Thanks to the effective implementation of ethnic policies, combined with the synchronized deployment of socio-economic development programs, the lives of ethnic minority people in Tan Son district have improved in recent years.

Tan Son is a mountainous district with 17 communes and 172 villages, where ethnic minorities account for 82.5%. Over the past period, thanks to the attention of the district authorities and the efforts of the people of all ethnic groups in the district, the economy has continued to maintain and grow steadily, with average per capita income reaching 36.16 million VND/person/year (in 2023); the poverty rate has decreased by 1.7% per year, and average per capita income has gradually increased.

The lives of ethnic minorities and people in mountainous areas have improved significantly, creating an important foundation for ethnic minorities to have the opportunity to continue developing at a higher level, narrowing the gap in access to social conditions between lowland and mountainous regions.

The Lai Dong flood-resistant bridge in Lai Dong commune has been put into use, contributing to economic development and improving the lives of ethnic minority people.

In supporting the development of agricultural and forestry production in ethnic minority and mountainous areas, from 2021 to the present, Tan Son district has directed specialized agencies to support many new agricultural production development models, with high-economic-value crop and livestock varieties, and provide technical support and agricultural supplies to people, such as: Focusing on supporting, building and developing two key product chains: "Green tea production and consumption chain" with a scale of 30 hectares in Long Coc and Van Luong communes; "FSC-certified wood production and consumption chain" with a scale of 800 hectares...

Besides providing financial support for the implementation of the model, agencies and units also organize training courses and guidance on production techniques to help people improve their skills and access scientific knowledge, thereby applying it to production, contributing to the development of family economies, stabilizing their lives, and contributing to the overall development of the locality.

Policies for developing physical education and sports in ethnic minority areas have continued to receive attention in recent years. Healthcare programs for the people, including reproductive health and immunization, have been implemented promptly and effectively. In accordance with Government Decree No. 39/2015/ND-CP dated April 27, 2015, on supporting women from poor ethnic minority households to give birth in accordance with population policies, from 2020 to 2023, payments totaling 242 million VND were made to 121 individuals. The rate of participation in health insurance in ethnic minority areas reached over 98%. Simultaneously, support was provided for building new houses for 298 poor ethnic minority households; and for 901 households lacking land for production and needing vocational retraining.

Ms. Ha Thi Thuy's VAC (integrated farming) model in Que area, Thu Cuc commune, generates nearly 300 million VND per year in income.

Furthermore, to further improve the lives of ethnic minority people in the area, the district has focused its resources on planning and investing in the development of socio-economic infrastructure in ethnic minority and particularly disadvantaged areas. 100% of ethnic minority villages now have upgraded, renovated, or newly constructed roads.

Roads leading to commune and village centers have been paved, facilitating travel. Efforts are focused on accelerating the progress of key projects and works in the area, such as: the Tan Phu - Xuan Dai road; the road connecting and developing tourism in the Long Coc tea hills and Xuan Son National Park (the section from Long Coc to Xuan Dai); and the Kiet Son, Lai Dong, Dong Son, and Xuan Dai flood-resistant bridges...

Thanks to the synchronized implementation of economic development support policies, the lives of ethnic minority people in the district have improved. However, alongside the achievements, many difficulties remain, such as: Although the infrastructure system has improved, it still does not meet the requirements of socio-economic development. The poverty rate in ethnic minority areas, although reduced, is still high. Agricultural production has not yet become a large-scale commodity, and income from production has not been fully utilized and is not commensurate with the potential and strengths of each region...

To effectively implement ethnic policies and further improve the lives of ethnic minorities, the district will fundamentally address pressing issues in the coming period, creating livelihoods and improving the income and living standards of the people. Mr. Tran Khac Thang, Vice Chairman of the District People's Committee, stated: The goal from now until 2029 is to strive to reduce the number of poor households by an average of over 2% each year. Simultaneously, the district will focus on definitively resolving difficulties related to housing, production land, and clean water; planning and stabilizing settlements in ethnic minority and mountainous areas; upgrading and expanding 100% of roads leading to the centers of communes, villages, and hamlets with tourism development potential; and prioritizing attracting investment capital and supporting the construction of transportation infrastructure in particularly difficult communes and ethnic minority areas.

The implementation of ethnic policies combined with investment resources has effectively served the lives of people in ethnic minority areas, contributing to the sustainable socio-economic development of particularly disadvantaged communes and villages in Tan Son district.
