Thanh Hoa province allocates additional funds for giving gifts to the people on the occasion of National Day, September 2nd.

(Baothanhhoa.vn) - On August 30, 2025, the Chairman of the People's Committee of Thanh Hoa province, Do Minh Tuan, signed Decision No. 2940 approving the supplementary budget for gifts to the people in the province to commemorate the 80th anniversary of the August Revolution and National Day on September 2nd.

Accordingly, the People's Committee of Thanh Hoa province decided to approve the supplementary budget for gifts to the people in the province to commemorate the 80th anniversary of the August Revolution and National Day on September 2nd, with a total budget of 430,524,800,000 VND.

Of this amount, VND 427,139,400,000 comes from the central government's supplementary budget as stipulated in Decision No. 1867/QD-TTg dated August 29, 2025, of the Prime Minister ; and VND 3,385,400,000 comes from other expenditure sources in the provincial budget estimates for 2025.

The Provincial People's Committee assigns the Department of Finance and the Provincial Police Department full responsibility before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee, and relevant agencies for the accuracy, legality, procedures, and authority of the proposed approval of the advisory content, appraisal, and reported data, and for ensuring compliance with the prescribed conditions, standards, and norms.

The Department of Finance shall promptly disseminate this Decision and guide relevant units to organize its implementation in accordance with regulations; at the same time, the Department of Finance and the State Treasury of Region XI are responsible for inspecting, controlling, and carrying out the operational procedures for allocating funds to communes and wards, ensuring that the allocation is complete, timely, and in accordance with regulations.

The provincial police will provide the list of residents in the National Population Database up to August 30, 2025, in detail by commune and ward, to the commune-level People's Committees as a basis for compiling lists for gift distribution; and will closely coordinate with the commune-level People's Committees to ensure that gifts are distributed to the correct recipients, in a timely manner, and without any loss.

The State Treasury of Region XI directs its subordinate transaction offices to promptly enter the commune budget estimates from the aforementioned targeted supplementary source into the TABMIS system; coordinate with the commune People's Committees and commercial banks where the State Treasury has accounts to ensure the smooth and timely distribution of gifts to the people.

The State Bank of Vietnam, Region 7, directs relevant units and commercial banks, especially those where the State Treasury maintains accounts, to ensure the smooth operation of the payment system and the flow of funds, fully and promptly meeting payment requirements, without any omissions or duplications of eligible recipients.

The People's Committees of communes and wards, based on the allocated funds, shall direct the Economic Department/Economic, Infrastructure and Urban Planning Department to promptly carry out the procedures for withdrawing the budget and sending it to the State Treasury where transactions are conducted, in accordance with the guidance of the Ministry of Finance ; at the same time, they shall manage and use the allocated funds in accordance with the regulations, policies, conditions, standards, norms, objectives, and target groups, in a thrifty, efficient, transparent, and transparent manner, preventing loss and waste, and settling accounts in accordance with current regulations.

In coordination with the commune/ward police and relevant units, focus on directing and preparing all necessary conditions regarding human resources and facilities to organize the timely, safe, and targeted distribution of gifts to the people in the area; decide on the appropriate method of organizing the gift distribution according to the actual situation in the locality (via social security account or directly in cash).

Regarding the amount of gifts, it will be implemented according to the regulations in Clause 1 of Official Dispatch No. 149/CĐ-TTg dated August 28, 2025, of the Prime Minister, specifically: 100,000 VND/person, in cash.

Regarding the timing and procedures for giving gifts, follow the guidelines in Circular No. 13578/BTC-NSNN dated August 29, 2025, from the Ministry of Finance; which requires all levels, sectors, and localities to make efforts, act urgently, and be determined to complete the giving of gifts to the people in the province to commemorate the 80th anniversary of the August Revolution and National Day no later than September 1, 2025.

During implementation, in case of funding shortage, the People's Committees of communes and wards shall proactively balance their local budgets to ensure that gifts are given fully and promptly to the people, then compile and report to the Department of Finance for supplementary funding; in case of surplus funds, the locality must promptly return the remaining funds to the provincial budget as prescribed.

The Provincial People's Committee assigns the Department of Finance, the Provincial Police, the Thanh Hoa Provincial Treasury Region XI, the State Bank of Vietnam Region 7, the People's Committees of communes and wards, and relevant departments and units to proactively, urgently, and seriously implement tasks within their authority and guide, coordinate, and support relevant units in organizing the implementation, ensuring that the payment and distribution of gifts to the people in the province are timely, safe, accurate, and to the correct recipients; preventing any negative incidents, errors, or losses; and adhering to the policy, demonstrating the profound concern of the Party and the State for the people. In case of difficulties or obstacles, promptly report and propose solutions for consideration and resolution within their authority.
