The document clearly states: Over the past time, with the attention and direction of the Provincial Party Committee, the Provincial People's Council, the drastic participation of the whole political system at all levels, the protection and care of children in the locality. the provincial table achieved positive results: the system of guiding documents was gradually improved; Children living in extremely difficult areas, ethnic minority areas and children living in poor or near-poor households have access to services and safe playing and entertainment conditions. and develop in a sustainable way.
However, recently, cases of child abuse tend to increase, greatly affecting children's mind, physiology and body; violate the provisions of the law on child protection. In the first 6 months of 2023, there were 03 cases of child sexual abuse in the province, the number of children dying from drowning 13 children, an increase of 6 children compared to the same period in 2022... children and families, causing anger in public opinion. Most recently, in the area of Bao An ward, Phan Rang city - Thap Cham, there was a tragic drowning incident, killing 03 sisters in the same family, very pitiful.
Faced with the above situation, in order to ensure the legitimate rights and interests of children, especially to minimize children harmed by violence, abuse and drowning in 2023 and the following years. The Chairman of the Provincial People's Committee commented as follows:
1. Heads of provincial departments, branches, and presidents of People's Committees of districts and cities shall focus on directing and implementing synchronously, drastically and effectively the tasks and solutions on prevention and control. violence, child abuse, which focuses on the following contents:
– Continue to strictly implement Directive No. 69-CT/TU dated April 16, 4 of the Standing Board of the Provincial Party Committee on strengthening the leadership of the Party Committee in the prevention and control of child abuse and drowning. in the local area; Plan No. 2020/KH-UBND dated September 3126, 03 of the Provincial People's Committee on the implementation of Decision No. 9/QD-TTg dated December 2020, 1863 of the Prime Minister approving the National Action Plan. participate in the prevention and combat of violence and child abuse in the period of 23-12 in Ninh Thuan province; Plan No. 2019/KH-UBND dated October 2020, 2025 to implement Decision No. 5334/QD-TTg dated June 05, 10 of the Prime Minister approving the Program "Protecting and supporting children in the future". healthy and creative cooperation in the network environment in the period of 2021 - 830"; Plan No. 01/KH-UBND dated August 6, 2021 of the Provincial People's Committee to implement the Program on prevention and control of child accidents and injuries in the period of 2021-2025; Official Dispatch No. 4197/UBND-VXNV dated April 15, 8 on strengthening prevention of accidents, injuries and drowning of children and documents directing the prevention of abuse, violence and drowning children of the Provincial People's Committee.
- Based on assigned functions and tasks, integrate and incorporate into socio-economic development plans of each branch and each locality. Expeditiously develop specific plans to effectively implement the prevention of child abuse and drowning in accordance with the functions, tasks and actual conditions of the locality and unit (organization by means of solutions). specific, realistic, synchronous and resource allocation methods for the implementation of children's rights), solve pressing issues related to child abuse prevention and control, and regularly check, handle problems arising in the process of implementing solutions to prevent and combat child abuse.

- Strengthening propaganda on the mass media; Extensive propaganda among the people, educational institutions, schools, especially parents, direct carers of children and family members, upholding the responsibility of caring, nurturing and educating education, protection of children's lives, bodies, health and secrets of private life; improve knowledge and skills necessary to protect children against violence, abuse and drowning; guide people in the community on their responsibility to detect, notify and denounce acts of violence and child abuse.
2. Department of Labor, War Invalids and Social Affairs:
- Implement and guide People's Committees of districts, cities and provincial Social Work Centers to implement child protection measures at three levels (prevention, support, intervention) of the Law on Children 2016.
– Coordinate with relevant sectors and units to strengthen propaganda and promotion of the National Child Protection Switchboard 111 and the province's hotline for counseling and support for children (18008079). Directing the Provincial Social Work Center to actively coordinate and be ready to connect with the National Child Protection Switchboard 111 in counseling, supporting and intervening for abused and violent children.
- Preside over and coordinate with the Department of Information and Communications, press agencies, media in the province, relevant units and People's Committees of districts and cities to strengthen propaganda and education. on ethics, lifestyle, behavior and responsibility to set an example of adults in the family; guide families, educational institutions, schools and children on knowledge and skills to protect children, prevent and combat violence, abuse, and drowning of children, especially prevention of parentage , relatives and caregivers of children infringing upon children's life, health, spirit and dignity; disseminate the provisions of the law on child protection. Regularly inspect and examine the implementation of children's rights and policies and laws on prevention and control of violence and child abuse in the province.
3. Department of Education and Training:
– Develop proactive measures to prevent child sexual abuse occurring in schools and educational institutions.
- Strengthen the propaganda and prevention of child sexual abuse; pay attention to education, equip them with knowledge about sex, help them identify and have prevention skills, protect themselves against abuse, boldly denounce those who commit sexual abuse .
- Work closely with families and parents of students in managing their children in order to prevent and effectively prevent child abuse and drowning, especially during summer vacation.
– Integrate education on sexual abuse prevention skills into activities outside of class time, first week activities, homeroom activities, and education council meetings. Integration into the subjects of Citizenship Education, Biology; organize contests to learn about children's rights, games, etc., to transmit knowledge of child sexual abuse prevention and control in particular and child protection in general to staff, teachers and students in the school.
4. Provincial Police, Provincial People's Court, Provincial People's Procuracy:
Coordinate, direct, receive and promptly and strictly handle cases of violence and abuse of children; strictly handle agencies, organizations and individuals that conceal, fail to notify and denounce acts of violence and abuse against children or are irresponsible in handling cases of violence and abuse against children,
5. Request the Provincial Vietnam Fatherland Front Committee and socio-political organizations:
Strengthen supervision of law enforcement on child protection, propagate and mobilize union members, members and the whole society to actively participate in child protection and care work; promptly detect and denounce acts of violence and abuse against children, especially child sexual abuse.
6. People's Committees of districts and cities:
Pay attention to the inspection, review, timely detection and elimination of the risk of injury, drowning and other unsafety risks in each locality as well as in households and schools. study, classroom. Develop measures to proactively remedy, prevent, warn, remind parents and guardians of children to closely supervise their children; guide families to take proactive measures to prevent and ensure the safety of children, to prevent children from falling into accidents, injuries and drownings, especially in the summer.
– Strengthen inter-sectoral coordination in directing and implementing the prevention and control of accidents, injuries and drowning of children. To organize the examination and inspection of the observance of legal provisions on prevention of accidents and injuries, and prevention of drowning for children; directing to clarify responsibilities of heads of agencies, organizations and local authorities for cases causing death of children due to accidents, injuries and drowning accidents; strictly and promptly handle violations of children's rights. Mobilize the participation of mass organizations and people in detecting, monitoring and warning areas at risk of drowning for children.
- Prioritize allocating resources to ensure the intervention and support for children when experiencing violence and abuse; Directing functional agencies and units to improve their responsibility for inter-sectoral coordination in child protection at all levels, especially the district-level Child Protection Steering Committee and the commune-level child protection standing group to participate in the capture of children. situation of children and children in special circumstances in the locality, promptly detect cases of children at risk of violence and abuse, especially children living in families with divorced parents, separated, parents go to work far away or have people related to social evils to develop effective prevention measures.
- Coordinate with authorities to promptly and effectively receive and process information, notify and denounce risks and acts of violence and abuse of children, and intervene and support children. when subjected to violence or abuse.
Requesting units and localities to urgently and seriously develop measures to ensure timely and effective implementation; report every 6 months, annually and irregularly (if any) through the Department of Labor, War Invalids and Social Affairs to summarize and report to the Provincial People's Committee for direction.
