Beyond providing material support, the Resolution also demonstrates the province's recognition and concern for the core forces at the grassroots level, thereby further motivating influential individuals to continue playing their role in the community.

Gia Lai currently has 47 ethnic groups living together, with ethnic minorities accounting for 23.9% of the population. The province has 1,098 influential figures among ethnic minorities. These individuals are close to the people, understand their needs, and possess a strong voice and significant influence within their communities.

With their prestige, experience, and sense of responsibility, the team of influential individuals has played a pivotal role in disseminating information and mobilizing the people to comply with the Party's guidelines and the State's policies and laws.

In addition, they participate in mediating disputes at the grassroots level; maintaining security and order; campaigning to eliminate outdated customs and build a cultured way of life; and supporting people in economic development and sustainable poverty reduction.

Over the years, the province has implemented many policies to care for and support influential individuals, with a focus on providing information, training knowledge, and enhancing their communication skills.

During the period 2018-2025, the relevant authorities distributed 432,000 copies of the old Gia Lai newspaper, the old Binh Dinh newspaper, and 108,000 copies of the Ethnic Minorities and Development newspaper to approximately 9,000 people; organized 10 delegations of influential individuals to visit and learn from experiences outside the province; and opened 10 training courses on law, national defense and security, ethnic policies, and communication and mediation skills for 1,520 influential individuals.

In addition, visits and encouragement to influential individuals are regularly maintained during holidays, Tet (Lunar New Year), when they are sick, or when they face difficulties. From 2018 to the present, the entire province has seen 451 instances of influential individuals being commended and rewarded at various levels, thereby promptly recognizing the positive contributions of this force to the community.

Prior to the issuance of Resolution No. 36/2025/NQ-HĐND, the former Binh Dinh province had implemented Resolution No. 39/2022/NQ-HĐND, providing a monthly allowance of 500,000 VND per person to influential individuals participating in grassroots propaganda and mobilization work.

Mr. Dinh Van Rinh, a respected figure in Hamlet 1 (Van Duc Commune), said that for many years, the monthly support, though not large, has been a practical source of encouragement for him to continue setting a good example and actively mobilizing villagers to comply with the Party's guidelines and the State's policies and laws.

Following that policy, Resolution No. 36/2025/NQ-HĐND stipulates that during the period 2026-2030, influential individuals in the province will receive a monthly allowance of 500,000 VND per person from the provincial budget according to the current decentralization. This new policy quickly received consensus and positive feedback from the grassroots level.

Having received four months of financial support from this policy, Mr. Yop, a respected figure in De Hrel village (Mang Yang commune), expressed: “Reputable people participate in community work voluntarily. But with additional support to cover expenses and help their families, everyone feels more secure participating in local activities.”

Having served as a village elder and respected figure in Mrông Yố 1 village (Ia Phí commune) for over 30 years, Mr. Rơ Châm Nha believes that the most meaningful thing is receiving recognition from the Party committee, the government, and the people.

"Having earned the trust of the community, I feel responsible for maintaining unity, reminding my children and grandchildren to abide by regulations, and actively engaging in production. Now that the province is paying attention and encouraging me, I must strive even harder," Mr. Nha shared.

Based on local experience, Mr. Nay Winh, Chairman of the Vietnam Fatherland Front Committee of Al Bá commune, assessed that there are 17 influential individuals who play a particularly important role in propaganda and mobilization work at the grassroots level.

According to him, the new policy contributes to strengthening trust and increasing the proactive role of influential people in resolving issues in villages, thereby contributing to maintaining stability at the grassroots level and strengthening national unity.

Meanwhile, Ms. Bui Thi Minh, Chairwoman of the Vietnam Fatherland Front Committee of Mang Yang commune, said that the locality currently has 12 influential individuals. In recent years, this group has effectively played the role of a "bridge" between the Party committee, the government, and the people.

Providing monthly financial support is a practical incentive for influential individuals to continue fulfilling their roles and responsibilities, and actively participate in social activities at the grassroots level.

In the context of increasing demands for socio-economic development and maintaining political stability at the grassroots level, the implementation of Resolution No. 36/2025/NQ-HĐND is a timely boost for the core forces in villages; creating further motivation for influential individuals to continue working alongside Party committees and authorities in disseminating information, mobilizing support, and bringing the Party's guidelines and the State's policies and laws into practice.
