The groundbreaking ceremony took place on December 19th, coinciding with the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025) and coinciding with the Government's simultaneous groundbreaking and inauguration ceremonies for 237 large-scale projects nationwide, aimed at celebrating the 14th National Congress of the Party, creating a strong ripple effect in infrastructure development, social welfare, and economic growth.
This project concretizes the strategy of providing housing for TKV workers.

Attending the groundbreaking ceremony for the Khe Cham Coal Company - TKV's employee housing project were, on the Quang Ninh provincial and Mong Duong ward leadership side, Ms. Nguyen Thi Hien - Director of the Provincial Department of Industry and Trade; representatives from provincial departments and agencies; and leaders of the Party Committee, People's Council, and People's Committee of Mong Duong ward. The Khe Chàm Coal Company - TKV's employee housing project is being implemented in Mông Dương ward, with a scale of 1 basement floor, 11 above-ground floors, and 1 rooftop floor; a total floor area of approximately 20,580 m², comprising 360 self-contained apartments. The project includes a comprehensive technical infrastructure system comprising internal transportation, water supply and drainage, lighting, fire protection, green spaces, and landscaping, ensuring a safe and civilized living environment for workers. The total investment for the project is over 237 billion VND, with implementation scheduled from 2025 to 2027.

Upon completion, the project will address the need for stable housing for 360 single coal miners, contributing to improving living conditions and enhancing the material and spiritual well-being of workers, creating a foundation for Khe Cham Coal Company - TKV to stabilize its workforce and achieve sustainable development.

Reporting on the project's implementation, Comrade Le Dinh Duong - Secretary of the Party Committee and Director of Khe Cham Coal Company - TKV, stated: “Stemming from the practical need for housing for workers and the sustainable development orientation of the unit, the Company has focused on completing all legal procedures as required; from investment policy, land documents, feasibility study report appraisal, fire safety approval to design approval and contractor selection. The project preparation process has been carried out seriously and synchronously, ensuring all conditions are met for the project to officially commence on schedule.”

He emphasized that the project is not just a housing project but also carries profound humanitarian significance, demonstrating the concern, responsibility, and care of the Company and the Group for the Khe Chàm coal miners, who have directly contributed to the stable and efficient development of the unit in the past and will continue to do so in the future.
Speaking on behalf of the Group's leadership at the groundbreaking ceremony, Mr. Tran Hai Binh, Deputy General Director of the Group, emphasized: “Adhering closely to the National Energy Master Plan for the period 2021-2030, with a vision to 2050, TKV (Vietnam Coal and Mineral Group) is oriented towards development according to the criteria of “Green mine - Modern mine - Safe mine - High-production mine”. In this, along with investing in technology and improving mining capacity, the Group has always considered caring for the material and spiritual well-being, especially housing, of its workers as a central and continuous task.”
Currently, in Quang Ninh province, TKV (Vietnam Coal Corporation) manages and operates 48 collective housing complexes with nearly 3,200 apartments, providing accommodation for over 12,300 workers. The corporation aims to develop a worker housing model based on the criteria of self-contained apartments for one person, fully equipped, with standard area, and integrated with community living spaces, sports facilities, and green landscapes. The Khe Cham Coal Company - TKV Employee Collective Housing Project is one of the typical projects implemented according to this orientation, contributing to gradually improving the quality of life for coal industry workers.
Deputy General Director of the Group, Tran Hai Binh, requested Khe Cham Coal Company - TKV, as the investor, to closely monitor the progress, strictly manage quality and investment capital. He also urged consulting units and construction contractors to allocate sufficient personnel and equipment, ensure labor safety, complete the project on schedule, and bring the project into effective operation as soon as possible.
Present at the groundbreaking ceremony, Mr. Dam Van Ham - Network Station Workshop, Khe Cham Coal Company - TKV, excitedly said: “Today I am very happy and excited to be here and witness the groundbreaking ceremony. This is a long-awaited dream not only for me but also for many workers at Khe Cham Coal Company, especially those who live far away and need personal housing and are currently renting. I hope the Group and the Company will continue to pay attention and provide guidance so that the project is completed with guaranteed quality and will soon be operational to serve the workers…”
“In recent years, Khe Cham Coal Company has paid special attention to the living conditions of its workers, and this project is a testament to that. In particular, this housing project is designed with one unit per person, creating conditions for rest and rejuvenation for workers; thereby contributing to the overall production and business tasks of Khe Cham Coal Company,” said Comrade Nguyen Duy Thai, Chairman of the Trade Union of Khe Cham Coal Company.

Reporting on the project, the Party Secretary and Director of Uong Bi Coal Company - TKV, Nguyen Van Hung, stated that the implementation of the Dong Vong Underground Mining Project aims to effectively exploit and utilize the explored coal reserves, maintain and increase the mine's production, meet the national coal supply needs, and align with the Company's and Group's production and business development plans and the National Energy Master Plan. The project will create opportunities, provide stable employment and income for employees throughout the Company, and contribute to the strong development of TKV in the coming years.

Under the close guidance of the Group and with the timely support and resolution of obstacles from all levels of government, since May 2024, the Company has actively carried out investment preparation work for the Dong Vong underground mining project to extract coal using underground mining technology from the surface seam to the +0 level within the project's planning boundaries. To date, the project has completed investment preparation and is ready for construction commencement.

Speaking at the groundbreaking ceremony, Group General Director Vu Anh Tuan emphasized: implementing the TKV Development Strategy for the period 2021-2030, with a vision to 2045, and the Power Development Plan VIII, TKV identifies its mission as one of the three pillars ensuring national energy security. With an average production of 38-42 million tons of coal per year, the pressure to increase production while protecting the environment is an urgent issue. The Dong Vong underground mining project is clear evidence of TKV's political determination. The project has a total investment of up to VND 1,837 billion and a designed capacity of 600,000 tons of raw coal per year. The mine project is a step forward in applying advanced mining technology, aiming towards the model of a 'Green Mine, Clean Mine, Modern Mine, Mine with Fewer Workers'.

When the project officially goes into operation (expected in 2028), the Dong Vong mine will become an important source of coal to supplement the economy, contributing directly to the state budget and Quang Ninh province, while creating thousands of stable jobs with high incomes for local workers.
The groundbreaking ceremony today is the result of a meticulous and serious legal preparation process and the decisive involvement of the entire political system. The Group's General Director expresses deep gratitude for the support of the Ministry of Finance, the Provincial Party Committee, the People's Committee of Quang Ninh province, and the Vang Danh ward government in resolving legal procedural difficulties during the implementation process.
The General Director of the Group, Vu Anh Tuan, assigned three key tasks to Uong Bi Coal Company and the contractors to successfully complete the project: firstly, to uphold the spirit of "ensuring the project's timeliness, quality, and progress, while maintaining absolute safety"; secondly, to strengthen the smooth coordination between the investor, design consultant, supervision consultant, and construction contractor, promptly resolving difficulties and obstacles arising at the site; and thirdly, to focus on occupational safety and environmental protection; and thirdly, to proactively train high-quality human resources to be ready to receive and operate new technologies when the project becomes operational.
Following the groundbreaking ceremony, leaders of the Quang Ninh Provincial Party Committee and leaders of the Group visited and encouraged the workers of Uong Bi Coal Company who are living in the Vang Danh residential area, Ward 7, Vang Danh Commune.
