengthen national defense and security; maintain social order and safety; strengthen foreign affairs and international integration; strengthen information and communication work, especially communication of policies and new policies in the 2-level local organization model, build advanced examples, replicate good models, good and effective practices, use the good to eliminate the bad, create a spreading power, social consensus, and create a driving force to promote national development in the new era.
Assigning specific tasks to each ministry, sector and locality, Prime Minister Pham Minh Chinh believes that after this historic conference - the first conference after the official operation of the two-level local government, the contents directed and implemented directly from the Central to the communes and wards; the proposed tasks will be thoroughly grasped and effectively implemented, bringing real benefits to the people, businesses and the whole society.
