A big boost
Further important guidance has been provided regarding the implementation of the Nam Do Son Port and Logistics Center Project. This is reflected in Official Letter No. 15694/BXD-KHTC recently sent by the Ministry of Construction to the People's Committee of Hai Phong City and the Hai Phong Economic Zone Management Board. This is the second time in the past three months that the Ministry of Construction has provided input on this project.
As the state management agency for construction, including the maritime sector, the support and detailed guidance of the Ministry of Construction are considered a crucial impetus for the maritime infrastructure and logistics project, which is the largest and most modern project ever implemented in the northern region, to proceed according to schedule.
Earlier, in early December 2025, the Hai Phong Economic Zone Management Board sent a document to the Ministry of Construction seeking their opinion on the implementation of the Nam Do Son Port and Logistics Center Project in Kien Hai commune and Nam Do Son ward, Hai Phong city, as proposed by Vingroup .
The project's research scope covers the Kiến Hải commune and Nam Đồ Sơn ward, Hải Phòng city, with a total area of approximately 2,789.7 hectares, of which the area directly proposed for investment is 2,679.9 hectares. The research boundaries are adjacent to the following areas: the Da Độ River to the northwest; the East Sea to the south, east, and southeast; the Văn Úc river mouth to the west; and the residential area of Nam Đồ Sơn ward to the north and northeast.
In Official Letter No. 15694/BXD-KHTC, the Ministry of Construction stated that, according to the Master Plan for the Development of Vietnam's Seaport System, the Detailed Plan for Seaport Groups for the period 2021-2030, with a vision to 2050, and the Detailed Plan for the Development of Land and Water Areas of Hai Phong Seaport for the period 2021-2030, with a vision to 2050, the Nam Do Son Port Area is planned to have berths for container ships, general cargo ships, and bulk cargo ships up to 200,000 tons, combined with receiving passenger ships up to 225,000 GT.
By 2030, the Nam Do Son port will include two general cargo, bulk cargo, and container terminals combined with passenger services, with a total length of 500-900 meters; a container throughput of 10-12 million tons; a passenger volume of 9,900-11,800 passengers; a land area of approximately 54 hectares and a water surface area of approximately 14 hectares.
Meanwhile, the project proposes that in the period 2026-2030, two berths with a total length of 900 m for ships up to 200,000 tons, with a capacity of approximately 2 million TEU (equivalent to about 28 million tons), will be constructed; the port area will cover approximately 54 hectares, and the water area will cover approximately 9 hectares.
Phase 2025 - 2026: Carry out investment preparation work, including submitting the investment policy approval to the Hai Phong City People's Committee; preparing the detailed construction plan at a scale of 1/500; submitting the feasibility study report of the Project (initial phase) for appraisal and approval; preparing the environmental impact assessment report; designing construction drawings; organizing bidding and selecting construction contractors; carrying out land lease and land allocation procedures, etc.
Phase 2027 - 2030: Construction of the project will commence in early 2027; construction will include two wharves with a total length of 900 m, along with a synchronized port hinterland system; investment will be made in the infrastructure of a 529.2-hectare logistics center behind the port and approximately 3.9 km of shared connecting main roads. The project is expected to be operational from 2030.
Phase 2031 - 2035: Construction of additional logistics center infrastructure covering an area of 1,970.3 hectares and approximately 8.1 km of shared connecting main roads. The project is expected to be operational from 2033.
In comparison with the port planning, the Ministry of Construction assessed that the timing of investment in wharves, the number and total length of wharves, and the size of vessels that can be accommodated in the Project proposal are consistent with the approved planning for the period up to 2030.
However, regarding the port's functionality, the Ministry of Construction noted that the Hai Phong Economic Zone Management Board has not specified the cargo handling capacity of the two initial berths, only estimating a capacity of approximately 2 million TEU. This capacity is for containerized cargo and does not include the capacity for receiving general cargo, bulk cargo, and passenger vessels as per the approved plan. The Ministry of Construction has already provided feedback on this matter since October 2025.
Therefore, the Ministry of Construction requested the Hai Phong Economic Zone Management Board to ask the investor to add the functionality of two wharves to conform with the seaport planning. “The Vietnam Maritime and Inland Waterway Administration is tasked with continuing to closely coordinate and effectively support the handling of matters related to maritime and inland waterway affairs during the process of the Hai Phong City People's Committee approving the investment policy and directing the implementation of the Project,” stated Official Letter No. 15694/BXD-KHTC signed by Mr. Nguyen Xuan Sang, Deputy Minister of Construction.
Strategic position
The Ministry of Construction's close attention to the South Do Son Port and Logistics Center Project is understandable, stemming from the strategic location of the South Do Son Port area. This location is formed by the synergy of many geo-economic factors and the unique transportation infrastructure of Hai Phong City.
As the largest gateway to the sea in Northern Vietnam, Hai Phong is a crucial international trade hub, creating a sphere of influence encompassing the Red River Delta, the Northern Midlands and Mountains, and extending to Southern China.
The foundation for that position is strengthened by the fact that the Do Son South Port Area is located at the intersection of transnational and coastal economic corridors, including the Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh Corridor and the Nanning - Lang Son - Hanoi - Hai Phong - Quang Ninh Corridor.
“The successful investment and development of Nam Do Son will create a breakthrough, not only elevating the status of Hai Phong, but also becoming a strategic growth engine for the entire Northern Key Economic Region, contributing to enhancing national competitiveness,” assessed Mr. Nguyen Viet Quang, General Director of Vingroup.
In its proposal for an investment project submitted to the Hai Phong City People's Committee, Vingroup proposed investing in the Nam Do Son Port and Logistics Center Project with a scale of 2 wharves 900 m long, capable of accommodating ships with a tonnage of up to 200,000 DWT (port area of 54 hectares, water area in front of the wharf of 9 hectares); and simultaneously building, investing in and operating infrastructure to attract secondary investors to develop industrial facilities, logistics centers, warehouses, and supply chains on a total area of 2,499.5 hectares.
The project also includes the construction of a shared main access road connecting the end of the state-invested port to the entire project boundary, covering an area of 117.4 hectares. This scale of investment allows the Nam Do Son port area to receive the world's largest cargo ships, delivering import and export goods from Northern Vietnam directly to European and American markets without transshipment through regional ports such as Singapore, Hong Kong, and Kaohsiung.
To ensure investment efficiency, Vingroup proposes dividing the project into two phases. Phase 2026-2030 will involve the construction of two 900-meter-long berths along with a comprehensive port hinterland system, a 529.2-hectare logistics center infrastructure behind the port, and approximately 3.9 km of shared connecting main roads. Phase 2031-2035 will continue the construction of the comprehensive port hinterland system; a logistics center infrastructure of approximately 1,970.3 hectares; and approximately 8.1 km of shared connecting main roads.
With the aforementioned scale, the Project has a total investment of VND 101,715 billion, equivalent to approximately USD 3.851 billion, of which the investment cost for the period 2026 - 2030 is VND 30,228 billion and for the period 2031 - 2035 is VND 71,487 billion. The investor is expected to contribute approximately VND 15,257 billion in equity capital, equivalent to 15% of the total investment of the Project; the remaining VND 86,457 billion will be borrowed from credit institutions.
“After the Hai Phong City People's Committee approves the investment policy and accepts Vingroup Group as the investor, the company will proceed with the following procedures: preparing the zoning plan, detailed plan at a scale of 1/500, environmental impact assessment report, feasibility study report, completing procedures for sea surface allocation, land allocation, land lease, design drawings, fire safety approval, and applying for construction permits in accordance with regulations,” a representative of Vingroup Group stated.
The total volume of goods handled through the seaport system in 2025 is estimated at 1,172 million tons, an increase of 12% compared to the same period in 2024, of which containerized cargo handled through ports is estimated at 34.36 million TEU, an increase of 11% compared to the same period. The number of passengers passing through seaports and inland waterways in 2025 is estimated at 9.29 million (mainly passengers on routes from the mainland to islands, accounting for 71.8% of the total number of passengers).
The total number of vessels in the Vietnamese maritime fleet is 1,434, with a total deadweight tonnage of approximately 9.4 million DWT. Of these, 73 new vessels are expected to be registered in 2025. The total number of registered inland waterway vessels is 263,856, with a total deadweight tonnage of 26.7 million tons. Of these, 2,993 vessels with a total deadweight tonnage of 2 million tons are expected to be registered in 2025.
