The Department of Health announced that the Ho Chi Minh City People's Committee has approved the pilot program for home-based health insurance-covered medical examinations and treatments, linked to the "Continuous Health Care Team in Residential Areas" model, as proposed by the Department of Health.
This is considered a significant step in the reform of primary healthcare, helping people access healthcare services more easily, especially the elderly, those with chronic diseases, people with disabilities, and those who have difficulty accessing healthcare facilities.
This policy marks a significant step forward in the process of reforming primary healthcare in accordance with Resolution No. 72-NQ/TW of the Politburo , shifting from a treatment-centric mindset to comprehensive, continuous, and proactive healthcare right within the community.
Bringing healthcare services closer to the people.
Over the past two months, the city's health sector has implemented the "Community-Based Continuous Healthcare Team" model in many localities. To date, 20 communes and wards in the city have established and are operating healthcare teams, gradually bringing healthcare services closer to the people.
Healthcare teams have visited households to review and update health information, conduct screenings, provide counseling, manage chronic diseases, care for the elderly, and assist people in accessing appropriate health services. Many localities have recorded a high level of public support, especially among the elderly and those at high health risk.
Initial results show that the model not only helps in early disease detection and continuous health management but also creates a strong link between the health station and individual households in the area.

Removing the biggest bottleneck in health insurance payments.
Despite its proven effectiveness, home-based medical examination and treatment services still face many difficulties due to the lack of a suitable health insurance reimbursement mechanism.
The city's People's Committee's approval of a pilot program for home-based health insurance-covered medical examinations and treatments is considered the most important step in resolving the current situation. Citizens will have the opportunity to enjoy their health insurance benefits through home-based examinations and treatments within the prescribed scope, while also creating conditions for the sustainable development and expansion of the continuous healthcare model.
Bringing healthcare to people's homes.
Following the direction of the City People's Committee, the Department of Health will coordinate with the City Social Insurance to develop professional procedures, documents, and payment procedures for health insurance that are suitable for practical implementation; select suitable areas to organize pilot programs, and evaluate the results after 6 and 12 months of implementation.
The Department of Finance will advise on the allocation of funds to ensure activities outside the scope of health insurance coverage, such as home visit expenses (expenses paid to health officials, village health workers, or collaborators when they visit people's homes), logistics, supplies, equipment, and other necessary conditions for the health care teams to operate effectively.
The People's Committees of wards, communes, and special zones will mobilize the entire political system at the grassroots level to participate in the implementation, from neighborhood groups and residential areas to the Association of the Elderly, as well as other organizations and community health collaborators, in order to ensure that the model truly reaches every household.
Aiming for universal healthcare
The pilot program for home-based health insurance medical examinations and treatments not only helps reduce pressure on hospitals and saves people time and travel costs, but also contributes to building a more proactive, effective, and people-friendly grassroots healthcare system.
This is also a step in line with modern healthcare trends worldwide, especially in the context of a rapidly aging population and the increasing need for chronic disease management.
If successfully implemented, Ho Chi Minh City will become one of the pioneering localities nationwide in bringing health insurance benefits and healthcare services directly to people's homes, realizing the goal of continuous, comprehensive healthcare and ensuring that no one is left behind.
