Removing land acquisition bottlenecks for Thang Long Industrial Cluster.

More than 12 hectares of land for infrastructure connection lack the necessary legal basis for acquisition, causing delays in land clearance for the Thang Long Industrial Cluster (Hai Phong) and affecting the project's progress.

Problem

According to Decision No. 3179/QD-UBND dated October 22, 2020, of the People's Committee of Hai Duong province (formerly), the Thang Long Industrial Cluster in Nam An Phu commune has a total planning research area of ​​over 61.8 hectares in Trung Hoa village. Of this, nearly 49.7 hectares are for the construction of the industrial cluster, while the remaining more than 12 hectares are planned for transportation connections and surrounding areas to ensure synchronized infrastructure for the entire project.

The project is expected to create land to attract industrial investment, create jobs, and promote economic restructuring in the locality. However, for many years, land clearance has not been implemented synchronously due to legal obstacles and difficulties in land management and use.

After the new Nam An Phu commune was established, the local government reorganized the Compensation, Support, and Resettlement Council to focus on implementing the land survey and clearance work.

The project involves more than 500 households, and so far, approximately 80% of the land to be acquired has been inventoried. The majority of residents in the area generally agree with the land acquisition policy and cooperate with the inventory of assets and land.

However, the biggest challenge currently lies in the more than 12 hectares of land designated for transportation connectivity and surrounding areas. According to the land acquisition records from the relevant authorities, the scope of acquisition has only covered approximately 49.7 hectares within the main functional zone of the industrial cluster, not including the area under study for infrastructure connectivity.

According to Document No. 1178/TTg-NN dated December 20, 2022, from the Prime Minister regarding the conversion of rice land use in Hai Duong province (formerly), the approved area for conversion of rice land is approximately 45 hectares for the project.

Thus, more than 12 hectares of land remain unapproved for land use conversion by the competent authorities, resulting in insufficient legal basis for comprehensive land acquisition. This includes approximately 5.2 hectares of agricultural land currently cultivated by local households and about 6.9 hectares designated for transportation and irrigation infrastructure. This is also the reason why the local authorities have been unable to proceed with land clearance for the entire area, despite repeated requests from residents for prompt and comprehensive implementation to ensure infrastructure connectivity once the project becomes operational.

Mr. Vu Ngoc Trai, Party Secretary and Head of Trung Hoa village, said: “The villagers hope that the authorities will soon resolve the obstacles regarding more than 12 hectares of land for infrastructure connection to ensure synchronized planning and avoid affecting the progress and effectiveness of the project after completion. If the land is not reclaimed comprehensively, agricultural production in some areas will face difficulties, directly affecting the lives and incomes of the people.”

Motivation for development

The Thang Long Industrial Cluster is considered a project of significant importance in the socio-economic development orientation of the locality.

According to the investment approval decision, the project is invested by Thuan An Phat Infrastructure Co., Ltd., with a total capital of over 532 billion VND.

The industrial cluster is planned to attract industries involved in agricultural and food processing; handicraft production; mechanical engineering; consumer goods manufacturing; and supporting industries.

These are industries that align with local advantages, have the potential to create many jobs, and contribute to the shift in labor structure from agriculture to industry and services. In particular, the project prioritizes businesses that apply modern, environmentally friendly technologies and are integrated into the agricultural production chain.

Currently, the planned area mainly consists of agricultural land used for cultivating two rice crops and one cash crop, providing stable production. However, thanks to the awareness campaigns and persuasion efforts of the new Nam An Phu commune government, the local people have shown high levels of consensus and are willing to cooperate in the land inventory and clearance process.

Ms. Nguyen Thi Thanh Nhan, Vice Chairman of the People's Committee of Nam An Phu commune, said: “Currently, the locality is continuing to coordinate with specialized agencies to review and complete the dossiers and procedures related to land clearance for the project. Regarding the more than 12 hectares of land within the planned transportation connection and adjacent areas, including about 5 hectares of rice paddy land and the remainder being land for transportation and irrigation, the locality hopes that the relevant agencies will soon provide specific guidance and advise the Hai Phong City People's Committee to consider the policy of comprehensively reclaiming the entire area.”

According to the local authorities, after the project becomes operational, the rice-growing land will no longer have stable cultivation conditions, resulting in low production efficiency, while land for transportation and irrigation is also within the project's overall planning area. Therefore, residents in the area also hope for the early reclamation of the entire area to ensure synchronized infrastructure development and avoid prolonged impacts on their lives and production.

Furthermore, the formation of industrial clusters is expected to lead to the development of transportation infrastructure, commercial services, and social institutions, contributing to a new look for the locality.

Resolving land clearance issues early will not only help the project proceed smoothly but also open up opportunities to attract investment and promote socio-economic development of the locality in the coming period.
