Unified approach to communication and implementation of many meaningful projects.
According to Mr. Nguyen Sy Truong, the 18th Congress of the Vietnam Fatherland Front of Hanoi City, scheduled to take place from August 21-23, 2024, has been meticulously prepared with thorough publicity work starting early, ensuring uniformity from the city level to the grassroots.
Specifically, the design of the Congress's identity and logo (colors, fonts, etc.) was completed in late 2023. The entire system of propaganda materials (banners, posters, billboards, radio broadcasts, propaganda trailers, etc.) was meticulously prepared, reviewed, and approved by the City Party Committee's Propaganda Department. This led to the digitalization of all materials into QR codes, making it very convenient for grassroots organizations to disseminate information. Radio broadcasts and promotional images are now available in all residential areas. Currently, 100% of residential areas in the city are focusing on disseminating information through radio broadcasts and images that are synchronized and consistent in content and format.
Given the limited budget, the Standing Committee of the Ho Chi Minh City Fatherland Front has socialized the propaganda work regarding the Congress, working with several units to provide support and create an atmosphere of enthusiasm throughout the city.
Notably, since the beginning of this year, the Vietnam Fatherland Front Committee of Hanoi City has launched a special emulation campaign to celebrate the 18th Congress of the Vietnam Fatherland Front of Hanoi City. Accordingly, from the Front Work Committees in residential areas to the City-level Fatherland Front, all have undertaken projects and activities to celebrate the Congress, projects serving people's lives and social welfare, such as: building and repairing solidarity houses; inaugurating schools; completing roads; planting trees... In total, there are over 1,300 such projects at the grassroots level.
At the city level, the Vietnam Fatherland Front of Hanoi City, in coordination with the People's Committee of Hanoi City, has implemented a project to eliminate dilapidated houses in the city. All poor and near-poor households facing housing difficulties have received 100% support. A total of 725 houses have been built or renovated, worth over 61 billion VND, with 50% from the city budget and 50% from social contributions. This is a very significant project, celebrating the 18th Congress of the Vietnam Fatherland Front of Hanoi City and commemorating the 70th anniversary of the Liberation of Hanoi.

In addition, the Hanoi Fatherland Front organized the "West Lake Lotus Blossom" Green Journey program with 7,000 cadres, union members, association members, and citizens participating in Tay Ho district. Simultaneously, it honored 135 outstanding Fatherland Front cadres at all levels in the city – exemplary role models throughout the Congress term; and developed materials to promote the Congress.
Focus on digitizing documents to meet the trends of Industry 4.0.
According to the Standing Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, regarding the drafting of documents, a new feature of this Congress is that the City Fatherland Front began drafting the documents very early, gathering opinions from all parties through 5 conferences (not including discussion conferences at 579 commune-level congresses and 30 district-level congresses); organizing 5 forums to solicit opinions from Fatherland Front officials from various periods, leaders and officials of departments and agencies, experts, scientists , etc. All opinions agreed that the Congress documents were meticulously prepared, carefully assessing the achievements, clearly identifying shortcomings and limitations, drawing lessons learned, and outlining programs and tasks for the new term.
In particular, the Hanoi City Fatherland Front has summarized 10 key achievements of the Vietnam Fatherland Front at all levels in Hanoi during the 2019-2024 term, with many new, difficult, and unprecedented tasks taking place. Through such difficulties, the position and role of the Fatherland Front in building national unity in the city, contributing to the development of the capital, are further demonstrated.
For this term, the overall objective of the Hanoi Fatherland Front's work has focused on a very new issue: the Congress's theme, "Promoting the tradition and strength of national unity, the core political role of the Vietnam Fatherland Front, arousing patriotism and the aspiration to contribute among the people, contributing to building a cultured, civilized, modern, and happy capital city." This theme is an adaptation of the spirit of two major resolutions (Resolution 43 on promoting the traditional strength of national unity and Resolution 15 on building and developing the capital city), incorporating it into the overall objective for the term—a truly new spirit of the Congress.
At the same time, the Ho Chi Minh City Fatherland Front set out 10 targets, 3 breakthroughs, and 6 work programs, including a sixth work program for this term: "building safe and happy residential areas".

In particular, to prevent the Congress's content from becoming dry and rigid, the Ho Chi Minh City Fatherland Front paid close attention to program design. Besides traditional activities, to receive more in-depth and positive contributions to the six work programs of the Ho Chi Minh City Fatherland Front for the next term, the Organizing Committee divided the 363 official delegates to attend five forums, each with content highly relevant to the work of the Fatherland Front. These five forums, chaired by the Chairman and four Vice-Chairmen of the Ho Chi Minh City Fatherland Front Committee, were held in five districts.
In addition, the Congress included very meaningful side activities: an exhibition displaying 200 photos reflecting the work of the Ho Chi Minh City Fatherland Front during the 2019-2024 term; a "Unity - Creativity" space with 40 booths from districts, towns, and member organizations, showcasing the unique traditions of each unit and some typical OCOP products; an exhibition of artistic bonsai; and the launch of the Ho Chi Minh City Fatherland Front's app - through which all information and documents are sent to 100% of the delegates attending the Congress and delegates can interact with the Organizing Committee...
"In the context of Industry 4.0, the Vietnam Fatherland Front (VFF) needs to meet the general requirements of the city by applying science and technology and digital transformation in its activities, and the VFF of Ho Chi Minh City will be a pioneering unit in implementing this. Therefore, at this Congress, we advocate minimizing the use of paper documents and digitizing all documents for delegates' use. Each delegate will be equipped with a tablet for use during the Congress and in subsequent Front work, fully supported by a dedicated unit," Mr. Nguyen Sy Truong affirmed.
Regarding personnel matters, the Standing Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City stated that this term has several new features: the number of members of the Vietnam Fatherland Front Committee of Ho Chi Minh City has increased to 145, and the structure has been expanded to include outstanding individuals, scientists, intellectuals, and reputable people to participate in the Committee. For example, some new faces have appeared, such as People's Artist Xuan Bac and People's Artist Trung Hieu, so that when the Fatherland Front of Ho Chi Minh City organizes activities in the socio-cultural field, there will be experts and experienced people participating in monitoring and providing feedback related to this field.
According to Mr. Nguyen Sy Truong, the organization of the Congress aimed to create the best possible conditions for journalists to work and participate in all activities. Taking place in a very limited space, the spirit of the Congress needed to be disseminated widely to all segments of the population through media coverage. Therefore, the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City directed the provision of press passes for journalists, the allocation of a separate area equipped with computers for journalists to write news articles, and the most convenient area in the hall for journalists to take photos and videos…
Within the framework of the 18th Congress of the Vietnam Fatherland Front of Hanoi City, term 2024-2029, five forums were organized in five districts:
Forum 5: “Building a team of Front cadres who are exemplary, courageous, intelligent, creative; close to the people, respect the people, and responsible to the people” to contribute to strengthening trust and close relationships between the people and the Party and Government,” held in Hai Ba Trung district, chaired by Standing Committee member of the City Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City, Nguyen Lan Huong, with 73 delegates in attendance.
Forum 4: “Promoting democracy, protecting the legitimate rights and interests of the people; strengthening social supervision and criticism, actively participating in building a clean and strong Party and Government”, held in Tay Ho district, chaired by the Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City, Nguyen Sy Truong, with 72 delegates in attendance.
Forum 2: “Promoting the role of member organizations, intellectuals, outstanding individuals, religious dignitaries, and ethnic minorities in building national unity,” held in Hoan Kiem district, chaired by Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City, Nguyen Thi Kim Dung, with 73 delegates in attendance.
Forum 1: “Applying technology, digital transformation, improving the effectiveness of propaganda and mobilization work; grasping and guiding public opinion, creating consensus, arousing aspirations and responsibility for the development of the Capital City”, held in Bac Tu Liem district, chaired by Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City Pham Anh Tuan, with 72 delegates in attendance.
Forum 3: “Improving the quality of patriotic emulation campaigns and movements, building united and harmonious residential areas, contributing to building a cultured, civilized, and modern capital city”, held in Ba Dinh district, chaired by Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City, Dang Thi Phuong Hoa, with 73 delegates in attendance.
