By implementing a two-tiered local government model, Nui Cam commune is gradually streamlining its administrative apparatus, improving the efficiency of administrative procedures, and enhancing the quality of service for its citizens.

Nui Cam commune was established by merging An Hao and Tan Lap communes, with a natural area of ​​over 84 ^km² . The commune has 4,810 households and nearly 16,700 inhabitants; the Khmer people account for 33.7% of the population. The commune's Party committee and government are focusing on stabilizing the organizational structure and strengthening the team of officials and civil servants to ensure smooth public service operations.

The breakthrough in implementing the two-tiered local government model is clearly evident in administrative reform. The operating mechanism of the new model helps shorten work processing procedures and enhance the proactiveness and responsibility of local officials and civil servants.

One of the key objectives of implementing the two-tiered local government model is to better serve the people. According to Nguyen Huu Kiet, Director of the Commune Public Administrative Service Center, the center has been quickly restructured and has promoted the application of information technology in management. The process of receiving and resolving administrative procedures is always conducted in a transparent, open, and convenient manner for the people. Previously, administrative procedures had to go through many intermediate levels, but now they are handled directly at the commune level or through online public services.

However, practical experience has also revealed many difficulties and obstacles arising during the transition period, requiring timely resolution so that the apparatus not only "operates" but also "operates effectively," creating a foundation for new developments.

As of May 2026, the Nui Cam Commune Public Administrative Service Center received over 6,000 applications, with a 99.36% administrative procedure resolution rate. Even more impressively, the citizen satisfaction index reached 20/20 points; the service quality index at the center rose to a high level of 93 points. Furthermore, 100% of online applications were digitized; and 100% of applications involving fees and charges were facilitated for online payment.

Along with technological advancements, the staff and civil servants of Nui Cam commune uphold a high sense of responsibility and maintain a dedicated service attitude; considering the satisfaction of citizens and businesses as a measure of the quality of their work. Mr. Chau Phuong, residing in An Hoa hamlet, shared: “When I came to the Commune Public Administrative Service Center to get my child's birth certificate, I was impressed by the dedicated service attitude of the staff and civil servants. The process of receiving and handling applications was carried out quickly, openly, and transparently by the staff and civil servants, saving me travel time and making it more convenient to complete administrative procedures.”

Expanding the scope of development

Currently, with its larger area and population size, Nui Cam commune has opened up opportunities for development. Furthermore, the locality possesses many unique potentials and competitive advantages in the fields of spiritual and ecological tourism, agricultural production, and trade and services.

According to Pham Van Phuc, Secretary of the Party Committee and Chairman of the People's Council of Nui Cam Commune, tourism continues to be identified by the locality as a key economic sector requiring focused investment. To unlock this potential, the commune proactively coordinates with relevant agencies to strictly manage and protect natural resources. In addition, the commune is determined to preserve the environmental landscape and ensure security and order, thereby creating favorable conditions to attract tourists and major investors.

Besides tourism and services, Nui Cam commune continues to develop its strengths in agricultural production. The locality is gradually applying science and technology to production to improve productivity, enhance quality, and increase the value of agricultural products.
