Specifically, 10 key projects are proposed to allow the exploitation of land-filling materials according to the mechanism prescribed in Resolution 66.4/2025/NQ-CP dated September 21, 2025 of the Government on special mechanisms, removing obstacles in the application of the Law on Geology and Minerals in 2024, including:
- VSIP Nghe An 2 Industrial Park in Tan Chau commune;
- VSIP Nghe An 3 Industrial Park in Hung Nguyen commune;
- WHA Industrial Park Zone 1 - Nghe An in Trung Loc commune.
- WHA Zone 2 Industrial Park - Nghe An in Phuc Loc and Than Linh communes;
- Hoang Mai Industrial Park I is located in Hoang Mai ward.
- Hoang Mai II Industrial Park in Hoang Mai ward and Quynh Thang commune.
- North-South high-speed railway project.
- The Vinh - Thanh Thuy expressway project.
- Vinh International Airport upgrade and expansion project.
- Special National Monument Project in Kim Lien.

According to the survey and proposal of the units, the total volume of earth and rock to be leveled for the above projects is more than 10 million m3 of earth and rock. Of which, about 7 million m3 of earth and rock is needed for 6 industrial parks belonging to 3 infrastructure investors: VSIP, WHA and Hoang Thinh Dat; nearly 2 million m3 of earth and rock to be leveled for road construction and resettlement areas for 2 key projects: Vinh - Thanh Thuy expressway and North - South high-speed railway; reserve land for construction of Vinh Airport expansion and the special National Monument in Kim Lien...

According to the 2024 Law on Geology and Minerals, to open mines to exploit raw materials for leveling groups III and IV, in addition to administrative procedures, auction procedures and granting mining rights to enterprises will require more than 18 to 24 months. Therefore, to have a source of land for leveling the ground for key projects as above in time, the procedures need to be shortened.

Mr. Nguyen Cong Luc - Head of Minerals Department, Nghe An Department of Agriculture and Environment shared: Applying Resolution 66.4/2025/NQ-CP on special mechanisms to take land for site leveling creates favorable conditions for investors, ensuring project progress with a shortened process, reducing some administrative procedures and waiting time.
However, the application of specific mechanisms must also ensure full procedures for exploitation and safety of mineral geological mines; the process of transporting soil and rock must be monitored and ensure environmental protection criteria.

Resolution 66.4/2025/NQ-CP dated September 21, 2025, of the Government on special mechanisms and removal of obstacles in the application of the 2024 Law on Geology and Minerals allows:
- The relevant units are not required to carry out procedures for deciding or approving investment policies or approving investment projects;
- Not based on land use planning, annual land use plans, not having to carry out procedures to change land use purposes, except for land used for national defense and security purposes;
- No need to carry out procedures for appraisal and approval of appraisal results of environmental impact assessment reports, issuance of environmental licenses, and environmental registration;
- It is not based on the geological and mineral resource management plan stipulated in Clause 2, Article 12 of the Law on Geology and Mineral Resources;
In addition, it is permitted to extend (if there are still reserves as per the license) and adjust mining licenses to increase the mining capacity of Group III minerals used as construction materials and Group IV minerals for existing mines with valid mining licenses to serve the works, projects, and tasks specified in Clause 1 of this Article, and this shall be implemented as follows:
+ Licenses can be adjusted to increase mining capacity (without increasing licensed reserves) according to the needs of projects and works, but not more than 50% for sand and gravel from riverbeds and estuaries, and there is no limit for the remaining group III minerals and group IV minerals...
