"Elite, compact, strong" provincial armed forces

Colonel Nguyen The Vinh - Member of the Provincial Party Standing Committee, Commander of the Provincial Military Command, talked with Gia Lai Newspaper reporters about this issue.

After the merger, Gia Lai province has a strategic and important position in terms of national defense and security. How will the arrangement and organization of local military be implemented, Colonel?

- After the merger, Gia Lai province has a natural area of over 21,576 km² and a population of over 3.58 million people. The province has a land border of over 80 km with Cambodia and a sea border of over 108 km. The whole province has 135 commune-level administrative units (110 communes, 25 wards); there are 7 land border communes and 15 communes and wards in the sea border area; there are 30 communes and wards identified as key national defense areas.
Implementing the policy of rearranging administrative units and reorganizing local armed forces of the Politburo, the Central Military Commission and the Ministry of National Defense , the Gia Lai Provincial Military Command (new) was reorganized on the basis of merging the Military Commands of Binh Dinh and Gia Lai provinces. At the same time, the Binh Dinh Provincial Border Guard Command and Gia Lai Provincial Border Guard Command were dissolved and reorganized into the Gia Lai Provincial Border Guard Command under the Gia Lai Provincial Military Command (new); dissolving district-level military commands, establishing regional defense commands (PTKV) under the direct command of the Party Committee and the Provincial Military Command; dissolving, rearranging and reorganizing 365 commune-level military commands into 135 commune-level military commands after the merger.
Currently, 6 PTKV Command Boards have been established. This is the direct and closest command level to the commune-level military force. PTKV Command Boards do not replace the role of the Commune-level Military Command Board, but ensure that communes and wards are guided, supported, and commanded effectively, especially in complex, urgent military and defense situations.
Organizing local military agencies according to the 2-level local government model is a correct policy and creates a major change in the organization and staffing of local military agencies. At the same time, it sets out new contents on the mechanism of leadership, command, and management of local military work such as: Management of citizens of military age; registration, management, arrangement, and training of reserve mobilization resources; combat readiness work, tasks in defense areas, etc.

Could you tell us what instructions the Provincial Military Command has given during the implementation process to ensure the apparatus operates effectively?

- The Provincial Military Command determines not to let the dissolution, transfer, or merger disrupt or affect the quality and progress of assigned tasks. From there, direct agencies and units to adjust defense plans and combat plans according to new administrative boundaries and submit them to competent authorities for approval. At the same time, clearly define the functions, tasks, and roles of local military organizations in building and training reserve forces and militia and self-defense forces to meet the requirements of protecting the Fatherland in the new situation.
Party committees and commanders at all levels have also done a good job of ideological work and policies for cadres, soldiers and employees, ready to receive and strictly comply with the organization's assignments and mobilizations. In addition, the Provincial Military Command also closely directed the handover work to ensure compliance with the regulations of the superiors.

What are the initial results in operating the military agency according to the new model, Colonel?

- From commanders to soldiers, in every working position in agencies and units, the atmosphere of emulation and determination to win is spread to create momentum for the implementation of military and local defense tasks at the grassroots to maintain the most stability.
Agencies and units have re-acquired all functions and tasks according to new regulations; quickly stabilized organizational structure, and assigned specific and clear tasks. At the same time, proactively developed and practiced combat readiness plans in all situations.
In addition, agencies and units proactively develop coordination regulations with local Party committees and authorities, especially closely coordinate with forces stationed in the area to grasp the situation, be ready to coordinate and effectively handle situations to avoid passivity and surprise.

In the new situation, with multi-dimensional impacts and high tasks and requirements for protecting the Fatherland and building the army, what solutions will the Provincial Military Command propose?

- The Provincial Military Command will actively advise the Party Committee, the Military Region 5 Command, the Provincial Party Committee, and the Provincial People's Committee to build up the potentials in the provincial defense area to be increasingly solid, in-depth, quickly mobilized, and effective. Synchronously deploy measures, grasp the plots and tricks of hostile forces' sabotage activities; improve the capacity to forecast and advise on successful handling of all situations. Focus on improving the quality of training and high combat readiness. Resolutely and synchronously implement solutions to build a comprehensively strong "exemplary, typical" armed force. In particular, consolidate and build a force that is strong in organization, good in expertise, and steadfast in ideology to successfully complete assigned tasks.
