General Secretary To Lam and the Central Delegation visited and laid flowers and offered incense to commemorate and pay tribute to the heroic martyrs at the Vi Xuyen National Martyrs Cemetery in Ha Giang province.

During his working visit to Ha Giang, on the occasion of the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025), in accordance with the principle of "drinking water, remembering the source," on the afternoon of February 5, General Secretary To Lam and the Central Delegation laid flowers and offered incense to commemorate and pay tribute to the heroic martyrs who bravely sacrificed their lives for the independence and freedom of the nation and the happiness of the people at the Vi Xuyen National Martyrs Cemetery (Ha Giang).

Attending the incense offering ceremony were members of the Politburo and Secretaries of the Central Committee of the Party: Head of the Central Organization Department Le Minh Hung, Chairman of the Central Inspection Committee Nguyen Duy Ngoc; members of the Politburo: General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Le Hoai Trung, Secretary of the Central Committee of the Party, Chief of the Central Party Office; Le Thanh Long, member of the Central Committee of the Party, Deputy Prime Minister; members of the Central Committee of the Party, leaders of several ministries, central agencies, the Central Party Office, the General Secretary's Office, and leaders of Ha Giang province, along with representatives of the armed forces, veterans, youth union members, and people of various ethnic groups in Vi Xuyen district.

In a solemn and moving atmosphere, General Secretary To Lam and the delegates observed a minute of silence, laid flowers and offered incense to commemorate and express gratitude for the contributions of the heroic martyrs; pledging absolute loyalty to the goals and ideals of the Communist Party of Vietnam, forever following the path chosen by the Party, President Ho Chi Minh, and the people; and working together with determination to build the homeland and the country – entering a new era of development, an era of the Vietnamese nation's progress.

Here, General Secretary To Lam emotionally wrote in the Traditional Book: "Forever grateful to the great President Ho Chi Minh. Forever remember the sacrifices of the heroic martyrs who died for the enduring Fatherland. On the occasion of the beginning of the Year of the Snake 2025, the Central Delegation of the Communist Party of Vietnam visited Ha Giang and paid tribute to the ancestors, the heroic martyrs, and the people at the Vi Xuyen National Cemetery. We continue on the path that the Party and Uncle Ho have charted, continuing to protect and develop a strong, prosperous, and thriving country, where the people are well-fed, happy, and wealthy. Ha Giang province will continue to develop rapidly and sustainably, joining the country in entering an era of wealth and prosperity."

Construction of the Vi Xuyen National Martyrs Cemetery began in 1990, and it has recently been upgraded and expanded to cover more than 10 hectares. It serves as the resting place for martyrs who sacrificed their lives in the fight to protect the northern border of the Fatherland.

Later that evening, General Secretary To Lam and the delegation visited the Nam Dam Community Tourism Village (Quan Ba ​​commune, Quan Ba ​​district); and presented gifts to 10 families receiving preferential treatment in Quan Ba ​​district.

Here, General Secretary To Lam praised and acknowledged the contributions of the people of all ethnic groups in Quan Ba ​​district to the overall development achievements of the province and the country.

The General Secretary instructed the Party Committee, the government, and the people of all ethnic groups in Quan Ba ​​district to continue to uphold the tradition of unity and the achievements already made, to overcome difficulties and limitations, and to work together wholeheartedly to strive to successfully implement the tasks of socio-economic development and ensure national defense and security, worthy of its position as the northern border bulwark and shield of the Fatherland.

Quan Ba ​​is the gateway district to four mountainous border districts in the northern part of Ha Giang province, located within the UNESCO Dong Van Karst Plateau Global Geopark. With a natural area of ​​542.2 km2, its terrain is fragmented, making transportation very difficult.

Over the years, the district has implemented comprehensive, decisive, and effective measures to eradicate poverty, develop socio-economic conditions, ensure national defense and security, and maintain border markers. The district's economy has seen many positive changes, and the material and spiritual lives of the people have improved significantly. The poverty rate has decreased by an average of over 7% annually.

The economic structure is shifting in the right direction; budget revenue in the district in 2024 reached 109.4 billion VND; 3 out of 13 communes have met the standards for new rural areas.

The district has implemented synchronously and effectively 3 national target programs in the area during the 2021-2025 period. The program has facilitated the participation of 3,959 workers in vocational training and capacity building courses; created jobs for 18,543 workers; sent 741 workers to work abroad; implemented 134 livelihood projects with 9,274 participating households; and provided support to eliminate temporary housing for 1,828 households through national target programs and other programs.

On this occasion, General Secretary To Lam presented the newly constructed Examination and Treatment Department of Quan Ba ​​District General Hospital to the people of Quan Ba ​​district.

Quan Ba ​​District General Hospital is a Grade II hospital, built and put into operation with some buildings in use since 1999. In 2001, it had a capacity of 100 inpatient beds. By 2015, the hospital was upgraded to 130 beds, but currently has 180 beds in actual use.

Over the years, the facilities in some sections of the building have deteriorated, become inconsistent in function, and no longer adequately meet the requirements for examination and treatment of patients in Quan Ba ​​district and neighboring districts.

As the implementing unit, after surveying the current situation and with the agreement of the People's Committee of Ha Giang province, the Provincial Department of Health, and the hospital leadership, Deo Ca Group proposed the construction of a new 4-story building with an area of ​​2,200m2; investment in basic medical equipment; construction of the gate, courtyard, and front fence, and landscaping of the hospital grounds.

The total estimated investment is approximately 30 billion VND, of which construction and equipment costs account for 25 billion VND. According to the plan, the project will be implemented within 120 days from the date of approval by Ha Giang province, with the expected commencement date being March 15, 2025.

Deo Ca Group is committed to implementing the construction of Quan Ba ​​District General Hospital ensuring progress, quality, and safety, contributing to improving the quality of medical infrastructure and creating more favorable conditions for medical examination and treatment in the locality.

Later that evening, in Dong Ha commune, Quan Ba ​​district, General Secretary To Lam and the delegation participated in a cultural program of the ethnic people of Ha Giang province and presented 30 gifts to families entitled to preferential policies in Quan Ba ​​district (Ha Giang).
