In the face of the situation of storm No. 10 making landfall in our country's sea and mainland with strong intensity, moving very quickly, with a wide range of influence, causing great damage to people and property in localities. The rain and floods after the storm continue to develop complicatedly over a large area in the Northern and Central provinces, many areas are flooded, the dyke system is threatened, the risk of flash floods, landslides is very high, General Secretary To Lam sent his deep condolences to the families of victims and visited and encouraged the people in the areas affected by storms and floods; at the same time, directed Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio- political organizations:

1. Urgently overcome the damage caused by storm No. 10 and floods; ensure basic living conditions for people in affected areas; prevent hunger, cold, and homeless people; promptly repair schools to ensure teachers and students can go to school. Promote the role of the army, police, youth union members, businesses, social organizations, and philanthropists in supporting people to overcome the consequences.

2. Strengthen direction, supervision and inspection of the implementation of measures to respond to post-storm floods, risks of flash floods, landslides, rockfalls, inundation, threats to the dike system and reservoirs; ensure the safety of people's lives and property and state assets.

3. Quickly restore the traffic, power and telecommunications systems, avoid local isolation, power outages and communication interruptions; restore production and business activities.

4. Have plans to ensure people's health during the rainy season, especially synchronously implementing disease prevention measures, ensuring environmental sanitation, providing clean water and food, and having timely medical support plans; proactively propagandize and guide people on disease prevention and response to emergency situations.

According to reports from provinces and cities affected by storm No. 10, as of 1 p.m. on September 30, storm No. 10 and floods, landslides, and thunderstorms have killed 26 people, left 22 missing, injured 105, and 8 people missing in Gia Lai . Rescue forces are actively searching.

Regarding housing, nearly 136,000 houses were damaged, roofs were blown off, and nearly 14,000 houses were flooded. Nearly 23,000 hectares of rice and crops; nearly 9,000 hectares of aquaculture were damaged.

The disaster also caused 15 dike incidents and thousands of landslides, causing traffic jams. More than 5,600 electric poles and about 58,000 trees were broken.

Currently, localities continue to review, overcome consequences, stabilize people's lives and maintain daily reporting to the Party Central Office, in accordance with the direction of the Standing Secretariat.
