Confirming a breakthrough in infrastructure development.

In chào mừng the 14th National Congress of the Communist Party of Vietnam, Phu Tho province has registered to commence and inaugurate 4 out of a total of 237 key, large-scale projects nationwide on December 19, 2025. To date, the province has directed relevant departments, agencies, and localities to coordinate with investors and construction units to prepare all necessary conditions for the commencement and inauguration ceremonies of these projects. The inauguration and commissioning of these large-scale projects will contribute to creating momentum and a ripple effect in the community, promoting economic growth, and realizing the province's breakthrough in infrastructure development.

On this occasion, along with the rest of the country, the province will have one project inaugurated and three projects commenced, including: the Hoa Binh Hydropower Plant Expansion Project; the Phu Tho Station project under the Lao Cai - Hanoi - Hai Phong railway line construction project; the project to build IC2 and IC5 interchanges on the Noi Bai - Lao Cai expressway through the former Vinh Phuc province; and the Lynn Times Residences tourist apartment and conference center project under the Wyndham Thanh Thuy International Conference Center, Hotel, and Resort Villas project.

Specifically, the Hoa Binh Hydropower Plant Expansion Project, with a total investment of VND 9,220 billion, will be inaugurated at the project site in Hoa Binh ward. This is a key energy project with immense political significance, inspiring development aspirations and clearly demonstrating the province's strong progress in improving its socio-economic infrastructure. Notably, the main structure of the project belongs to the group of special-grade projects according to QCVN 04-05:2012. Upon completion and commissioning, the project will increase peak power capacity, improve frequency regulation and stability, contribute to reducing operating costs for the national power system, and lessen the workload of existing generating units.

Thanks to the responsible involvement of the investor, the construction unit, and hundreds of technical staff and workers working diligently, the project has now been completed in accordance with the approved design documents and has been inspected and accepted by the acceptance councils at all levels as per regulations.

According to the project owner's acceptance report, Unit 1 successfully energized and began operating on the 500kV grid on August 18, 2025, and was first connected to the grid on August 19, 2025. Unit 2 and transformer 2 have completed installation, testing, and calibration, successfully energized for the first time, and began operating on the 500kV grid on November 14, 2025, and have completed a 72-hour trial operation. Regarding operational preparation, Hoa Binh Hydropower Company has deployed sufficient trained personnel, received operational guidance and certification; equipped the plant with all necessary equipment for operation; issued operating procedures; and installed equipment numbering signs at the site, ensuring that the Hoa Binh Hydropower Plant expansion meets all operating requirements as stipulated.

The Phu Tho Railway Station project, part of the Lao Cai - Hanoi - Hai Phong railway line construction investment project, commenced in Phong Chau ward with a total investment of 3,347 billion VND. This is a key national project in the transportation sector, encompassing access roads to the passenger station, cargo yard, and station plaza. The groundbreaking ceremony on December 19th marked a significant step forward, not only affirming the province's efforts in land clearance for the project but also opening up opportunities for breakthrough development in Phu Tho's transportation infrastructure.

Comrade Dinh Xuan Thang - Vice Chairman of Phong Chau Ward People's Committee, said: Recognizing this as a key national project with significant importance, playing a crucial role in connecting the economic corridors of the northern provinces; and simultaneously opening up new development opportunities for the northern mountainous midland region, promoting the socio-economic development of the locality, the ward has proactively coordinated with relevant agencies to carry out propaganda and mobilization efforts to ensure that people understand the purpose and significance of the project and create consensus during its implementation. To date, land clearance for the project is on schedule, all households agree with the State's policy, and no complaints have arisen.

The completion and preparation for the commencement of key projects reflect the determination and efforts of the entire political system in implementing strategic projects. These projects are expected to become important drivers, promoting the development of strategic infrastructure, creating strong resources for socio-economic growth, and providing a solid foundation for Phu Tho to continue its breakthroughs and affirm its position in the new development phase.
