Finding solutions for developing industrial clusters.

For the period 2021-2030, with a vision to 2050, Lam Dong province has planned 67 industrial clusters (ICs), with a total area of ​​over 2,620 hectares. However, many ICs currently lack investors. Therefore, the challenge is to implement comprehensive solutions to attract investment into these ICs.

Recently, at the headquarters of the Lam Dong Provincial People's Committee, Mr. Nguyen Hong Hai - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Lam Dong Provincial People's Committee - chaired a meeting to hear a report from the Lam Dong Provincial Department of Industry and Trade on the planning, implementation, difficulties, and obstacles of industrial clusters in Lam Dong province. Also attending the meeting were leaders from various departments and leaders from communes and wards. The meeting was held both in-person and online with 15 connection points from communes and wards throughout Lam Dong province.

According to the plan, for the period 2021-2030, with a vision to 2050, the (new) Lam Dong province is planned to have 67 industrial clusters, with a total area of ​​over 2,620 hectares. Of these, 23 industrial clusters already have infrastructure investors, with a planned area of ​​over 819 hectares, accounting for more than 32% of the planned area; attracting 170 secondary investors, with a leased area of ​​over 268 hectares; the remaining 44 industrial clusters do not yet have investors, with an area of ​​over 1,801 hectares. Among the 44 industrial clusters without investors, 5 clusters have 42 existing secondary investors, with an area of ​​over 60 hectares in use. Representatives from the Lam Dong Provincial Department of Industry and Trade, along with representatives from 15 communes and wards – areas with industrial clusters – highlighted the difficulties and obstacles in attracting investment and implementing projects in industrial clusters within Lam Dong province and in the localities where these clusters are located. Generally, industrial clusters face difficulties in land clearance, the infrastructure invested there is not yet synchronized or compliant with regulations, and there are issues related to land designated for national defense and mineral resources.

After hearing reports and explanations from representatives of the Department of Industry and Trade, communes and wards, and the Departments of Finance, Agriculture and Environment, and Construction regarding the difficulties and obstacles faced by industrial clusters in Lam Dong province, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested the Department of Industry and Trade to coordinate with other departments and communes/wards to comprehensively review and assess the feasibility of land use, investment attraction, logistics, etc., in order to propose solutions for the upcoming Lam Dong provincial planning. Based on the recommendations of the communes and wards, Vice Chairman Nguyen Hong Hai assigned the Departments of Finance, Construction, and Agriculture and Environment to review relevant documents to provide specific guidance to the communes and wards. The Vice Chairman of the Provincial People's Committee requested that communes and wards with industrial clusters promptly review their planning, and if any items are still missing, they should quickly contact relevant departments for support. They should also assist the State in mobilizing land clearance, strengthening investment attraction, and reassessing the feasibility of the industrial clusters to make appropriate proposals to the competent authorities.
