Dear Comrade Tran Hong Ha - Member of the Central Committee of the Party, Deputy Prime Minister , Chairman of the Coordinating Council for the North Central and Central Coastal Regions;

Distinguished members of the Central Committee of the Party; leaders of central committees, ministries, and agencies; and leaders of provinces and cities in the North Central and Central Coastal regions;

Distinguished delegates and honored guests! Ladies and gentlemen of the Conference!

With the guidance, attention, and assistance of the Government, ministries, and central agencies, the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, and the overall adjustment plan for the General Planning of the Southeast Nghe An Economic Zone until 2040, have been approved by the Prime Minister and are officially announced today.

Nghe An province is delighted and honored to welcome Comrade Tran Hong Ha - Member of the Central Committee of the Communist Party of Vietnam, Deputy Prime Minister; other members of the Central Committee of the Communist Party of Vietnam, leaders of central ministries, departments, and agencies; leaders of provinces and cities in the North Central and Central Coastal regions; businesses, investors, and distinguished guests attending the Conference, bringing valuable encouragement to the province and conveying profound sentiments towards the homeland of the infinitely beloved President Ho Chi Minh!

The conference announced the basic and core contents of the Nghe An Provincial Planning and the revised master plan for the Southeast Nghe An Economic Zone. This will be an important legal framework for comprehensively guiding and managing socio-economic development activities, territorial spatial development, and the development of key economic zones in the province with long-term goals and vision. At the same time, we were pleased to witness the awarding of investment certificates to 6 projects with a total registered capital of over 9,550 billion VND invested in the Southeast Nghe An Economic Zone. These are the first important projects to concretize the approved plans.

Dear comrades!

Nghe An province deeply understands that the announcement of the new planning is just the beginning; the implementation journey is long and the task is crucial, amidst a mix of favorable factors and numerous challenges. In particular, having fully, seriously, and comprehensively absorbed the important directives of Comrade Tran Hong Ha – Member of the Central Committee of the Party, Deputy Prime Minister – at the Conference, Nghe An province will continue to uphold the fine traditions of its homeland, fostering unity, dynamism, and creativity; actively and proactively coordinating with ministries, central agencies, and local authorities to implement the plans with the highest possible effectiveness.

The entire province will focus on promoting and widely disseminating the core contents of the plan to all levels, sectors, the business community, and all segments of the population, aiming to create unity in understanding and high determination, great effort, and decisive, scientific action in implementing the plan. Directing all levels, sectors, and localities to organize the implementation of the plan to ensure consistency, synchronicity, and close coordination, while remaining flexible and consistent with the overall plan. Emphasis will be placed on planning management, promptly reviewing and adjusting specialized technical plans. The province will accelerate digital transformation, creating breakthroughs in administrative reform and improving the investment and business environment; concentrate resources on completing key connecting infrastructure; improve the quality of human resources, especially high-quality human resources; prioritize the development of science, technology, innovation, and environmental protection, in order to realize the goal of rapid, sustainable development, deeply rooted in Vietnamese and Nghe An culture.

On this occasion, the Party Committee, government, and people of Nghe An province respectfully thank the leaders of the Central Government, especially Deputy Prime Minister Tran Hong Ha, Minister of Planning and Investment Nguyen Chi Dung, and members of the Planning Appraisal Council for their valuable attention and assistance to the development of Nghe An province, particularly in the process of formulating and finalizing the plans. We also respectfully thank the cities and neighboring provinces for their affection, sharing, and support for Nghe An province in achieving its development goals. We thank the experts, scientists, consulting units, all levels and sectors, and the people of the province for their heartfelt and responsible contributions that helped complete the plans with high quality. We hope to continue receiving even more attention, guidance, and assistance from the leaders of the Central Government. The active support and cooperation of localities, the business community, and all sectors of the population have helped Nghe An province successfully achieve the goals and tasks of the planning, the resolutions of the 19th Provincial Party Congress, and Resolution No. 39 of the Politburo.

We wish Deputy Prime Minister Tran Hong Ha, all members of the Central Committee of the Party, leaders of central ministries and agencies, leaders of localities, businesses, investors, and all distinguished delegates good health and happiness. May the new year bring new victories!
