Regarding the case of 9 women being deceived in love and money, according to documents from the Criminal Investigation Agency of the Hanoi City Police, from 2015 to 2022, several cases of fraud and embezzlement occurred in Hanoi, with Tong Anh San (44 years old, residing in Hanoi) being a suspect.
During the investigation, the police determined that Tong Anh San had committed the crime of "fraudulent appropriation of property," so they proceeded to prosecute and arrest the suspect for temporary detention.

Working with the investigating agency, the suspect San confessed to the sophisticated scams he had carried out. According to his confession, despite having a wife and children, San still used the social media site "ehenho.com" and other dating websites for singles to set traps. He created an account under the name "TuanKiet," or another name, to post information introducing himself as working at the "Electricity Corporation" and owning a house on Nghi Tam Street (Tay Ho District, Hanoi).
After getting acquainted, the suspect asked the victim for her phone number, requested a meeting to eat and drink together to get to know each other, and give each other a chance to develop a romantic relationship. When meeting the victim, the suspect San lied about being unmarried. Besides working for a government agency, San also ran a business in the field of electrical and refrigeration equipment installation and owned an electronics company.
To evoke sympathy from the victims, the suspect San "confessed" that she was abandoned by her biological parents when she was young and is currently an adopted child in a family in Thanh Hoa . Since childhood, San has strived to study and work to support her adoptive siblings. Therefore, she is now older but still unmarried and hopes to get to know the victims seriously, with the intention of starting a family.
Using this tactic, the women San met on social media quickly developed feelings for him. Seeing that the "fish had bitten the bait," San claimed his company had a shipment of imported electronics that had just been seized by customs at the border. To get the shipment released, San asked the victims for loans or asked these gullible women to borrow money for him with interest, promising to repay it soon. Trusting San, many women gave him their own money or borrowed from others.
Notably, when borrowing money, San only accepted cash and claimed he didn't know how to use a bank card or didn't have an account number to avoid being traced. Because they were in a romantic relationship with San, some women didn't require him to write any documents or make any commitments.
After realizing that his "partners" could no longer meet his financial demands, San would use the excuse of financial difficulties and business losses to break up with them and avoid repaying his debts. When his "partners" called him demanding money, San would become angry, yell insults, and threaten to hire people to beat them and their families, scaring them or making them hesitant to contact him again to demand their money.
The Hanoi City Police Department requests that anyone who has been defrauded of money by Tong Anh San using the above-mentioned methods should come to the Criminal Investigation Department of the Hanoi City Police (through Team 3, Criminal Police Department, Hanoi City Police Department, at 7 Thien Quang Street, Nguyen Du Ward, Hai Ba Trung District), and meet with Lieutenant Colonel Vo Nam Hung - the investigating officer handling the case, phone number 0902.051.970, to resolve the matter.
Previously, nine women had filed complaints accusing Tong Anh San of defrauding them of both money and affections over a long period of time.
