Following the implementation of the two-tiered local government model, tax administrative procedures at tax agencies in Hanoi have become smoother. Thanks to the efforts of officials and employees of the Hanoi City Tax Department, tax procedures are processed quickly and efficiently.

Reorganizing the tax agency's structure according to the new model.

According to the Hanoi City Tax Department, in implementing the policy of continuing to reorganize the tax agency's organizational structure to conform with the two-tiered local government model as stipulated in Resolution No. 60-NQ/TƯ dated April 12, 2025, of the Central Committee of the Communist Party of Vietnam; and Decision No. 2229/QĐ-BTC of the Ministry of Finance amending Decision No. 381/QĐ-BTC on the functions, tasks, powers, and organizational structure of the Tax Department, the Tax Department issued Decision No. 1376/QĐ-CT dated June 30, 2025, stipulating the functions, tasks, powers, and organizational structure of provincial and city taxes under the Tax Department.

Accordingly, from July 1, 2025, the Hanoi City Tax Department's organizational structure will consist of 16 departments (all departments retain their old names, except for 5 inspection and audit departments which will be renamed inspection departments from number 1 to number 5) and 25 local tax offices (corresponding to the 25 tax teams of Hanoi previously); each local tax office in Hanoi City will monitor and manage the areas of wards and communes.

According to the Hanoi City Tax Department's leadership, the restructuring of the tax agency's organizational apparatus according to the new model is not only an administrative reorganization but also a strategic step to concretize the Central Government's major policy on continuing to innovate and streamline the organizational apparatus for effective and efficient operation; while clearly demonstrating the spirit of closely adhering to the practical organization of the two-tiered local government.

Faced with the challenge of an increasing workload, the Tax Department has strived to simultaneously implement the restructuring and streamlining of its organizational apparatus according to the two-tiered local government model, in line with the Government 's directives, while ensuring the full and smooth operation of taxpayer support services. This is a strategic transformation, demonstrating the proactive and flexible approach of the tax authorities in achieving a "dual objective" - ​​reorganizing the apparatus to be more streamlined and efficient while not disrupting public services and maximizing convenience for taxpayers.

Providing support and resolving issues.

To realize that goal, all officials, civil servants, and employees of the Regional Tax Office I, now the Hanoi City Tax Office, have seriously, urgently, and intensely implemented many solutions to complete the tasks according to the set plan. The Hanoi City Tax Office and 25 local tax offices have assigned competent, ethical, enthusiastic, and culturally appropriate personnel to work in the "one-stop" service and "Registration and Other Collections" departments to receive applications and promptly assist in resolving difficulties for citizens and businesses. Unit leaders regularly monitor, supervise, and promptly remind officials and civil servants to strictly adhere to the agency's internal regulations and work procedures, upholding a high sense of responsibility and creating a fundamental transformation in discipline, work ethics, attitude, and conduct towards taxpayers and the public. In addition, the Tax Department organizes many surprise inspections at various units to monitor the performance of tax officials, resolutely handling any violations of the department's internal regulations and rules (if any), ensuring good service for taxpayers and the public.

Specifically, in early July 2025, when the tax authorities began operating under a two-tiered local government model, the Hanoi City Tax Department established seven inspection teams at 25 tax offices to promptly support and resolve difficulties for officials and employees operating under the new system. Simultaneously, they monitored the handling of taxpayer feedback and complaints by officials and employees. This allowed them to advise the Hanoi City Tax Department leadership on timely resolution of problems and shortcomings, resolutely preventing taxpayers from expressing dissatisfaction to the tax authorities. As a result, the tax authorities received and resolved administrative tax procedures and requests for assistance promptly, effectively, and in accordance with regulations, whether directly or through the electronic portal or hotline.

Thanks to these efforts, the new tax system of Hanoi City and 25 local tax offices operates smoothly and efficiently, providing the best service to citizens and businesses under the two-tiered local government model. Administrative and tax management at all levels of tax agencies is streamlined, promptly resolving administrative procedures for citizens and businesses. The new model also makes it more convenient for taxpayers to carry out administrative procedures, while meeting the requirements of digital transformation and modernization of the tax sector, and conforming to the two-tiered local government model.

This is a significant milestone for the Hanoi Tax Department, aiming to improve the quality and efficiency of tax agencies at all levels, meet the requirements of socio-economic development, and best serve the people and businesses of the capital city.
