According to Circular 08/2023/TT-BGTVT recently issued by the Ministry of Transport, more than 1,9 cars have been extended the registration cycle. So what should car owners do?
On June 3, 6, Circular 2023/08/TT-BGTVT amending and supplementing a number of articles of Circular No. 2023/16/TT-BGTVT stipulating the inspection of technical safety and environmental protection of road motor vehicles according to the shortened order and procedures officially took effect.
Accordingly, non-transportation 9-seat passenger cars (with a production time of up to 7 years and a production period of 13-20 years) that have been granted certificates and stamps of inspection before March 22, 3 and still have the inspection deadline until June 2023, 3 will be automatically extended the inspection cycle according to the new cycle specified in Circular 6/2023/TT-BGTVT.
The registry office will automatically issue a certificate of validity period of the certificate and inspection stamp for the above vehicles without the need to bring the vehicle to the registration center for re-inspection, helping to fundamentally solve the current situation of traffic congestion in motor vehicle inspection, meeting the inspection needs of people and businesses.
The issuance of certificates of validity period of Certificates and Inspection Stamps for vehicles subject to extension of inspection cycle is gradually updated in the order that the vehicles are due for inspection first.
It is expected that on June 3, 6, it will be granted to vehicles with inspection deadlines until June 2023, 10.
Vehicles with the inspection deadline until June 30, 6 will be uploaded to the system before June 2023, 10, it is expected to complete the work of creating files for all vehicles before June 6, 2023.
Due to the sudden increase in the number of people accessing the website of the Vietnam Register these days, leading to the homepage being overloaded, the Registry recommends that vehicle owners who have many inspection deadlines do not need to check it out to reduce pressure on the system, making it easier for vehicles that are about to expire.
The Circular also stipulates the form of Certificate of validity extension of Certificates, Inspection stamps of passenger cars with up to 9 seats not doing transport business.
Vehicle owners carry out the search on the website of the Registry Department according to the following steps:

More than 1,9 million cars have been extended the registration cycle
The Ministry of Transport has just issued Circular 08/2023/TT-BGTVT amending and supplementing a number of articles of Circular No. 16/2021/TT-BGTVT stipulating the inspection of technical safety and environmental protection of road motor vehicles according to the simplified order and procedures, effective from June 3, 6.
The Circular stipulates that the registration agency automatically issues the certification of the validity period of the Certificate, the Inspection Stamp for vehicles participating in traffic without the vehicle owner needing to bring the vehicle to the registration center for re-inspection, helping to fundamentally solve the current situation of traffic congestion in motor vehicle inspection, and well meet the inspection needs of people and businesses.
Subjects of application are non-transportation non-transportation passenger cars (with a production time of up to 9 years and production time from 7-13 years) that have been granted Certificates, Inspection Stamps before March 20, 22 and still have the inspection deadline until the effective date of Circular 3/2023/TT-BGTVT (ie June 08, 2023) will be automatically extended the new cycle of inspection according to Circular 3/6.
The certification of extending the inspection cycle for the above vehicles is valid until the end of March 22, 3.
According to the Ministry of Transport, there are more than 1,9 million cars with up to 9 seats that are not in the transport business, and the inspection deadline is extended by 6 months.
155.592 vehicles with inspection deadline before June 3, 6 are still required to be registered
The Circular also clarifies that the automatic extension of the inspection cycle does not apply to the cases where the Certificate of Inspection, the Inspection Stamp expires before the effective date of this Circular.
Therefore, vehicles with an inspection deadline before June 3 still have to go to vehicle inspection registration centers to be granted a Certificate and Inspection Stamp.
According to the Vietnam Register, there will be 155.592 vehicles in this area.
Will basically solve the problem of registration congestion within 1 month
According to the Ministry of Transport, the absence of inspection for more than 1,9 million vehicles, which are automatically extended the inspection cycle, will create conditions for registration units to focus on human resources and facilities for inspection mainly for other means of transport business, as well as vehicles that are overdue for inspection but have not yet been inspected to both solve congestion and ensure that vehicles are put into operation soon, thereby minimizing unnecessary social damage.
According to reports of transport associations, transport business vehicles lose from 1 to 5 million VND/day if they are not tested to operate and the losses are unidentifiable such as: wasting time waiting, damaging people's health and spirit, creating bad public opinion in society, causing insecurity, taking advantage of congestion to make profit, disrupting the supply chain and economy, affecting the growth of the supply chain and the economy; affect the attraction of foreign investment to Vietnam as well as affect the image of the country.
According to the Vietnam Registry Department, Circular 08/2023/TT-BGTVT issued will help to basically solve the current registration congestion in the period of more than 1 month from the effective date.
