The VBSP has a special activity focusing on serving the poor and other policy beneficiaries, with a wide transaction network in communes across the province, creating favorable conditions for people to access preferential loans. Since July 1, implementing the plan to rearrange administrative units and build a 2-level local government model, Lang Son province has 65 communes and wards under the province. In order to ensure that policy credit sources are not interrupted, the provincial VBSP branch has advised the provincial People's Committee to issue a document directing relevant agencies and units on a number of contents related to policy credit activities after implementing the 2-level local government.
Mr. Phan Anh Thang, Deputy Director of the Provincial Branch of the Social Policy Bank, said: After the administrative boundary arrangement, the Provincial Branch of the Social Policy Bank will still maintain 10 transaction offices in the old districts and continue to maintain the same operating network as before. Currently, we have built solutions to ensure that transaction activities are not interrupted or disrupted. First, the unit continues to maintain the stability of 194 commune transaction points as before. The network of transaction points and transaction schedules are kept the same as before the administrative unit arrangement. Accordingly, we prioritize arranging transaction locations at the headquarters of the People's Committees of old communes, wards and towns (before the merger). In case it is not possible to arrange at the old People's Committee, it will be arranged at the cultural house, ensuring maximum convenience for people when coming to transact, avoiding having to travel far or changing financial habits.
Mr. Ly The Cong, Director of the Van Lang Social Policy Bank Transaction Office, said: After the merger, the transaction office implemented lending in 5 communes with outstanding loans of VND 392.9 billion, 5,016 borrowing households. To ensure the rights and convenience of people when accessing preferential credit policies, the unit continues to maintain 17/17 transaction points in the communes as before. At the same time, the unit also maintains the operation of 176 savings and loan groups; the address information of the people is also automatically updated by the bank according to the new commune, people do not need to re-declare or perform any additional procedures.
Together with the Van Lang Social Policy Bank Transaction Office, currently, the transaction offices have proactively developed operating plans suitable to the situation of each locality, ensuring that disbursement, debt collection, interest collection, etc. activities take place smoothly. In addition, to help people keep up with the situation in a timely manner, the Provincial Social Policy Bank Branch has directed the transaction offices to coordinate with the People's Committees of communes and socio -political organizations that have been entrusted to notify the transaction locations, fixed transaction schedules, transaction times, and lists of villages belonging to the transaction points so that the management board of savings and loan groups and customers can grasp and come to transact. In particular, the transaction offices coordinate with the People's Committees of the new communes to create favorable conditions for customers in confirming loan applications and authorization procedures to ensure that there are no problems with administrative procedures.
Mr. Trieu Duc Dung, Chairman of Khanh Khe Commune People's Committee, said: Khanh Khe Commune was merged on the basis of 3 communes Xuan Long, Binh Trung, Cao Loc district (old) and Khanh Khe commune, Van Quan district (old). Currently, the total outstanding loan program of the commune is nearly 90 billion VND, with over 1,000 households borrowing. To help people access preferential loans, we create conditions and arrange locations for the Van Quan Social Policy Bank Transaction Office to schedule fixed transactions at the headquarters of Binh Trung, Xuan Long (old) communes and Khanh Khe commune. At the transaction point, we arrange space for working and post public signs to promote policy credit. In addition, the Commune People's Committee also coordinates with the Commune Police to implement a protection plan at the transaction point of the Social Policy Bank to ensure the safety of people and property during the transaction.
Maintaining the transaction network as before the merger has helped poor households and other policy beneficiaries in the province not have to travel far, creating stability and peace of mind in accessing loans. Up to now, the total outstanding loan balance of the provincial branch of the Vietnam Bank for Social Policies is over 5,400 billion VND, with more than 90,400 borrowers, the average outstanding balance per commune after the merger is 84 billion VND/commune.
Ms. Dinh Thi Hieu, village 6, Khang Chien commune said: My family has borrowed capital from the Trang Dinh Social Policy Bank Transaction Office since 2022 to invest in planting and caring for forests. From July 1, Khang Chien commune merged with Trung Thanh and Tan Minh communes (old), the commune People's Committee headquarters is located in Trung Thanh commune (old), more than 20 km from my house. After the commune merger, the Trang Dinh Social Policy Bank Transaction Office continues to conduct transactions at the old commune transaction point, so I feel very secure and convenient because I don't have to go far.
Merging administrative units is an inevitable process in streamlining the apparatus and improving the effectiveness of state management. Timely and effective solutions of the provincial Social Policy Bank system will ensure that policy credit activities are maintained continuously and stably. In the coming time, the Provincial Social Policy Bank Branch will organize training for the Chairman of the Commune People's Committee and officers of socio-political organizations entrusted with social policy credit activities, ensuring that local staff have a firm grasp of the professional skills and policy credit procedures. Thereby, helping people access the most favorable preferential loans to develop the economy , improve their lives, contribute to the socio-economic development and new rural construction of the province.
