Attending the Party Committee meeting of Battalion 5, Regiment 9 (Division 8), we observed thorough preparation; cadres and Party members performed well in self-criticism and criticism; listened to and absorbed feedback before the review; and proposed solutions to promote strengths and overcome limitations and shortcomings in leadership, command, management, operation, and task execution.

Leaders of Military Region 9 visited the exhibition area showcasing innovative models and teaching aids at the Party Congress of Division 330, term 2025-2030.

According to Colonel Nguyen Van Long, Deputy Political Commissar of the 8th Division, recognizing that Party branch meetings are the "core" in building a strong Party organization, the Division's Party Committee focuses on leading and directing the renewal of the content and form of meetings in a practical and effective direction. Party branches strictly maintain the regular meeting schedule, strengthen thematic meetings on Party building and rectification; focusing on existing problems and limitations. The content of meetings is closely linked to political tasks, avoiding generality and superficiality; self-criticism and criticism are conducted seriously and frankly in the spirit of constructively "treating the disease to save the patient," overcoming the tendency to be lenient or evasive. The quality of Party branch meetings is increasingly improved, contributing to consolidating unity and cohesion within the organization, and enhancing the fighting capacity of the Party organization and its members.

Given the complex developments in regional and global security and political situations, the subversive activities of hostile forces, and non-traditional security challenges, in recent years, the Party Committee of the Military Region, Party committees, and commanders at all levels have seriously implemented the resolutions, directives, and regulations of the Party and the guiding documents of higher levels on strengthening Party building and rectification, focusing on Conclusion 21, in conjunction with the implementation of tasks according to the Resolution of the 14th Party Congress; Plan 952 dated March 1, 2022, of the Standing Committee of the Central Military Commission on implementing Conclusion 21; and Resolution 847 dated December 18, 2021, of the Central Military Commission on promoting the qualities of Uncle Ho's soldiers and resolutely combating individualism in the new situation.

Lieutenant General Ho Van Thai, Secretary of the Party Committee and Political Commissar of the Military Region, stated: “The Military Region Party Committee, Party committees, and commanders at all levels have focused on strengthening education and propaganda, organizing the study and thorough understanding of Conclusion 21 in a specific, rigorous, appropriate, and practical manner for each cadre, Party member, and the masses. The content of Conclusion 21 has been integrated into Party branch meetings and political activities; emphasis has been placed on clarifying the core contents and new points, especially the tasks and solutions for strengthening Party building and rectification, preventing and repelling ideological, political, moral, and lifestyle degradation... This has created unity of will and action throughout the Party Committee and the Armed Forces of the Military Region; in the 2021-2025 period, over 94% of Party organizations and 97% of cadres and Party members have excellently and successfully completed their tasks.”

The outstanding results in implementing Conclusion 21 of the Military Region's armed forces stem from many synchronized and decisive measures at the grassroots level. A prime example is the deployment of political education programs focusing on "self-reflection and self-correction," linked to the responsibilities and duties of each officer and party member. Colonel Pham Ngoc Quang, Political Commissar of the Can Tho City Military Command, shared: “The City Military Party Committee has identified political and ideological education as a fundamental and long-term solution in building and rectifying the Party, creating a ‘shield from early on and from afar’; focusing on innovating the content, form, and methods of education in a proactive, flexible, and practical manner. We develop educational topics based on the principle of ‘self-reflection and self-correction,’ directly linked to the responsibilities and duties of each officer and Party member. Political activities are conducted extensively and in depth, avoiding formality, helping officers and Party members raise their self-awareness in self-cultivation and training. The City Military Party Committee also promotes the application of information technology in political education, creating concise and visually appealing propaganda products; organizing forums for exchange and democratic dialogue between Party committees, commanders, and officers and soldiers... thereby promptly grasping and guiding ideology, preventing passivity and surprise in the face of issues.” "The issue arises of building strong political character for cadres and Party members."

The rich and diverse recreational activities contribute to strengthening the political resolve of officers and soldiers of the Armed Forces of Military Region 9.

Simultaneously, Party committees and organizations within the Military Region's armed forces paid special attention to improving the quality of Party branch meetings, implementing self-criticism and criticism; proactively reviewing and perfecting working regulations and leadership regulations for key areas of work. During the 2021-2025 period, Party committees at all levels conducted thematic inspections and supervision, and coordinated thematic inspections and supervision of 2,641 Party organizations and 43,328 Party members; closely coordinated with local Party committees to build strong local military Party organizations, maintaining 100% of communes, wards, and towns with military Party branches and Party committees. The annual Party member development targets were met and exceeded. "Through the model of 'Improving self-criticism and criticism in regular Party branch meetings,' a solid foundation has been created to enhance the leadership capacity and combat strength of Party committees at all levels, from Party branches to the Division Party Committee. The spirit of 'Focusing self-criticism and criticism on what is weak or lacking' has been seriously implemented, and the leadership capacity and combat strength of Party committees at all levels, from Party branches to the Division Party Committee, have developed remarkably, and the cadre and Party members have matured comprehensively. The Division Party Committee has successfully completed its tasks from 2021 to the present, with outstanding performance in 2022 and 2024," shared Colonel Le Van Giup, Deputy Political Commissar of Division 330.

With many achievements resulting from the implementation of Conclusion 21, a clear transformation in both awareness and action has been reflected, contributing to maintaining the ideological front, building a strong Party Committee of Military Region 9 in terms of politics, ideology, organization, and ethics; and ensuring that officers and soldiers of the Military Region's armed forces possess unwavering resolve and are ready to accept and successfully complete all assigned tasks.

Other results and new developments arising during the implementation of Conclusion 21 of the Armed Forces of the Military Region include: Building and replicating the "Effective Mass Mobilization" model, Tet activities between the military and civilians, and Tet activities between the military and civilians among the Khmer ethnic minority, which have mobilized over 2.655 billion VND, of which nearly 70% was from social contributions, with some programs reaching 100% social contributions; supporting the construction of 3,406 solidarity houses; 2,069 houses for comrades; and 170 houses of gratitude...
